2 City Commission and Administration 1507 Bay Palm Boulevard Indian Rocks Beach FL / Joanne Moston-Kennedy Mayor-Commissioner Edward Hoofnagle, Vice Mayor Phil Hanna, Commissioner Nick Palomba, Commissioner Phil Wrobel, Commissioner The Indian Rocks Beach City Commission consists of 5 members, one of whom is a mayorcommissioner who presides at all commission meetings and is the head of the city for ceremonial purposes. The City Commission also elects a vice mayor-commissioner annually from among the commission members. The City Commission adopts resolutions and ordinances, which are the policies and laws of the city. The City Manager serves as the Chief Executive Officer (CEO), and is responsible for the administration of all city affairs such as the hiring of all personnel, enforcement of all city laws, preparation and submission of the annual budget and capital improvement program and any other duties specified by the City Commission. 3 Finance Director Dan Carpenter Hours: Mon - Fri 7:30 a - 4:00 p As Chief Financial Officer (CFO), the Finance Director is responsible for the accounting and investment of all city funds. This office also handles billing and revenue collection as well as grants status tracking and the preparation of the city s annual budget. The Finance Department also coordinates the city s human resources, insurance and computer support services. All accounting records of the city are prepared in accordance with accepted municipal accounting practices and governing city, county and state laws. City Clerk Deanne B. O Reilly, MMC doreilly@irbcity.com Hours: Mon - Fri 7:30 a - 4:00 p The Indian Rocks Beach City Clerk is the custodian of all city records, documents and papers. She is also the secretary ex-officio for all meetings of the City Commission and other city Boards as may be designated by the City Commission. Another major responsibility of the City Clerk is the supervision of all city elections. She oversees the qualification of candidates for the Mayor/ Commissioner and City Commission seats. Library Lee Miller, Librarian lmiller@irbcity.com Hours: Mon - Fri 10:00 a - 5:00 p Sat 10:00 a - 1:00 p The mission of the IRB Library is to provide the community with access to a balanced collection of books and other materials which will serve their recreational, informational and cultural needs. The Library regularly updates and maintains a collection of books, DVDs, audio books and internet/ wireless access for Indian Rocks Beach residents and visitors. Library membership is free for IRB property owners and residents. IRB s Library provides free use of 5 public access computers to library members. Non-members can use the computers for a small $2 per use fee which are available on a first come/first served basis. Wireless internet access is also available. The IRB Library is staffed by a full-time Librarian and more than 20 community volunteers whom you will encounter while checking out, returning selections or browsing the bookshelves. These volunteers are mostly members of the Indian Rocks Beach Friends of the Library, a community organization which supports the Library.

Scharmen, Public Services Director dscharmen@irbcity.com Hours: Mon - Fri 7:00 a - 3:30 p Public Services manages all operations of the street, drainage, building maintenance, parks and solid waste divisions. It also coordinates all city construction and capital improvement projects. IRB s Public Service employees are dedicated to providing and maintaining a reliable and efficient response to resident needs, and take pride in researching and developing cost-effective measures to insure the consistent delivery of quality service. Harmon, AICP, CivilSurv Design Group, Inc., encompasses the City s Comprehensive Plan and Land Development Regulations as they relate to future growth and development, land use, density, property setbacks, dock dimensions and placement. Ms. Harmon is the liaison to the Board of Adjustments & Appeals, the Local Planning Agency, the Planning & Zoning Board and the IRB City Commission.
