1 Pints t remember: 1. CERF budgets must: Be clearly linked t the activities t be implemented. (The activities themselves must be lifesaving as defined in the CERF's life-saving criteria. See "Hw t write a CERF prpsal".) Be prepared using the CERF budget template. Figures must be calculated t the nearest US dllar. Be rganized under the fllwing headings: C. Cntractual services D. Operatins E. Acquisitins G. Indirect prgramme supprt csts Include prject management, mnitring and reprting csts (PMR) and prgramme supprt csts (PSC). See sectins 2 and 3 belw. Nt include an excessive amunt fr staff csts. As a rule f thumb, staff csts shuld nt exceed 10% f the ttal budget. Hwever, experience has shwn that WHO's staff csts can be high, as the prvisin f health care invlves skilled human resurces. WHO shuld defend higher staff csts by including a clear justificatin in the prject summary explaining why health staff csts are higher than thse f ther sectrs. Clearly indicate the names f any NGO implementing partners and the amunt t be transferred t each NGO. 2. Prject management, mnitring and reprting (PMR) csts are: An integral part f WHO's humanitarian/ emergency prjects. Official WHO plicy and NOT discretinary: must be included in all extrabudgetary prject prpsals. Calculated as a 10% fixed rate n the ttal cst f activities. Distributed 5% t reginal ffices (ROs) and 5% t HQ. Used t cver the csts f: Technical assistance t the prject (e.g. RO and HQ technical review and advice; field missins; prvisin f technical guidelines). Prject management supprt (e.g. ensuring that prject and reprting deadlines are adhered t; reprts drafted by COs are in line with dnr requirements and cnditins; financial issues are reslved and certified financial reprts are prepared). Crdinatin and advcacy (high-level cntacts with ther UN agencies at RO and HQ level and between the UN, NGO partners and Member States at HQ level). Resurce mbilizatin supprt (advcacy and fund-raising with dnr gvernments; participatin in the Cnslidated Appeal Prcess and ther appeals; prject prpsal review services; media relatins).

Hw t reflect PMR in CERF budgets: The CERF secretariat has agreed that PMR can be included in CERF grants, prvided it is nt shwn as a separate budget line but distributed between the fllwing budget lines: A D Staff csts Insert a new budget line under Staff Csts called "Office staff csts" Put a percentage f the PMR under this budget line Operatins Insert a new budget line under Operatins called "Field Operatinal and Evaluatin csts" Put the remaining percentage f the PMR under this budget line 4. 3 3 Hw t Cnstruct a CERF budget Example: the CERF allcates US$850,000 fr a WHO prject. Step 1: Use the autmatic calculatin table in SOP 6.7 t btain the breakdwn f csts: Fixed Cntributin Calculatin Use the fllwing t calculate the PSC and PMR n the amunt f the CERF grant. PMR is distributed between "ffice staff csts" and "field peratinal and evaluatin csts". Any cmbinatin f percentages can be used when distributing the PMR acrss these tw budget lines. Use yur judgement when deciding n hw t split PMR csts, bearing in mind that staff csts shuld be n mre than 20% f the ttal budget.
