2 :: P R E A M B L E :: All DISCOMs have mainly four categories of 11/22 KV feeders viz. Urban, Industrial, GIDC, Rural. Out of which, Rural feeders having mixed load of Agricultural and rural residential. Majority of Agricultural consumers are charged at the fixed HP based tariff. Hence, 3 Φ power supply on rural feeders had to be stipulated for eight hours and rest of the period 2 Φ power supply was made available, to restrict the use of 3Φ Agricultural pump sets. But, then Agricultural consumers started using Phase converter ( TETA ) for conversion of 2Φ to 3Φ to operate the Pump Sets. Hence, it became necessary to switch-off the power supply for 3 to 4 hours a day as depicted below. Prevailing load rostering system 8-14 hours of 3-phase power supply hours of 2-phase power supply 3-4 hours of No-power supply as per the availability of generation Subsequently, on persistent demand of rural consumers, Hon ble Chief Minister Shri Narendrabhai Modi envisaged the Scheme of giving 24 hrs. Power Supply to the residential, industrial and commercial category of consumers in all 18,065 villages of the State of Gujarat. The Scheme is popularly named as JYOTIGRAM YOJANA. It was necessary to segregate agricultural load from the existing rural feeders by laying link lines, new 11 KV feeders especially to cater the load of villages. Gujarat Electricity Board took up the challenge and made 14,160 villages Jyotigram in a short span of 26 months by laying about 37,242 Kms. of 11 KV 4,568 Kms. of LT network

3 and 7816 nos. of Transformer Centres at the cost of Rs Crores. Balance 70 % is met by Government of Gujarat 30% contribution can allows from Villagers, Agricultural Co-Operative society, Marketing Yard, Milk Co-Operative Society, Sugar Factories etc and MLA funds 100% GOG Scheme Initially in the 8 Districts namely Mehsana, Banaskantha, Patan, Kutchh, Amdavad, Gandhinagar,Surendranagar, Banaskantha villages are covered under the scheme without insisting 30%

4 Subsequently from onwards villages of all districts are to be covered under the scheme Vivekadhin Scheme 15% grant from MLA and 85% from GOG Impediments and Road Blocks Non-Availability of Material Storage and allotment of material Security issues Limited Men Power (Organisational) Limited Men Power (Contractors) With total commitment to the scheme and dedicated employees, 8,50,000 Poles were erected, 1,30,000 KMs of conductor was strung, 7816 NOs. of Transformers were erected, Railway Crossing permission obtained, Forest Clearance obtained, Four new pole factories were opened. This was made possible due to prompt daily monitoring Despite of several odds, GUVNL with active support of Govt. of Gujarat, could achieve the progress as follows Scheme Status : In the year , 2516 villages were covered under the scheme at the cost of Rs Crores.

5 In the year , 6203 villages were covered under the scheme at the cost of Rs Crores. During , 5441 villages covered under JGY up to at an estimated cost of Rs Crores. During , it is planned to complete all balance villages i.e =9346. QUICK EVALUATION OF BENEFIT/GAIN ON ACCOUNT OF JGY (MEHSANA CIRCLE as a test case) In Mehsana circle, out of total 538 rural feeders 536 Nos. of feeders made Agricultural Predominant covering 100 % of villages i.e villages covered under JGY out of total 1072 villages. JGY feeders are having % VR well within permissible limit, resulting in to improvement in voltage profile. System stability has considerably improved, as JGY feeders feed 24 hours power supply. 6 FIVE MONTHS GAIN IN AMOUNT Rs.Crore ( Average rate of realisation Rs.2.70 /UNIT) Study Carried CEPT (Centre for Environmental Planning and Technology): CEPT carried out a study on Jyoti Gram Yojna in Dec.-2004, and the conclusion made by them is as below. On the whole the Programme has been beneficial to the villagers and there is a need to extend the Programme to other villages. The non-farm activities, both trade and production sector have benefited significantly due to the Programme. The sector has significant potential for development. It can benefit the overall development process in the following manner. It absorbs surplus labour in the productive activities Help farm based households to diversify and spread their risk Provide alternate source of income Provide production linkage to farm activities
