2 BACKGROUND Why public sector blockchain network was founded? A lot of interest and questions No real picture about state of knowledge in public sector We did research to find out what kind of expertise we have in government sector Find out maturity and objectives of agencies in short and long term To found out if there s already blockchain based solutions in product at offices What are the plans in short and long term Found out about 60 use cases We just launched it, we did not have any kind induct letters New way to be more agile and to break silos in government sector No examples from anywhere else in the world in, wanted to give a try.

3 OBJECTIVES Network s first priority was to develop the public administration's knowledge of blockchain technologies By creating presentations from different fields Creating cross-organizational virtual workspace Hosting network meetings once in month Showing live and concrete demos Bringing together the experts who work with in the field in different sides of government Help agencies to understand the possibilities presented by blockchain technology Support public administration offices to cross-organizational collaboration Keep up to date what happens in agencies Get up to date information what happens in most interesting projects all around the world Help to to understand and create culture of experimentation in long term Help to take first steps to concrete actions

4 WHAT HAVE WE DONE SO FAR? We have had a lot of good presentations to develop the public administration's knowledge of blockchain Different themes: What is Blockchain, Cryptocurrencies, Self-sovereign identitety, Cybersecurity Virtual workspace in use People can share information, articles and we also have Q&A channel Bringing together the experts who work in the field Network has grown and at this point we have over 40 different experts from different sides of government Agencies included at this point: D9 -Digioffice Ministry of Finance State treasure of Finland Prime minister s office Finland Ministry of the interior Ministry of Economic affairs and employment Ministry of transport and communications Ministry of Social affairs and Health Bank of Finland Financial Supervisory Authority Police of Finland Customs Concrete steps Tax administration The Defence National Land Survey of Finland Communications Regulatory Authority Social Insurance Institution of Finland Population Register Centre, Immigration National Administrative Office for Enforcement Immigration Patent and Registration Office Communications Regulatory Authority Demonstration on the installation of a blockchain-based experimental platform Showcase of a payroll demo that featured on person s employment contract as a smart contract in an Ethereum blockchain Demo also featured an example of how their salary and salary-related expenses can be paid Use case -workshop

5 HIGHLIGHTS UNTIL NOW Use cases and Blockchain based solutions running Bank of Finland s view to cryptocurrencies. Concepts, terms and key questions that have been presented to the Bank on cryptocurrencies and digital central bank currencies. Ministry of Traffic and Communications highlighted general and especially potential application areas for blockchain technologies in the fields of traffic and communications Digital real estate transactions. Information about the project that has successfully implemented a proof-of-concept level system for ownership transactions on an R3 Corda blockchain (National Land Survey of Finland, Tax administration) Information on ISO standardization and especially on the ISO TC 307 standardization work Immigration Offices Inland Studio s claim based ID solution using Ethereum uport SUMU Blockchain protocol for AI advisor s. Here is one great view and option, how to build intelligence platform for future Artificial Intelligence and blockchain based public services. A lot of great conversations worldwide with top experts
