1 NOTICE INVITING EXPRESSION OF INTEREST TO ACT AS EMPANELLED SERVICE PROVIDER TO "SNEHODIYA" Memo No: 3221/HIDCO/Admn-3350/2017 Dated: 06/09/2017 Expression of Interest to act as Empanelled Service Providers to "SNEHODIYA" : an independent living habitat for senior citizens, is hereby invited from the reputed and resourceful agencies/organizations on sharing of revenue basis. A. BACKGROUND : West Bengal Housing Infrastructure Development Corporation Ltd. (WBHIDCO), a Government of West Bengal Enterprise, has embarked upon a home for senior citizens, named "SNEHODIYA", a nook to offer them the peace and quiet they deserve. SNEHODIYA is located just opposite to Senior's Park at Plot No.BC/100/2 in AA-IB in Action Area-I. There will be a G+10 main building, 2-storied Guest House. Each floor of main building will have 5-12 twin sharing rooms with drawing/pantry space and balcony, attached toilet. In each floor there will be attendant's room, common pantry, spacious sitting place, designed by well known architect firm. There are 57 double occupancy rooms and 90 single occupancy rooms. This is place for preferred living in a smart way for the following reasons - professionally managed, offering life style choice, 24x7 care for fitness and health. The allottees can invite their family to stay in the adjoining Guest House. They can get relief from home maintenance and enjoy maximum independence in life. There are entertainment facilities, facilities to improve social interaction, security of life and free membership in Swapno Bhor (Senior's Park) right opposite. B. EMPANELMENT OF SERVICES : For outsourcing various services, Empanelment of service providers for being engaged with residents of "SNEHODIYA" on a one-to-one basis based on declared benefits to the residents and costs to be paid by subscribers who pot. 2 This will be a voluntary option of residents and WBHIDCO will not be responsible for payments or service level assurance. However, an annual registration fee amounting to Rs.16,000/- per annum plus GST or 10% of gross revenue(whichever is higher) will have to be paid to HIDCO. The registration/empanelment will be made and will remain valid for 12 months and can be renewed on mutual consent with an annual registration fee escalation of 5%. However, in case of unsatisfactory performance or adverse feedback, the empanelment /registration can be cancelled by either side with one months notice and proportionate refunds to subscribers will have to be done. Areas in which services can be provided are : SI No Service Code Service name 1 OES Outdoor escorting services (door to door) 2 HTU Hospital tie-up 3 CPC Consultant physician checks 4 SHMPT Smart health monitors and pathology/eco etc. tests 5 RCA Reading, counseling, adda 6 PNA Personal nurse, attendants on prior permission for limited periods 7 AS Ambulance services 8 LS Laundry services 9 YP Yoga, physiotherapy etc Any other (Please specify) C. GENERAL TERMS AND CONDITIONS: 1. The service providers should have at least one year experience of providing such type of services for which he/she is willing to apply. 2. The intending service providers will have to submit credentials in support of his/her claim. 3. The service providers shall have valid trade license/other applicable licenses issued by the appropriate authority. 2

3 4. There is no restriction to apply for more than one service. However, in that case separate application will have to be submitted with separate EMD. 5. Selection of each service provider will be dealt separately and agreement for each service will also be made separately. No combination of service will be entertained. 6. Annual registration fee amounting to Rs.16,000/- per annum plus GST or 10% of annual gross revenue (whichever is higher) will have to be paid to HIDCO. Annual gross revenue shall be payable half yearly. 7. EOI is to be submitted in sealed covers addressed to General Manager (Administration) at his office of HIDCO BHABAN, Premises No , Biswa Bangla Sarani, New Town, Kolkata Last date and time for submission of bid /offer by the intending participants is on 22/09/2017 up to 3.00 P.M in the Tender Box kept in the office chamber of General Manager (Administration), WB HIDCO Ltd. 9. Bids will be opened on 22/09/2017 after 4.00 P.M. at the office chamber of General Manager (Administration) WBHIDCO Ltd. The bidders or their authorized representative may remain present at the time of opening the bid. 10.The successful bidder will have to start the operation as soon as the completion of the project. 11.Sub-leasing, sub-letting of the contract will not be allowed. 12.The successful service providers shall have to procure all materials/items required for operation of such service and will run the business by their own employees. No material or manpower will be provided by WBHIDCO Ltd. 13.WBHIDCO Ltd. reserves the right to accept or reject any offer without assigning any reason whatsoever. In case of cancellation, no liability will be incurred by WB HIDCO Ltd. 14.No offer will be entertained if received through Post / Courier after 3.00 P.M. on 22/09/ No space (Office space/store space) will be provided normally. This is an outsourced service provider empanelment and entry will be allowed only to the guest's room who have requisitioned the service. In case any space is required for storage/parking/consultation etc. hourly/daily charges will be have to be paid by the service providers separately subject to availability. 16.A separate bank account shall be opened by the successful bidders and a separate account shall be maintained. 3

4 17.The Service Provider shall deposit first installment of share of revenue to HIDCO th day of July and 2' d Installment by 7th /day by 7 of January of every year. 18. The Service Provider shall submit quarterly report, by 7 th March, June, September and December. 19.WHIDCO shall have the right to inspect the account, pass book so opened for cross verification. 20.The service providers shall have to procure all licenses/nocs required for operating such business. WBHIDCO has no liability to assist the successful bidders to procure such licenses. 21.AII operational and maintenance cost will be borne by you. 22.Compliance of labour laws and all statutory compliance are the responsibilities of the Service Provider. Accidental insurance premium wherever required will be borne by you. 23.The successful service providers will have to indemnify WBHIDCO from any sort of damage or loss or accident occurred due to inadequacy of any measure/protection or anything likely to cause such incident. 24.The bids above the reserved monthly gross revenue only will be taken into consideration. In case of a tie in respect of the highest bid, the Bidders offering the highest bids will be requested to submit closed revised offers again. 25.No change in the amount of offered payment will be considered in any way after finalization of the bid. 26.Conditional E.O.I will not be accepted and shall be deemed as informal. 27.Before submitting any offer, the intending Bidders should make themselves acquainted thoroughly with the prevailing local conditions by way of actual inspection of the site and no claim whatsoever will be entertained after finalization of the bid. 28.The selected Service providers will have to enter into a renewable agreement of twelve months with WBHIDCO. The agreement will be renewed up to three years on successful compliance of the terms of the agreement and on mutual agreement with an escalation of 5% every year. 29.The agreement can be terminated in case of irregularities/guest/user complaints /under-performance/non-payment of annual revenue/annual registration fee/ suppression of facts or any other sufficient reason by giving a written notice of one month. 4

5 30.The tariffs payable by the guests will have to be pre-published in the form of a catalogue and cannot be increased in course of contract. For renewals, a maximum 10% may be made if approved in advance by HIDCO. 31.GST at the applicable rate will have to be paid along with the revenue by the successful bidder. D. BIDDING PROCESS : 1. The participant Bidders must submit their bid /offer in 03 (three) separate sealed envelopes i.e. Packet (A), Packet (B) and Packet (C). On every packet the name of the Bidder has to be written clearly. 2. Packet (A) will contain Earnest Money Deposit amounting to Rs. 16, (rupees Twenty five only) drawn on any Nationalized Bank in the form of Bank Draft in favour of WB HIDCO Ltd payable at Kolkata. Without submission of the EMD, the application will be considered summarily cancelled. EMD of unsuccessful Bidders will be returned in due course. 3. An earnest money of Rs.16,000/- will become the Security Deposit/performance guarantee to be returned on termination after adjustment of dues. 4. Packet (B) will contain (a) application mentioning SERVICE with service Code and super scribing memo no. and date of this EOI mentioning name and address of the Bidder, (b) Copy of valid PAN issued by the Income Tax Dept., Government of India, (c) Valid GST registration no. if any, (d) Valid Trade License and (e) Credentials in support of experience of providing/running such type of services/business. 5. Packet (C) will contain only the financial bid mentioning clearly the percentage ( 0/0) quoted against the annual registration fee of Rs.16,000/-. The rate quoted should be on the percentage (%) on declared fee only (i.e. xxxx% above) considering all types of payments/charges to be paid by the Bidder for running the service. The annual registration fee shall be the bid variable. Bid should be more than the reserved annual registration fee (Rs.16,000/-). 6. The highest two bids will be empanelled in each category for giving guests a choice and preventing monopoly. 7. All the above sealed covers must be super scribed "Proposal for providing.service for SNEHODIYA" and should be put in a bigger sealed cover and addressed to General Manager (Administration), WBHIDCO Ltd. at his 5

6 office on the sixth floor of HIDCO BHABAN, Premises No , Major Arterial Road, 3rd Rotary,NewTown,Kolkata Bid offer has to be submitted on the letter head of the Bidder signed by the Bidder himself or authorized representative of the Bidder, who will also sign all documents in the bid. 9. All the documents submitted by the bidder are also to be signed by the Bidder himself or authorized representative of the Bidder. 10.The Bidder should be technically sound and eligible to participate in the financial bid opening. The financial bid [Packet (C)] of the Bidders, whose proposals if rejected after opening of technical bids [Packet (B)], will not be opened. The financial offers of the Bidders, who are found to be unsuccessful in the technical bid, will not be allowed to participate in the financial bid and their financial offers will stand rejected and will not be considered. 11.Any bid / offer containing overwriting is liable to be rejected.
