BULLETIN Volume 106, Number 3 Welcome to the 2017 Edmonton Spring National Stamp Show On behalf of the entire show organizing committee I would like to welcome you to our annual Spring National! We are the only RPSC-accredited National stamp show west of Ontario and we continue with our range of dealers, competitive exhibits and specialized talks to make your attendance here an enjoyable and rewarding experience. Please take the time to time to visit our many dealers, peruse their stocks of stamps, covers and postcards, and perhaps discover those elusive philatelic items you are seeking. Please also take time to inspect the various competitive displays to see what philatelic exhibiting is all about. These exhibits are from other collectors who find this aspect of our hobby particularly rewarding, not only for the medals and other special prizes they may receive, but also for the challenge of telling a story with one s specialized material. Some of these exhibits come from across Canada, and show the variety of topics one might choose to exhibit. Sign up at the Club table by the front door to be eligible for a variety of valuable door prizes. Once again, we are supported by Canada Post through their donation of valuable philatelic material to distribute as prizes to show attendees. Also consider attending Sunday s BNAPS breakfast (8:30 am before the show opens) for a presentation on collecting Rocky Mountain post cards. $15 gets you both a breakfast in the cafeteria and admittance to the presentation. Other special presentations too are mentioned in the Show Program. Please also visit the cafeteria at the south end of the building if you would like to replenish your energy. They rely on our business to stay open during the show, as they are otherwise closed on the weekends. Above all, enjoy our show, its amenities, and our philatelic friendship this weekend. David Piercey Greetings Philatelists This issue of the Bulletin is the Spring Show Issue. This is where we welcome Exhibitors, Dealers and Visitors for two days of immersion in philately related activities. We extend an especially warm welcome to the judges and our out of town dealers and show participants. The world of philately continues to change in several ways. Fewer young people seem to take up the hobby as video games and other distractions like Facebook seem to be more interesting than "postage stamps". With a decrease in the number of collectors comes a declining market for philatelic material and consequently an increasing risk for dealers to come to our show. The number of websites and auction sites where sales or purchases can be made with confidence is still increasing, Continued page 7

Henning Jensen, ESC #2188 July 14, November 19, 2016 Henning (Morfar) passed away at the age of 92 at Peter Lougheed Hospital (in Calgary) on November 19, 2016 with family by his side. Henning immigrated to Canada in 1967 and worked at the Lethbridge Research station until retirement. Throughout his life he was an avid stamp collector and a member of the Lethbridge, Calgary and Edmonton Philatelic societies. Joseph Garvey, on January 30, 2017, Joseph Julius Garvey of Edmonton passed away at the age of 97 years. We send the Club s condolences to his family, including his sons. He operated a local stamp store for many years (Garvey & Sons). The stamp business is now run by his son, Les Garvey (#1102).
5 5 E.S.C. BULLETIN Volume 106, Number 3 How Canada was formed On The Road to Confederation Leaders from the Province of Canada began to plan for Confederation. New Brunswick, Nova Scotia and Prince Edward Island had already thought about joining together in a Maritime union and were planning a conference. The politicians from the Province of Canada asked if they could come to the meeting to propose a larger union of all the British North American colonies. The Maritime colonies agreed to let them attend and all the leaders met at Charlottetown on Prince Edward Island. This was the first of the three conferences that led to Confederation in The Charlottetown Conference, September 1864 The politicians from the Province of Canada convinced the politicians from New Brunswick, Nova Scotia and Prince Edward Island to consider a larger union. They agreed to meet again to discuss Confederation. The next conference was at Quebec City. Stamp issued by Canada to commemorate the 100 th Anniversary of the Charlottetown conference The Charlottetown Conference, 1864 depicted on a Canadian stamp of years ago for the 50 th Anniversary of Confederation. It was printed at the peak of WWI, just months after Vimy Ridge. The Quebec Conference, October 1864 During this conference the leaders had to work out how the new country would be run. The decisions they came to
6 6 E.S.C. BULLETIN Volume 106, Number 3 were called the Quebec Resolutions. Although Prince Edward Island and Newfoundland both took part, after the conference they both decided not to join Confederation at that time. Stamp commemorating the 100 anniversary of the Quebec conference. The London Conference, December 1866-January 1867 This was the last conference, and it took place in London, England. Leaders from New Brunswick, Nova Scotia and the Province of Canada had to take the rough draft of the Quebec Resolutions and come up with a final agreement. The document they created was called the British North America Act. Once British Parliament approved it, Confederation could go ahead. The Fathers of Confederation at the London Conference, This event was commemorated with a stamp as well. Confederation, July 1, 1867 On this date Canada became a country with four provinces. New Brunswick and Nova Scotia hardly changed, but the Province of Canada was split into two new provinces: Ontario and Quebec. A look at the map of Canada in 1867 will show a very different Canada from that of today. It would take more than a century to add the other six provinces and three territories that today make up Canada. This site is the story of how each province and territory came to be part of Canada.
7 7 E.S.C. BULLETIN Volume 106, Number 3 Every year the Edmonton Stamp club hosts a National Level stamp Show. It is held at the Central Lion s Rec Centre. (Corner of 111 Ave and 113 St) March 25 Sat 10 to 5, 26 Sun 10 to 4. There is a theme associated as well. This year the theme for 2017, as you may know now, is the 150 th Anniversary of Canada s Confederation. At the Show there will Dealers buying and selling stamps to stamp collectors. There are National Level Competitive Exhibits, where the Grande Award winner qualifies to compete in the Large American Philatelic Society Stamp Show. There is a Wine and Cheese Reception Sat and a breakfast meeting Sun., door prizes, junior table, and more at the show. Everyone is welcome. Contact the club website for more information about the Show and especially about the Edmonton Stamp Club, which is itself over 100 years old. VP Ed Dykstra continued from page 3 making personal attendance at shows less essential for those who want to sell or buy. This is not to say that face to face meetings with fellow philatelists is not an important part of the hobby. It is, but whether a Spring Show as we have it now can be sustained is a subject of discussion by a few of the members of the board. They do not think they are pessimists but rather realists who are open to suggestions. Meanwhile, enjoy the current show, take the opportunity to enhance your collection and strengthen relationships with fellow philatelists. BULLETIN Volume 106, Number Spring Show Judges Arlene Sullivan Arlene Sullivan is a member of several philatelic societies and study groups including the PHSC, RPSC, BNAPS, and the France and Colonies Philatelic Society (UK). She is a member of the editorial group of the FCPS Journal, an international network of members who collaborate by to prepare articles for publication. She exhibits and judges regularly, most recently judging at the Royal 2016 Royale in Waterloo. Current collecting interests include the postal history of New Westminster, BC, Canadian rates, routes and markings, unusual modern rate covers, and an ongoing study of the 19th century "Peace and Commerce" issue of France. Arlene looks forward to being a member of the judging panel at Edmonton, always a good show! Ed Kroft Ed Kroft is an avid collector and exhibitor of Holy Land postal history and aerophilately. His particular areas of interest include studies of Holy Land postal rates and postmarks. He is a director and national judge of the Royal Philatelic Society of Canada and President of the Society of Israel Philatelists. Ed is a member of many philatelic clubs and societies, including the PHSC, the PSSC and BNAPS. He has written over 25 articles for various philatelic publications on a wide variety of subjects. 9 9 E.S.C. BULLETIN Volume 106, Number 3 David Piercey David Piercey is a Canadian national level exhibitor and judge, and Chair of the RPSC Judging and Exhibiting Program in Canada. He was elected a Fellow of the Society in 2010 and served on its Board of Directors He judges regularly at national level shows throughout Canada and the Pacific Northwest and has judged at the APS s Stamp Show twice. An author, he writes the column Let s Talk Exhibiting for The Canadian Philatelist and the column the Philatelic Bookshelf for Canadian Stamp News. He has several recent award-winning research articles on Newfoundland postal history in BNA Topics, The PHSC Journal, Maple Leave, and The Canadian Philatelist, with more forthcoming. David maintains a wide variety of collecting interests, including postal history of the Canadian Rocky Mountains and Newfoundland. Society affiliations include the RPSC, BNAPS, PHSC, PSSC, APS, CPSGB, and AAPE. BULLETIN Volume 106, Number 3 A Joy By Richard Barnes I received a scan of an overprinted French Colonial stamp (Fig 1) from a fellow stamp collector asking me if I could identify this stamp. I did not recognize this overprinted stamp so I forwarded the scan to another stamp collector. After a series of collectors passing the scan to other collectors we finally had the identification for this stamp. Mr. Edward Grabowski provided the following comprehensive answer to this unknown stamp. This is a French Colonial revenue stamp from Indochina. It is listed in the Duston French Colonies Revenue catalogue in the Indochina section. There was no tight control over production and use of revenue stamps in the Colonies, so every colony presents a different view. The basic stamp is from the Dubois issue of the French Colonies General issues featuring the figure of Commerce. You will see the set of stamps in the French Colonies section of Scott. A number of the Colonies created revenue stamps by overprinting existing postage stamps for revenue use as was done in this case. The overprint reads 5/cents/GREFFE. It was done during the period when the stamp was excess stock because Indochina was using the Group Type issue, which I collect. These stamps were used for tax purposes on Court documents. Duston gives a catalog value of $4 for this stamp off document. Used stamps do not command much of a market. The key is to get them on original document. I do not have your issue on document as I do not collect such. However, I do collect the next issue, the Group Type as noted. Attached is a court petition (Fig 2), that was charged a filing tax of 67 centimes employing some court fiscals (50c, 1C and 1c) and Group Types overprinted for fiscal use at 5c and 10c (Fig 3). The overprints are of the type shown on your stamp. Next page
18 18 E.S.C. BULLETIN Volume 106, Number 3 Having a document always adds to the story. In this case a small landowner was petitioning the court to reconsider the previous sale of some of his land. He said he was ill at the time of the sale and suffering from mental distress. Thus, he made a bad decision in selling the land, and now (1897) wants it back. Written across the main text of the document (scan not available) is a note from the court saying that they will not consider the case. I must admit that for me the sharing of knowledge between stamp collectors is for me a primary source of enjoyment as a stamp collector. Richard Barnes
