2 CALL TO ORDER/ROLL CALL The meeting was called to order at 7:10 PM Present: 2 - Trustee O'Halloran and Chairman Schussler APPROVAL OF MINUTES Approval of the February 25, 2008 Finance Committee Minutes I move to approve the Minutes of the Regular Meeting of the Finance Committee of February 25, A motion was made by Trustee Brad O'Halloranthat this matter be APPROVED. The motion CARRIED by the following vote: ITEMS FOR SEPARATE ACTION GIS System Upgrade The Development Services Department has initiated a request to upgrade the existing GIS development software and hardware. The current ArcInfo software purchased in 2003 is essentially a desktop GIS application that is used by multiple users. It is an entry level system that provides basic viewing and querying of geospatial data, as well as basic map production and spatial analysis. Data management and editing is limited to ESRI shape files, grids and attribute tables. The department is recommending upgrading the system to the ArcGIS Server edition. The ArcGIS Server is the central application and database server. In combination, the ArcGIS Server, ArcIMS, and ArcSDE are used to create and manage server-based GIS applications that share GIS functionality and data within the organization and users on the Internet. The Village purchased the ArcIMS component in 2007 for publishing maps and data over the Internet. The ArcGIS Server component would bring all the disjointed GIS development efforts into one centralized database making applications much easier to maintain and deploy. Included in the ArcGIS Server is ArcSDE; which is the key component for organizing and accessing geographic information in centralized relational database management environment. The request involves purchasing the ArcGIS Server 9.2 Enterprise edition and moving all related files to the GIS server. The existing server can be upgraded to Page 2 of 6
3 accommodate the additional storage needs to include four high capacity disk drives and a new disk controller. The cost to upgrade the server is $5,188. It would be more cost effective to purchase a new server with the same capacity and a dedicated tape drive for backups for $5,343. Since the server would store all the GIS data and applications for the entire Village, staff is also recommending a dedicated tape backup drive in the server configuration. The requested system will consist of ESRI s ArcGIS Server 9.2, Microsoft SQL Server licensing and a new IBM 3350 server. Cost breakdown: ArcGIS Server Edition $10,015 Microsoft SQL Server License $1,059 IBM Server & Tape Drive $5,343 Project Total: $16,417 I move to recommend to the Board to approve the purchase of ArcGIS Server Edition, Microsoft SQL Server, and an IBM Server and tape drive in an amount not to exceed $16,417; And Recommend approval for a budget adjustment in the amount not to exceed $16, Cashier's Office Copier - Purchase Approval On December 13, 2007, the Village of Orland Park Finance Department contacted five vendors requesting price quotes for a copier. The new copier is scheduled to replace the failing copier located in the Cashier s office that was purchased in January A list of minimum requirements was sent to each vendor specifying the department s requirements for the new copier. Price quotes were received from three of the five vendors. Gateway Business Systems, Inc. was able to provide a Konica/Minolta 350 digital copier for $5,208. This copier offers 35 pages per minute, and the vendor was able to provide the Village with a demo copier for approximately a two week Page 3 of 6
4 period. This cost includes machine, delivery, installation and one year maintenance contract. Another vendor submitted a price quote that was significantly higher than the other two quotes and unlike Gateway Business Systems, Inc. they were also not able to provide a demo to the Finance Department. Therefore, staff is recommending purchasing the Minolta/Konica Bizhub 350 Digital Copier from Gateway Business Systems, Inc. I move to recommend to the Board to approve purchasing a copier from Gateway Business Systems, Inc. at a cost not to exceed $5, TIF Surplus Distribution Approval During the 2007 fiscal year, the Village received $2,948,403 in incremental property tax from the Orland Park Place TIF District and $96,299 in related interest income. After paying $750,000 to the developer per the Tax Increment Financing Note Ordinance and other expenses attributable to the TIF, there remains a $2,285,931 surplus to distribute to the other taxing districts. This surplus will be paid to the Cook County Collector who will then distribute the surplus pro rata to the taxing districts affected by the TIF. I move to recommend to the Board distributing the Orland Park Place TIF surplus to the other taxing districts in the amount of $2,285, Budget Adjustments 2nd Quarter FY08 - Approval The $70,850 increase in budget expenditures is due to the following: --Transfer of an employee from the Village Manager s Office to Recreation and Parks which decreases the General Fund budget by $15,068 and increases the Recreation and Parks Fund budget by $15, Property mitigation for the Doctor Marsh property for $56, Pre-design for the security cameras at the commuter lots for $14,250. 5 I move to recommend to the Board amending the FY2008 expenditure budget by $70, Sales Tax & Home Rule Sales Tax Collections - Discussion The Village s sales tax and home rule sales tax collections for FY2007 and FY2008 to date are indicated below: For the 1% sales tax, FY2008 collections to date are 3.13% less than collections for the same period in FY2007 and 5.11% less than the amount budgeted for FY2008. For the.75% home rule sales tax, FY2008 collections to date are 3.63% less than collections for the same period in FY2007 and 8.14% less than the amount budgeted for FY2008. Discussion This matter was NO ACTION Capital Improvement Program - Recommend Approval For a number of months, staff has been compiling a multi-year comprehensive Capital Improvement Program. During this process, it was decided that staff would bring this to the Finance and Public Works & Engineering Committees for review and approval, and subsequently to the full Board for approval, prior to beginning the FY09 budget process. I move to recommend to continue this item to the Public Works & Engineering Committee for review and recommendation for approval.
