Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL) is a company registered under The Companies Act, 1956 and entrusted with the function of undertaking power distribution in the State of Maharashtra. The Company has prepared a project for construction of associated system for AGP Connection, work under Backlog Scheme( ) Project under Chandrapur Circle/Dist. of this state, for undertaking proactive network planning to provide power supply to Rural / Urban Ag consumer, reduction of T & D losses & system strengthening in the scheme, MSEDCL intents to implement the work as detailed below (estimated) under the abovesaid project for implementation during the period The approximate size of the individual bids which are being awarded by MSEDCL would be ranging from Rs Lakhs to Lakhs The aforesaid scheme is funded by covered under Backlog Scheme( ) scheme. The work is proposed to be executed on Turnkey Basis. The time frame for implementation is proposed to be Six (06)months from the dates of issue of Letters of Award to the Turnkey Contractors. Any changes in the Tender Schedule, corrigendum etc. shall also be put up in the website only. Prospective bidders are, therefore, requested to regularly check the website for any updates. Pre bid meeting :- will be held on 02 Feb 2016 by 15:00 Hrs. at the office of S. E. Babupeth, Chandrapur last date of uploading of duly filled Tenders will be 05 Feb 2016 by 17:00 Hrs. Opening of the Technical Bid :- (Soft copy) wii be opened on 05 Feb 2016 at 17:30 Hrs ( if possible), Opening of the Price Bid :- (Soft Copy) will be opened of the technically responsive bidders only. Tender Fee :- As mentioned above in bid details table per Bid should be paid online before 05 Feb 2016 by 17:00 Hrs. Bid Security :- 1% of the Bid Value as mentioned in the above table to be paid in the form of demand draft (D.D.) payabe at Chandrapur or Cash payable at this office cash collecting center or Online payment for H.O. MSEDCL site or an unconditional bank guarantee (B.G.) from any nationalised / Commerical/ scheduled bank issued in favour of The Superintending Engineer, O& M Circle, Maharashtra State Electricity Distribution Company Ltd, Chandrapur payable at Chandrapur and shall be kept valid for a period of 208 days (180+28)days (i.e. not earlier than 208 days) from the date of uploading of duly filled (Bid) Tenders by agency. The Scanned copy of B.G./D.D./Cash M.R. of this office/online Payment Receipt shall be uploaded alongwith the technical bid and original copy of D.D. or B. G. shall be submitted to the office of the employers before deadline of uploading of tender Contract Performance Guarantee: - The successful bidder has to furnish contract performance guarantee equivalent to 10% of contract value.

4 Submission of Tender/Bid : - Duly completed offers shall be uploaded on employers webside on or before the due date and time of uploading MSEDCL shall not be responsible for any delay and tenders received after the due date and time will not be considered. Offers without bid security will be rejected. Validity of Offers: - The offer shall be kept valid for a period of 180 days from the date of uploading of bid. Interested Parties, satisfying the eligibility criteria mentioned below, are requested to upload their offers on percentage basis (below, above or at par of the Tender value) as per the procedures stipulated in the bidding documents. Eligibility Criteria :- Bidding is open to joint Ventures as specified in tender document & all bidders consisting of a single firm who satisfy the qualification criteria set forth in the bidding documents with respect to their experience and financial capabilities. The Contracts shall be awarded to Contractors with relevant experience and required financial strength. The interested party should be a single firm meeting and possessing the eligibility criteria as outlined below: At least Three years experience as a Prime Contractor in the Construction of Works of similar nature and complexity/ to that required under this contract. Should have General experience of executed single order of a value equivalent to at least 20% of the estimated cost of the Bid or two orders of 25% of the estimated cost of the Bid or three orders of atleast 30% of the estimated cost of the Bid, in any sector during the last FIVE (05) financial years.( , , , & ). Should have prior specific experience of executing work of similar nature in Distribution sector of a minimum value of at least 15% of the estimated cost within last Three (03) financial years. ( , & ). Bidders from Maharashtra state should have Electrical Contractor License and those operating from other states who do not have the requisite Electrical Contractor License of Govt. of Maharashtra should submit the proof of application made to Govt. of Maharashtra seeking the requisite Electrical Contractor License at the time of submission of Bids. In case of Joint venture this condition can be met by any partner. Bidder may bid for either one or more than one of the tenders floated under Backlog Scheme but not more than 02 Tenders subject to satisfy pre-qualifying criteria for combined total amount of bids submitted by bidder (i.e. Schedule II of Vol-I Section -5 ) provided, adequate documentation in line with the stipulations of the bidding documents is provided to establish eligibility in terms of financial capability and specific experience in the form of percentages mentioned above but considering the total estimated cost of the number of Bids quoted for (total cost combinedly for more than one bid). But in no case, contractor shall not be awarded more than 01 Tender floated under above Backlog Scheme Work in entirely (i.e. at the most 01 no. Tender out of above 06 nos. tenders are awarded to one bidder subject to the discretion of the MSEDCL.

5 Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided that such discounts are included in the Form of Price Bid or submitted in writing before the dead line for submission of bids. Interested bidders may obtain further information from the office of the Employer at the address given below 1. The entire bidding document in the form of Volume-I to Volume-IV shall be available only in electronic format (soft copy) and is to be downloaded from Employer s website from 27 Jan 2016 onwards. It shall be the bidder s responsibility to ensure that the entire bid document is downloaded from the requisite website. No hardcopy of tender document (Volume-I to Volume-IV) will be provided. All the subsequent instructions / corrigendum to the bidding document etc. shall also be available on the website mentioned above as per procedure led by the MSEDCL. Non Refundable Tender Fees shall be as below i) Tender value 5 lakhs above & Less than Rs. 20 lakhs - Rs ii) Tender value above Rs. 20 lakhs & less than Rs. 50 lakhs - Rs iii) Tender value above Rs. 50 lakhs & less than Rs. 500 lakhs - Rs iv) Tender value above Rs. 500 lakhs & less than Rs lakhs - Rs v) Tender value Rs lakhs and above - Rs (+ %VAT applicable (presently 12.5%) per tender may be paid through online payment only, prior to the dead line for submission of bids as per the procedure led by the Employer. The purpose of the pre-bid meeting, will be to present the salient features of the bidding documents to the bidders, including the bid submittal requirements, the Conditions of Contract (including payment terms and conditions) and the Employer s Requirements, as well as to assist in scheduling site visits to clarify issues and answer questions on any matter that may be raised by the bidders. Non-attendance at the pre-bid meeting will not be a cause for disqualification of a bidder, but senior representatives of the bidders are strongly encouraged to participate in the pre-bid meeting to ensure that they fully understand the key concerns and requirements of the Employer. The bidder should have a average annual turnover during the last three financial year ( , & ) which is at least equivalent to 30% of the Estimated cost of the works, (e.g. for estimated cost of say Rs. 2 Crs the minimum average annual turnover requirement shall be Rs. 60 lakhs). The bidder shall have a sufficient net worth which proves that the net worth (Which is defined as net value assets minus net value of liabilities ) for this contract (total bids taken together) is positive net worth for tender value upto Rs. 200 lakhs and not less than 10% (Ten percentage ) net worth for tender value above Rs. 200 lakhs Should have documentary evidence describing availability of financial resources to exclusively cover cash flow requirements of not less than 25 % (twenty five percent) of the estimated cost of the works. The permission for statutory work such as approval of layout drawing from Electrical inspector & Electrical inspection work etc. will be borne by contractor at his own cost. Only statutory payment will be reimbursed to contractor after producing the original receipt to this office.

6 Very Important Note :- (1) If the participated bidders are found as a agency who are the old LOA alloated bidder of WIP tenders of this office area of juridiction and the performance of the same agency found not satisfactiory (i.e. % progress of work on basis of no. of connection, HT/LT line, DTC etc. work & amount of expenditure for LOA amount target) then this office may take one side decision of Dis- Qualifying bidder in Techno-Commercial comparative qualification and the Price bid of the same will not be opened, even though the agency are qualified all the criteria of Technical as well as financial terms.
