18 IMPORTANCE OF PADDY PROCUREMENT Paddy is the main crop in Chhattisgarh it is the life line of farmers in the State Government Procures Paddy worth Rs 6566 Crores this Year. More than lakh MT of Paddy is procured from more than 9 lakh farmers at more than 1500 procurement centers Chhattisgarh is the third highest contributor to the central pool of Rice after Punjab and A.P. Milling of Paddy is a very important industry in the State with more than 1500 rice mills, which provide employment to approximately 2 lakh persons 18

One month credit facility provided to all FPS FPS allowed to sell non PDS commodities Consequently, monthly profit of an average FPS increased from Rs. 700 to Rs. 2,500 pm 26

29 FOOD & NUTRITIONAL SECURITY 52.6% of children of 0-3 yrs age group are malnourished - National 44.9%. 57.6% women are anaemic - National 56.2%. State Interventions: lakh BPL families being provided 35 kg rice per family at subsidised rates (64% of total population). Under Antyodaya Anna Yojna 7.19 lakh extremely poor Rs. 1 per kg. Remaining lakh poor Rs. 2 per kg. 2 kg of Iodized Salt provided free of cost under Amrit Namak Yojna to the above families. State is providing a subsidy of Rs. 900 Crore every year. 2 kg Gram Rs. 5 per Kg in all 85 Tribal Blocks. Supplementary Nutrition to Children, Pregnant & Lactating Mothers more than 25 lakh.
30 No hunger deaths No farmer suicides OUTCOME Even in worst naxal affected area, PDS is not an issue MMR reduced from 379 to 269, IMR from 79 to 51 and Institutional Deliveries increased from 20 to 41. Prosperity in rural areas in past 11 years 3.92 crore tonne paddy has been procured at support price for Rs. 33,309 crore.
31 HEALTH & NUTRITIONAL Universilization of Health Insurance - "Mukhya Mantri Swasthya Bima Yojna" - Health Care coverage up to Rs.30,000 for all "Mukhya Mantri Shahri Swasthya Karyakram" - basic health care facilities and extension services to the urban poor. Swasth Panchayat Yojana :- Ranking of PRIs on the basis of selected health indicators; financial incentives to 3 better performing panchayats in every block. Mukhyamantri Bal Hruday and Bal Shravan Yojana to provide financial assistance for treatment of children sufferring from congenital heart disease and hearing disorders
32 TRIBAL WELFARE 2.18 lakh forest dwellers benefited with distribution of individuals land rights under Forest Right Act 'Prayas'- a 300 seat Residential School for LWE affected area students is established in Raipur. Out of 251 students, 170 students have obtained I Class, 75 students have obtained II Class and 04 students have obtained III Class. Out of the 222 students who took the AIEEE, 150 have qualified. 2 students have got into IIT

Korba city will have installed capacity of around 10,000 MW by 2014 and will be the Energy Capital of India Per Capita Energy Consumption third highest in India (1547 units) Government companies are going to invest Rs. 17,000 crores in 3 years in improving Generation Generation of more than 200 MW through Rice Husk. 12 MW solar power generation from roof top SPV

Three Railway Corridors on PPP model with Ministry of Railway, SECL and State Government planned in Chhattisgarh Eastern Corridor (180 kms) (Bhupdevpur-Gharghoda- Korba) Northern Corridor (150 kms) (Surajpur-Katghora-Korba) East-West Corridor (122 kms) (Gevra Road-Katghora- Pendra Road) Total length of the 3 corridors is 452 kms with an estimated cost of Rs crore and is 38% of existing lines. Approval from State Government and Government of India obtained and work to start soon.
39 Roads INFRASTRUCTIRE Contd. Mukhya Mantri Gram Sadak Yojana - State Plan scheme for rural connectivity not covered under PMGSY ". 4,000 km of rural roads to be upgraded to BT roads. 500 km of internal village roads to be upgraded to CC roads Chhattisgarh State Road Sector Development Project : 1175 km of Major District Roads (MDR)/State Highways were upgraded with ADB assistance in phase I 935 km of MDR/ State Highways to be undertaken in phase - II ( ) 39
40 EMPOWERMENT AND DECENTRALISED GOVERNANCE Local Area Development Authorities Local Area Development Authorities have been constituted (1) Bastar (2) Surguja (3) area where Schedule Castes are dominant and (4) Rest of the State More than 155 crore is budgeted for these areas. These are Untied Funds and the priority of expenditure is decided by Local Public Representatives. Decentralised Decision Making and Execution 40

Application of IT in delivery of public services through Choice (e-seva) centers. 3,500 centers functional. 2 nd State in India to implement e-procurement. Largest deployment of fixed Wimax in Asia 36 layers of Geographical Information System with natural and physical resources. State Among H1- Advanced State in e-governance as per the latest e-readiness report of DIT,GOI Chhattisgarh declared best egoverned State by CSI Nihilant in 2008 & 2011 National e-governance awards 41

Delay in Forest and Environmental clearance have hit additional capacity addition in generation badly. Availability and pricing of coal are bottlenecks in increasing generation. Pooling price mechanism to hurt the utilities of coal bearing State badly RBI prodding to banks to not to lend to power sector has further complicated the sector. 58
59 POLICY PARALYSIS AND STEP MOTHERLY APPROACH Power and Coal Contd. The stipulation of mandatory condition by Ministry of Coal to have PPA with DISCOM before allocation of coal linkage / signing of FSA is preposterous Power policy of Government of India is Generation-Centric. Distribution has become the responsibility of State Government alone New directives that all 1MW and above consumer are deemed to be Open Access Consumer and that the State Regulator has no jurisdiction over fixing the energy charges for them will further hurt DISCOMs. 59
60 Transfer of power to the states to levy tax on services - constitutional amendment bill yet to be passed. No decision on the demand of states for CST compensation beyond State government losing more than Rs.1000 cr. per annum. National Urban Health Mission yet to take off despite announcement in the Union Budget. Impact of Nutrient Based Subsidy (NBS) Scheme. Unprecedented increase (>100%) in price of phosphetic fertilizer (DAP-NPK-SSP) during last 1 year - to affect productivity. Minimum Support Price mechanism for MFPs yet to be put in place POLICY PARALYSIS AND STEP MOTHERLY APPROACH OF THE CENTRAL GOVERNMENT Contd.
61 POLICY PARALYSIS AND STEP MOTHERLY APPROACH OF THE CENTRAL GOVERNMENT Contd. Right to Food bill yet to be enacted. Food grains allocation under PDS is based on poverty estimate (42.5%) of undivided MP. As per Tendulkar Committee report ( ) BPL % is estimated at 48.7% for Chhattisgarh. Allocation of food grains to be revised accordingly (24 lakh as against present allocation for lakh families) Decentralized procurement of paddy - GoI should reimburse actual costs Planning Commission's recommendation for giving financial incentive to employees in IAP districts pending with MHA since needs to be implemented urgently. GoI is considering to discontinue IAP from next year; early
62 RESTRUCTURING OF CENTRAL SCHEMES Gross Budgetary Support to states vis-à-vis Central Plan is continuously on the decline, affecting the fiscal health of states. There is an urgent need to reduce the number of Centrally Sponsored Schemes and enhance state component in GBS Funding pattern under CSS - suggestion of the states to limit state's share to maximum 25% needs to be implemented at the earliest. Most of the Central flagship programmes are rigidly structured with very little flexibility to the states in their implementation At least 50% of the funds under centrally sponsored/central sector schemes should be transferred to 62
