7 A 50 cleared paved right of way provides the ability to access even with fire close by. Makes exceptional fire break if fire starts on our south end.

13 Alternate Exit History Anecdotal evidence says that the investigation of an alternative exit goes back as far as the early 1980 s. March 2003 there was a study done by Rich Black, Jefferson County Engineer, titled Davenport Rd, Cost, Risk Analysis of East and West Alternatives Explored two options off the north end of the Ranch, from Peninsula to the Deschutes River Canyon in the Cove Palisades area.

14 History, cont BLM published a Master Plan for Steamboat Rock area that included an exit off the Ranch to Lower Bridge Road May 31, 2007 wildfire on Ranch between Rainbow, Quail and Lower Bridge. But for a fortuitous wind shift to the south, the Ranch would have been in extreme danger. Fire did burn approximately 537 acres of Ranch property. No homes were damaged. 8/2007 As a result of fire - CRR Board authorized an Alternate Exit Committee.

15 History, cont. 9/2007 Alternate Exit Survey was sent out to residents of CRR 543 responses 90+% in favor of a second exit 94+% in favor of Ranch funding 50% favored use of Ranch Association Funds 40% favored a special assessment 5% didn t want to pay for exit 4% favored a personal contribution

16 History, cont. 1/21/ Final Committee report was promulgated - Findings Alternate #1 Off Ranch to North on Peninsula down to Cove Palisades 24 years to accomplish and $5 - $7,000,000 cost Alternate # 2 Off Ranch to North and East Horny Hollow to Bridge across Crooked River to Highway years to accomplish and $60,000,000 cost Alternate #3 Off Ranch to south Quail Road to Lower Bridge 2 years to accomplish - $500K to $1,000,00 cost Recommended BOD appears not to have acted on recommendation

17 History, cont. Another committee was formed sometime in /2010 Reported to CRR BOD Three Recommendations were made A - Do nothing and use existing primitive road B - Minimally upgrade existing primitive road C - Build new hard surface road BOD chose option A to Do Nothing

18 History, cont Jefferson County Wildfire Protection Plan listed CRR as a High/Extreme fire danger and recommended an Alternate Exit Jefferson County reviewed and updated with same findings. 9/ CRR Board approved an Alternate Exit ad hoc committee Current Committee
