1 23. I.T. SECTIONS (HARDWARE AND SOFTWARE) Main functions: The I.T. Sections (H&S) look after the following works: Providing Secretarial assistance and support to the following Standing Committees: (a) (b) (c) (d) (e) Committee on Provision of Computer Equipment to Members of Rajya Sabha: This Parliamentary Committee (i) decides on the parameters with regard to application of Information Technology in the functioning of the Rajya Sabha; (ii) decides on the norms for provision of computer hardware and software to be made available to Members from time to time along with suitable measures, including training, to encourage Members to be proficient in the use of IT tools; and (iii) takes steps to ensure increasing use of electronic mode of information dissemination in the Rajya Sabha. Computerization Coordination Committee: This Committee, under the chairmanship of Secretary-General, has all Senior Officers of the Secretariat (Secretary/Additional/Joint Secretaries) along with Senior Officers of NIC (DG/DDG) as its Members and carries out detailed planning and scheduling of computerization of various aspects of working of the Rajya Sabha Secretariat. The Committee, in its meetings, reviews all the computerization activities of the Secretariat, especially the software development, various Projects etc. and e-initiatives being taken for Members and officials of the Secretariat. Committee of Officers for Procurement of Computer equipment for Rajya Sabha Secretariat: This Committee considers the requests from Officers/Sections for supply of computer equipment and LAN nodes. Obsolescence Declaration Committee: This Committee formulates Obsolescence Declaration Policy (ODP) and declares computer equipment held by the Secretariat obsolete within the framework of the ODP. Standing Technical Advisory Committee: This Committee gives technical advice to the Committee on Provision of Computer Equipment to Members of Rajya Sabha and the Secretariat regarding the specifications/models/makes of various computer items which are to be procured, and also on various technical issues encountered in the process of computerization. Besides these Committees, the I.T. Sections are also handling the following works relating to: (i) (ii) (iii) (iv) (v) (vi) Secretarial assistance to Committee of Officers constituted to examine the Guidelines of Ministry of Finance regarding issuance of laptop, tablet, notepad etc to Officers, and to explore the possibility of its enforceability in Rajya Sabha Secretariat Secretarial support to the Committee of Officers regarding Digitization of old records of Rajya Sabha Secretariat Implementation of the Scheme of Financial Entitlement of Members of Rajya Sabha for Computer Equipment and processing of bills/invoices received from Members towards procurement of computer equipment under the Scheme. Ensuring coordinated implementation of IT Plan for computerization of the Secretariat. Coordination with NIC and various Sections of the Secretariat for identification of customized software needs and databases for use in Rajya Sabha Secretariat and by Members of Rajya Sabha. Purchase of computer hardware, software, LAN items and other accessories as per requirement of the Secretariat. (vii) Coordination with NIC for developing/providing LAN and assigning/creating accounts for the Officers/Sections of the Secretariat and Members and looking into any issues that may arise for resolution. (viii) Maintaining the English and Hindi Rajya Sabha Internet Websites; Rajya Sabha Debate Portal and the Rajya Sabha Secretariat site, ensuring their timely updation and selecting suitable material to be put on Internet/Intranet for use of Members, Secretariat, media and Public. 133
2 (ix) Upgradation of Parliament House LAN and deployment of secured Wi-Fi infrastructure in Rajya Sabha Secretariat. (x) Tendering for AMC of computer equipment and associated peripherals in Rajya Sabha Secretariat. (xi) Classification of old files for purpose of weeding out of old records. (xii) Processing of Bills/Invoices of NICSI, C-DAC, Kendriya Bhandar, AMC vendors and other agencies towards procurement of hardware/software/manpower and services/support taken from them. (xiii) Compliance of e-payment (xiv) Upgradation of LAN in the Office of Hon'ble Chairman, Rajya Sabha (xv) E-Reports portal designed by Parliament Information Division, NIC (xvi) Facility of Digital Display System (xvii) Disposal of old/obsolete/junk computer equipment as e-waste (xiv) e-governance exposures/initiatives for Members/Officers/Officials of the Secretariat (xviii) Redesigning of Rajya Sabha Website All items of work relating to above mentioned points that arose during the year were handled by I.T Sections (H&S) during the year Activities during 2017: (a) During the year 2017, after successfully completing numerous activities/initiatives outlined in the last IT Plan for the period in coordination with NIC and the User Sections of the Secretariat, IT Sections(H&S) has initiated action on requiring modifications in the currently running applications. (b) Also, acting on the direction of the Committee on Provision of Computer Equipment to Members of Rajya Sabha and Computerisation Coordination Committee, numerous initiatives towards providing e-governance training and exposures, in coordination with National egovernance Division (NeGD) and National Institute for Smart Government (NISG) (Both wings of MeitY entrusted with implementation of Capacity Building Programmes of Government of India) were undertaken. This has resulted in around 50 Officers getting exposure to newer vistas of e-governance. (c) Processing of Bills/Invoices of NICSI, C-DAC, Kendriya Bhandar, AMC vendors and other agencies towards procurement of hardware/software/manpower and services/support taken from them. (d) Processing of Bills received from Members for their reimbursement.. (e) Organization of Facilitation Centre for Aadhaar Registration, Digital Locker System with e-sign DSC for Members of Rajya Sabha during the month of Sept-Oct, (f) During the year, the various Committees serviced by the Section held their.meetings, the details of which are as under: Name Number of meetings Remarks/Status Committee on Provision of One (30 th June, 2017) The Committee considered and Computer Equipment to Members of Rajya Sabha deliberated on the issue and decided to accord in-principle approval for moving towards implementation of the e-notice facility for the benefit of Members. Further the Committee has decided not to recommend any enhancement in the financial entitlement available to Members under the Scheme. The Committee considered the issue of non-compliance of the rule provisions by some Member regarding non-submission or delayed submission of original bills towards procurement of computer Computerization Committee Coordination One (13 th December, 2017) equipment against Proforma Invoice The Committee considered the issues related to E-Notice facility for online 134
3 Committee of Officers for Procurement of Computer equipment for Rajya Sabha Secretariat Obsolescence Committee Declaration Standing Technical Advisory Committee Committee of Officers regarding Digitization of Old Records of Rajya Sabha Secretariat Committee of Officers of NIC and Rajya Sabha Secretariat on Redesigning of Rajya Sabha Websites One (1 st May, 2017) One (1 st May, 2017) One (18 th August, 2017) Two (23 rd Feb, 2017 & 29 th August, 2017) Three (17 th Feb, 2017, 5 th May, 2017 and 25 th May, 2017) submission of notices by Members of Rajya Sabha, LAN Upgradation in Parliament House Complex and Digital Archiving of Records. The Committee shall be discussing the other agenda items in its next meeting. The Committee had given approval for the procurement of 55 Desktop Computers, in its meeting held on 1 st May, UPS will be provided to the Officers of the Secretariat that are lying in the stock of IT Section. One meeting was held during the year The Committee considered the request for declaration as obsolete the computer equipment of various models.. During the year, HP dx 7900 model TFT, HCL Infiniti Pro BL 12959, Ultra Slim Desktop, GP LJ 2055d and HL CLJ CM 2320fxi) were declared obsolete. The Committee recommended that the Secretariat may take a view and take the approval of the Competent Authority for procurement of the computer equipment as per the approved specifications through NICSI The Committee chalked out a course of action for implementing the Project on Digitization of Old Records of the Secretariat in a time bound manner. The Committee submitted the requirement Specifications Proposal for the redesigning of the Rajya Sabha Websites and decided to initiate the tendering process to get the work completed through a NICSI empanelled professional agency. Besides the formal meetings of these Committees, numerous other internal meetings were also conducted by I.T.Section in which I.T. related issues were discussed with various other Services of the Secretariat, User Sections and NIC. The details of such meetings, in chronological order, are as under: i) Meeting with Officer of Secretariat and NIC in connection to Upgradation of LAN in Rajya Sabha Secretariat on 19 th January, 2017 in Room No. 34, Parliament House ii) Meeting in connection to discuss the status and relevant issues relating to Digitization of Debates for debate Portal and MANTRA on 22 nd February, 2017in Room No. 34, Parliament House iii) Meeting in connection with demonstration on the software on e-notice System for Rajya Sabha Secretariat on 2 nd March, 2017 in Room No. 139, Parliament House Annexe. iv) Meeting in connection with presentation to explore possibilities of collaboration between Rajya Sabha Secretariat and MyGov platform for facilitating citizen engagement on 20 th April, 2017 in Room No. 63, Parliament House. v) Meeting in connection with demonstrations of E-Reports Portal and new Software Applications on 12 th May, 2017 in Room No. 63, Parliament House. 135
4 vi) Meeting in connection to discuss the status and relevant issues relating to Digitization of Debates for Debate Portal and Printing of Debates and MANTRA Project on 19 th May, 2017 in Room No. 34, Parliament House vii) Meeting in connection to consider and discuss the proposals pertaining to upgradation of LAN in Rajya Sabha Secretariat and installation of IP Phones etc., on 31 st May, 2017 in Room No. 34, Parliament House viii) Meeting under the Chairmanship of Jt. Besides the above mentioned equipment, LAN items like switches, cables, I/Os, Patch cords etc. were also procured. During the year, 34 complaints from Members of Rajya Sabha and 4032 complaints from various Sections of Rajya Sabha Secretariat regarding software, hardware, , Internet, Virus etc. were received and attended to, with the assistance of AMC/Warranty vendors and NIC/NICSI engineers. (iii) Annual Maintenance Contract (AMC) towards computer equipment in the Secretariat and with Officers was awarded for a period of one year i.e. from 7/11/2016 to 6/11/2017 to M-intergraph Systems Pvt. Ltd. (AMC vendor) after following an Open Tendering Process. (iv) Updating and maintenance of records of the Sections(H&S) like Inventory, Stock Register, Expenditure register, Sanction Order Register etc. on regular basis. (v) Files of the previous years which were required to be reviewed on the expiry of the time, action were taken as per Weeding Out Policy of the Sections in order to weed out the old records. (vi) All work (issuing of notices, preparation of memoranda and minutes, taking action on the directions/decisions) relating to the various Committees serviced by the Sections Budget Allocation and Expenditure: The Budgetary Grant for the financial years and under Head "2011-Parliament, State and Union Territory Legislatures, Rajya Sabha 02 Members, Information Technology Other Charges" was Rs..1,20,00,000,/- each year and Budgetary grant for both the financial years & under the Head Rajya Sabha Secretariat (Minor Head) 01 Secretariat Information Technology "Other Charges" was Rs.1,75,00,000/- and Rs. 4,00,00,000/- for each financial year respectively. Shri Sanjay Kumar, Executive Officer In-house Training on Parliamentary Procedure from 30 th October, 2017 to 3 rd November, Goals and Analysis: IT Section (Hardware) and IT Section (Software), Sections have been working in close coordination to meet their outlined goals in the fields of hardware procurement and upgradation, software development, Networking and Website maintenance, etc. Both the Sections synchronize their efforts to achieve the desired result in implementation of the IT Plan, various projects, and in advancing the reach of computerization throughout the Secretariat. Since last year, this Section has also embarked upon providing requisite exposure in the emerging field of e- Governance to the Hon ble Members and the Officers/Officials of the Secretariat through various such programmes envisaged by the Ministry of Electronics & Information Technology(MeitY) and its arms like National egovernance Division (NeGD) and National Institute for Smart Government (NISG). In the coming months also, this beneficial arrangement shall be carried forward. The Project on Digitization of Old Records of the Secretariat is also under way and is likely to get completed soon. This would enable the Secretariat to develop and make use of an Online Repository of all the old/important files, that would, besides serving as archival base for records, also be useful as a guide to the working procedures and mechanisms of decision making in the functioning of the Organization in advancing the reach of computerization throughout the Secretariat. One major project currently undertaken is the Re-designing of the Rajya Sabha Website. It is proposed to revamp the bilingual websites of Rajya Sabha with increased content and info-graphics and make them technologically upto-date and responsive too, so as to be enabled for smooth access on all kinds of electronic devices. Also, the sites will be fully compliant with all Government of India Guidelines in this regard, and will also be STQC certified. 138
