5 Background for re-structuring Rural Housing scheme To address the gaps in rural housing program and in view of Government s commitment to provide Housing for All by 2022, the scheme of IAY has been re-structured into Pradhan Mantri Awaas Yojana Gramin (PMAY-G) w.e.f. 1 st April, 2016 Housing Shortage Estimation 4.39 crore Working Group on Rural Housing for 12th Five Year Plan ( ) 3.47 crore Census, crore Socio Economic and Caste Census (SECC), crore houses projected to be constructed by 2022 to achieve the objective

6 Re-Structured Rural Housing Scheme Pradhan Mantri Awaas Yojana Gramin (PMAY-G) Eligibility All Houseless and people living in dilapidated and kutcha houses as per SECC 2011 data Unit Size Unit Assistance Minimum size of the unit is 25 sq. mt. which includes a dedicated area for hygienic cooking Rs lakh in plains and Rs.1.30 lakh in hilly states, difficult areas and IAP districts Sharing Pattern 60:40 in plain areas and 90:10 for North Eastern and 3 Himalayan states Target 1.00 crore houses to be constructed in 3 years from to Loan Institutional Loan of upto Rs.70,000 to willing beneficiaries

8 Unique Initiatives under PMAY-G Dedicated State Nodal Bank Account for PMAY-G Direct Benefit Transfer electronically to beneficiary bank account End to end execution of PMAY-G through transaction based electronic delivery platform AwaasSoft Monitoring progress of construction through geo-tagged photograph taken through mobile application AwaasApp Rural Mason Training to ensure construction of quality house through trained mason Identification of House design typologies to ensure house constructed under PMAY-G are durable, environment friendly and disaster resilient

9 Other Features of PMAY-G Dedicated Programme Management Unit (PMU) at State / district / Block and Panchayat Level Landless High priority - Provision of land to landless households Category-wise earmarking of funds 60% for SC/ST, 15% for minorities and atleast 3% for persons with disabilities 5% allocation to meet exigencies Special Projects Utilisation of 4% of funds released for administering the scheme Empowered Committee approving Annual allocation, Special Projects, difficult areas

Annual allocation to the States / UTs is based on Annual Action Plan The construction should be carried out by the beneficiary himself/herself or under his/her supervision Support to old or infirm or a person with disability in construction Saturation approach Mission Antyodaya villages, SAGY GPs, Rurban Clusters, Open Defecation Free GPs, GPs with strong social capital through DAY-NRLM SHGs and Kala Azar GPs The scheme is monitored by, DISHA, Area Officers and NLMs at the field level. Social Audit has been incorporated for better accountability

19 State Specific Issues Jharkhand Progress under PMAY-G as on MoRD Target** Target fixed by State Registered Geo Tagged Sanctions with verified accounts Completed Target of house completion in FY is 3,30,000. As on 11 th December 2018, 2,92,260 first instalments have been paid by the state Target for Rural Mason Training for FY is 4942, out of which 401 masons have been trained and certified so far. State may expedite the training. Status of Settlement of IAY *As on January 11, 2018
