COMMITTEE SECTION (ST) 10.1 Main Function the Committee: The Committee Section (ST) is entrusted the works relating to the -related Parliamentary Standing Committee on Science Technology, Environment Forests and providing Secretarial assistance to the Committee. The Committee on Science Technology, Environment Forests is governed by rules 268 to 277 the Rules Procedure and Conduct Business in the Council States. Further, Rules 74 to 92 the said rules relating to select Committee on Bills apply mutatis mutandis to the Committee. As provided in Rule 270, the Committee has the following functions, namely (a) consideration the the related Ministries/s and report thereon. The report shall not suggest anything the nature cut motions; (b) examination Bills pertaining to the related Ministries/s when referred to the Committee by Hon ble Chairman, Rajya Sabha or the Hon ble Speaker; Lok Sabha, (c) consideration Annual Reports the related Ministries/s and report thereon; (d) and basic long term policy documents presented to the Houses, if referred to the Committee by the Hon ble Chairman, Rajya Sabha or the Hon ble Speaker, Lok Sabha as the case may be, and report thereon provided that the Standing Committee shall not consider the matter day to day administration the related Ministries/s. The Committee on Science Technology, Environment Forests, comprises two Ministries, namely, Ministry Environment Forests and Ministry Science Technology comprising three s i.e. Science Technology; Scientific Industrial Research; and Biotechnology and two independent s, namely, Ocean Development and Space. The Committee consists 45 Members drawn from both the Houses (30 Members from Lok Sabha and 15 Members from Rajya Sabha) Terms the Committee: The term the Committee had came to an end on 31 st December, 2003 and was reconstituted on 1 st January, Consideration ( ): The Committee undertook one its main functions namely, examination the ( ) the related Ministries/s during the recess the budget session
2 2003 i.e. from 14 th March to 6 th April, The Committee had only 24 working days during the recess to complete the work. The ( ) all the six Ministries/s within its purview were considered and reports nos. 112 th to 117 th were presented to the both the Houses Parliament. As a follow-up to the recommendations made by the Committee in its various Reports, six Action Taken Notes were received from the Ministries/s concerned and action taken reports have been prepared which are under active consideration the Committee Consideration Bills: The Committee upon its constitution on had no bills pending for consideration nor any bills were referred to it by Hon ble Chairman, Rajya Sabha or Hon ble Speaker, Lok Sabha during the year.
3 10.5 Meeting Reports: The Committee held in all 14 meetings during the year and presented seven reports viz. six on Demands for Grants and one Report on the Conservation Environmental Management Plan for Dal-Nagin Lake, Srinagar. 5 118 th Report the Committee Computerization: The Section is fully computerized, and is equipped with four-personal Computers. All the work relating to drafting notices, minutes, reports etc. is being done on computers. The computers have been linked with LAN facility and two P. Cs. have been provided with Internet facility. This Section is trying to make maximum use the facilities provided. Necessary training has been imparted to the staff posted in this Section and all them are computer savvy. The data-entry in the Committee Meetings, Tours Reports stware has been made on a regular basis and all meeting notices and tour programmes are entered in the stware Tour / Visits: The Committee undertook three (3) study visits to different places for a total number 22 days during the year. The Committee was accompanied by the fices the Secretariat. The details the tours are as follows: Destination Date Srinagar, Leh Hanle Delhi, Gurgaon and Dehradun to to Organisation Visited Indian Astronomical Observatory Indian Institute Astrophysics, Hanle, Leh. National Institute Immunology, Centre for Biochemical Purpose Discussion with the ficials Ministry Environment Forests and State Government JK on the conservation cleaning Dal Lake and on rehabilitation and afforestation Peer Panjal region, and discussion with the ficials Forest at Leh, Visit to Indian Astronomical Observatory at Hanle, Leh. To examine the functioning the institutions under the Ministries/s falling within the
6 Ahmedabad, Mumbai, Dadra Nagar Haveli and Bhopal to Technology, National Brain Research Centre, Indian Institute Petroleum, Indira Gandhi National Forest Academy, Wadia Institute Himalayan Geology Forest Research Institute. Space Application Centre, Physical Research Laboratory, Regional Meteorological Centre, Indian Institute Geomagnetism, Indian Institute Forest Management, Regional Research Laboratory and Regional Museum Natural History. administrative control the Committee. (iv) Circulation printed 105 th to 117 th Reports the Committee. As regards Sl. No. (i) the Committee considered the Demands for Grants ( ) the related Ministries/s and presented six reports thereon during the Budget Session year As regards Sl. No. (ii) Six Action Taken Reports are under consideration. As regard Sl. No. (iii) 118 th Report on Conservation Environmental Management Plan for Dal-Nagin Lake, Srinagar was presented to both the Houses Parliament on 19 th December, As regard Sl. No. (iv) Reports upto 117 th were circulated to the Members Miscellaneous Work: The Committee had an opportunity to interact with the representatives Confederation Indian Industry (CII) and held discussion on the subject Public Private Partnership in re-greening degraded Revenue/Private/Forest Land and also interacted with the visiting delegation National Assembly Socialist Republic Vietnam. The section is receiving the Publications Science Wings Embassy India at Germany, Japan, Russia and USA and the same were circulated to the Members the Committee Budget: The budget grants for the financial year was Rs.70, and the actual expenditure incurred till the month December, 2003 is Rs.13, The expenditure has been incurred on serving refreshments during the meetings.
