Much of the recent drive for mixed income, mixed tenure neighbourhoods has been around social housing estate renewal. Based on leading national and international research, and practical experience with current renewal programs in South Australia, Tony will question taken for granted assumptions. Do Governments support mixed tenure because it leads to well-designed neighbourhoods, or is social planning secondary to financial considerations? 10:15 10:45 N E T W O R K I N G B R E A K Dr Tony Gilmour CEO Housing Action Network 10:45 11:30 R E F L E C T I O N S O N M I X E D T E N U R E D E V E L O P M E N T S BHC is an independent, not-for-profit organisation providing affordable rental housing and market for sale product throughout Brisbane. Since the incorporation of the organisation in July 2002, BHC have developed a housing portfolio in excess of 1,500 homes in prime Brisbane locations. BHC has pioneered the incorporation of subsidised housing and market for sale product into mixed tenure developments within Queensland. Rebecca s presentation will also seek to explore the question; Mixed tenure - why would you do it? Rebecca Oelkers Business Development Manager BHC Page 2

Completed in June 2012 at a cost of around $50 million, UNO has since been awarded the 2013 Urban Development Institute of Australia National Award for Excellence in the high-density housing category. UNO delivers 146 apartments: 27 for social housing; 27 NRAS; 62 private owner/renter; 30 for a crisis youth response; 2 commercial tenancies on street level UNO successfully brings together a diverse mix of people within a single integrated community. The development provides access different housing tenures in an inner city location, and opens pathways to move between tenures, demonstrated by a young person entering through a housing crisis pathway transitioning to social or affordable rental housing. But UNO is not just a building UNO is a thriving community, it is the people who live and work in UNO, and the Place where people visit, mingle and communicate. Housing Associations had the freedom to develop alternative models of housing, which included mixed tenure, alternative rent models, and public/private developments. is Victoria s first registered Housing Association, and for ten years has pursued the development of quality housing throughout Victoria for a wide range of income cohorts. Mixed tenure has been a characteristic of our rent policy, our property development, and remains a key element of our strategy for growth and sustainability in the future. We will discuss both the benefits and the challenges of mixed tenure for social housing development. Presenters: Niall Hensey Chief Operating Officer Rachel Gellatly General Manager Housing Page 4
