1 Job Description - Chief Executive Officer JOB TITLE: Chief Executive Officer LOCATION: Soho, London REPORTS TO: Boards of Directors RESPONSIBLE FOR: Development Director & Project Coordinator HOURS: Flexible (4-5 days per week) SALARY: 60,000-72,000 CONTRACT: Initial 12 months + option to renew 1. Background There is currently no LGBT+ specific housing for older people in the UK, and few positive examples of where the needs of older LGBT+ people are meaningfully considered when new housing policy or provision is being developed. The consequences of such inaction can be devastating for people who have experienced prejudice and disadvantage at different stages of their lives and where older age will mean increasing vulnerability. Tonic Housing CIC was established in October 2014 with the purpose of reducing the social isolation and discrimination feared and often experienced by older LGBT+ people, most particularly by those with the greatest social needs and from the poorest backgrounds. We received grant funding from five national trusts and foundations in early 2015 which enabled an 18-month research and development phase. This involved identifying and visiting current housing and extra care providers including two existing LGBT+ older people s housing projects in Berlin and Los Angeles, building relationships with expert organisations in the LGBT+ sector, facilitating multiple meetings with older LGBT+ people, and establishing the case for our three current objectives.
2 2. Objectives To establish a single best practice mixed-tenure LGBT+ older people s extra care residential scheme in London, where the UK s largest LGBT+ population is found. This will be the first such scheme in the UK To provide appropriate LGBT+ domiciliary care through a joint venture partnership with an existing provider, meeting the care needs of the retirement scheme residents and the wider local community To use the development, and further research, as a basis for advocacy and amplification amongst housing associations, local authorities and private developers 3. Current position We are currently focused on achieving the first two of these objectives: The development of an LGBT+ majority retirement scheme (at a cost of c. 40 million) which will incorporate the provision of domiciliary care services which the community can have confidence in. Tonic has already made some significant progress towards achieving these two objectives through the work of its core team of two part-time consultants and one full-time Project Coordinator with a focus on 1) establishing the necessary development and operational relationships; 2) identifying and establishing the appropriate legal entities through which our work will be carried out; 3) developing a robust business plan and investment model; 4) developing a site specification document; 5) building new relationships with London councils and developers through which a site may be identified and acquired. With renewed grant funding from our original five trusts and foundations, Tonic has now contracted the services of igloo Regeneration, a highly experienced development management agency which will support us in the delivery of the scheme, from fundraising, site acquisition, through to the completion of the development. We have also completed a short-listing process for the appointment of an operations management agency and we anticipate that this will be finalised by the time the new CEO has been appointed. Finally, we are in discussions with several domiciliary care providers which have expressed an interest in working with Tonic. We envisage a new contractual relationship being completed once the site has been identified and secured. Tonic Housing CIC is currently being converted into a charity with a subsidiary trading company. Each will have its own separate board, although the directors will overlap. The charity will undertake the work of engaging with and building an understanding of the needs of the LGBT+ community, and advocating for those needs, while the company will create and operate the extra care scheme. The CEO will be responsible for managing both entities and ensuring that the interaction between them is smooth and effective. The CEO will have full responsibility for
3 the activities of the charity, while keeping strong oversight of the company s delivery team for the development. We have now completed a business plan which includes a detailed financial model. We have presented this plan to a consortium of ten social finance investors who have collectively expressed an interest in investing in the scheme. We are currently shaping other parts of the financial model, including a bond issue which will be launched once a site has been identified and secured. 4. The role As CEO, you will be the key leader of Tonic Housing and Tonic Living and you will be accountable directly to both boards. Your primary responsibility will be overseeing and having ultimate responsibility for the development/build of the UK s first LGBT+ majority retirement scheme in London, including site acquisition. You will be supported in your work by our Development Director and igloo Regeneration, our external development management agency. You will also lead on the development of how the scheme will operate on build completion, working with key stakeholders to ensure that we are responding to community expectations. Development/build process Lead the production, consensus building, and approval of the design and development brief Manage staff and contractors (including development managers) involved with site acquisition, project finance and general development/build project Lead discussions, decision-making and consensus building with the Tonic boards, the development management agency, and the wider executive teams Support the raising of finance from a range of investors, including grant-makers and the general public Stakeholder & key partner relationships Facilitate a participatory and consultative design process directly with LGBT+ communities to accurately represent their needs and ensure improved housing and services for the older LGBT+ population nationwide Maintain and nurture key public sector relationships Maintain and nurture pro bono relationships and develop appropriate new ones Maintain and nurture relationships with housing providers and care services and develop appropriate new ones Liaise with relevant statutory and non-statutory agencies
4 Operational design Lead on innovative thinking for the structure and management of the residential community including use of public spaces by the wider LGBT+ communities and the provision of services that contribute to a dynamic, mixed-used environment Identify contractors and partners to deliver proposed services (including domiciliary care) within the scheme, and negotiate partnership agreements with them Fundraising Maintain excellent relationships with existing grant funders and investors and lead on reporting to both Raise new grant funding for the operations of the charity beyond the current grant period Identify new funding opportunities, including grant, individual giving, and legacies Marketing & communications Build the brand profile through the development of an integrated communications strategy, incorporating PR and marketing Act as a spokesperson for the project to ensure maximum positive exposure and publicity within the LGBT+ sector and the wider general public Lead the executive team in community engagement work and market research both within the LGBT+ communities and the communities local to the scheme Operations Devise and help to implement a longer term strategic plan for Tonic Living and Tonic Housing Establish and implement the annual operations plan and budget to encourage organizational growth as appropriate Line manage and lead a small staff team to ensure accountability and team success Ensure compliance with legal and other reporting requirements such as to HMRC, Companies House, the CIC regulator and the Charity Commission as necessary Lead monitoring and evaluation to ensure the project meets agreed targets Convey clear updates to boards, investors and funders and others as necessary

Person Specification Essential 5+ years of experience in the property sector at a senior management level Knowledge of/experience within the LGBT+ communities Exceptional capacity to manage and lead people Exceptional communication skills with an ability to persuade and influence at every level Proven experience of successfully working at a senior level including with executive teams and boards Sound analytical skills in order to consider difficulties and challenges and finding workable solutions Experience of scaling-up teams and organizational functions, systems and processes Desirable Sound knowledge of current and likely future challenges within the UK retirement market Knowledge of the care industry and/or older people s services Experience of fundraising from trusts & foundations, and/or from institutional and individual investors As an equal opportunities employer, we welcome applications from all suitably qualified persons.
