1 MINUTES OF THE MEETING OF EMPOWERED COMMITTEE FOR PMGSY HELD ON 02 nd Nov, 2012 STATE: WEST BENGAL Phase X ( ) A Meeting of the Empowered Committee (EC) for PMGSY was held on 2 nd November, 2012 at AM in the Chamber of Secretary (RD), Department of Rural Development to discuss the proposals to provide connectivity to eligible habitations for IAP and Non-IAP districts and upgradation of roads in the State of West Bengal under PMGSY. Details of proposals discussed by the Committee for the State to connect habitations and upgradation of roads are as under:- Item IAP Normal Upgradati on ADB RRS-III-P Batch I Total Value in Rs. 2 -2-3. The Empowered Committee reviewed the progress and considered the institutional capacity of the State to efficiently execute the PMGSY works with requisite attention to quality. The Empowered Committee also considered attainment of PMGSY public disclosure norms in terms of the physical, financial and accounting data entered by the State in the programme software, OMMAS and the diligence in maintenance of the high quality assets created under the programme for the long term reduction of poverty. Progress of work 4. Committee observed that the State has yet to complete 293 road works out of the 2,327 road works sanctioned till as per following details: Phase-I Phase-II Phase-III Phase-IV Year of Sanction Phase-V Phase-VI Phase-VII PMGSY ADB Bt-I PMGSY Batch II PMGSY Batch III Total upto Phase VII No. of Roadworks approved ,327 No. of Roadwoks completed ,034 Balance The State informed that these roads could not be completed due to various reasons like not feasible, land availability issue, non-responsive tenders, etc. Even the State PSU/Central PSU were not willing to work in difficult areas. 6. Committee asked the State to send the proposal for dropping cases to NRRDA. Also the road-wise completion plan for other remaining incomplete roads shall be sent to Ministry. (Action: State) Updating OMMAS data 7. While browsing through the State profile on the OMMAS, the Committee observed that some old entries regarding proposals are not yet completed and data okayed by the STA. As it required some co-ordination between NRRDA (Dir-Tech) and State ITNO, the Committee advised the State to send the details to update all old entries. Action: State&Dir(Tech) OMMAS software needs to be enhanced and hardware needs to be upgraded. {Action: Director(F&A), NRRDA}

3 -3- Updating habitation unconnectivity data on OMMAS 8. The Committee observed that the State has not entered the data for habitations connected under schemes etc. and advised the State to complete all entries to show the correct picture of unconnectivity in the State. Also as all the projects proposals for connecting population have been sanctioned by the Ministry, the balance unconnectivity under this category should be NIL. (Action: State) DPR issues 9. Director (Tech) intimated that the State has considered Hard Shoulders instead of GSB material. The Committee asked the State to either change the specification or additional cost should be shown as State share. They may inform the Ministry within 15 days. (Action: State) Separate proposal for Long Span bridges 10. The State intimated that it has considered 4 Nos. of Pre fab (Bailey bridges)& long span bridges. The Committee asked the State to exclude it from the road estimate as separate item. 5-year-Maintenance of roads as per contract 11. As presented by Director (P-I), the State has utilized only Rs crore for 5-year maintenance of roads as against the commitment of State of Rs.139 crore. The State agreed that maintenance was inadequate in this regard and assured the Committee that it will show some definite results by March, It was decided that the next installment for the roads under consideration in this Empowered Committee will be considered only after maintenance expenditure is found satisfactory. The State Government was also asked to conduct the pavement condition survey and upload roadwork PCI in order to remain eligible for the next installment of funds. Quality Assurance and Training of SQMs 12. The State intimated that it has engaged 25 SQMs for 2 nd Tier Quality management and in process of engaging more for the job. Officiating Director (P-III) put up the analysis showing that the SQM inspections are much more lenient compared to NQM inspections. 13. Secretary instructed NRRDA to conduct the training of the SQMs preferably by the experienced NQMs to conduct the inspections in more qualitative way. 14. NRRDA agreed to arrange training programme for SQMs at Kolkata at the end of November, (Action: Director (P-III) & State)

4 -4- ATR submission and uploading on OMMAS 15. Officiating Director (P-III) intimated that the State has uploaded only 47 ATRs as against 147 ATRs initiated. The State agreed to submit and upload all the ATRs on OMMAS for all ongoing works latest by 31st December, Training of Contractor Engineers, Workers, PIUs etc. 16. Secretary observed that NRRDA is not making arrangements for training of Contractor personnel who need it most and also advised to utilize the World Bank- Technical Assistance component for the same (Action: Director (Tech) & State) Accounting Issues 17. Some of the Accounting issues brought out by Dir (F&A) were as under: (i) Huge balance in Saving Bank Account at year end. (ii) Parking of Funds (iii) Difference in Unspent Balance of UC and Balance Sheet (iv) Stale Cheques in Programme Fund Account. (v) State Admin expenditure met from central Administrative Expenses Fund Account. (vi) Interest Income used for meeting. (vii) Banker Certificate in respect of FD not submitted (viii) Two Bank Account opened (ix) Cheques pertaining to other Funds paid from PMGSY Fund (x) Outstanding Advances (xi) Sum of Assets and Liabilities differs. (xii) Unreconciled Bank Authorization Funds given to PIUs (xiii) Itemised figures of Assets and Liabilities in Audited Balance Sheet and Balance Sheet generated from OMMAS differ (xiv) Non-submission of UC Recommendation of the Committee: 18. The Empowered Committee recommended for approval the project proposals at para- 2 above. The Committee also laid down timelines as in succeeding para-18 and 20 as agreed by the State representatives. 19. The following activities will be completed by the State, as agreed by it, prior to clearance:- (i) The State will send the road-wise completion plan for completion of incomplete roads.

5 (ii) The State will carryout correction in DPRs with respect to Hard Shoulders and Long Span bridges as discussed above. -5- (iii) The State will send a time bound plan to improve its 2 nd system. Tier Quality Assurance (iv) The State will develop Maintenance Management System for PMGSY roads and send it to MoRD. State agreed to send the PIU-wise maintenance plan for the year as per letter circulated by the Ministry vide letter No. P-17024/ 11 /2011-RC dated 06 th March, 2012 (also available on (v) The State will publish the Road-List and make it available to Hon ble Members of Parliaments and other State representatives. (vi) All the dropping cases will be sent to NRRDA. 20. The following activities will be completed by the State before demanding funds for the works being considered in this Empowered Committee:- (i) (ii) (iii) (iv) (v) (vi) (vii) The State will update the OMMAS data. The State will update the Habitation connectivity data. The State will ensure uploading of 10 digital photographs taken by the SQMs during its inspections. The State agreed that it will send the details of physical and financial closure. Also it will enter the financial closure status of all works on OMMAS before issue of clearance. The State will credit the maintenance funds in SRRDA s account as per its commitment. Also it will establish the batch maintenance contract system. With reference to the observation, ATRs for only 47 observations on quality issues have been uploaded against the 147 ATRs required by NRRDA. The State will upload all ATRs. The State will send the certified accounts for year based on OMMAS. (viii) The State will upload the PCI value of roads for planning the maintenance and Up-gradation. (ix) The State will publish the Road-List and make it available to Hon ble Members of Parliaments and other State representatives. (x) The State will address all accounting issues.
