2 REGIONAL DEVELOPMENT AUSTRALIA YORKE AND MID NORTH POSITION DESCRIPTION POSITION: TOURISM DEVELOPMENT COORDINATOR (CLARE VALLEY) PARTICULARS: The position is 3 days per week (0.6FTE) Superannuation paid in accordance with legislative requirements Travel and Mobile Phone Allowance commensurate with role April 2018 DATE APPROVED: APPROVED BY: Dylan Strong - Chief Executive Officer START DATE: 12 June 2018 TERM OF TENURE: Fixed Term Contract subject to Funding COMPLETION DATE: 30 June 2019 ESSENTIAL CRITERIA: The incumbent must hold and retain a current Driver s Licence applicable for use in South Australia for the whole of the term of appointment. DESIRABLE CRITERIA: Business, Tourism or Project Management Qualifications and experience.

3 B A C K G R O U N D Regional Development Australia Yorke and Mid North (RDAYMN) covers the local government areas of Barunga West, Clare & Gilbert Valleys, Copper Coast, Goyder, Mount Remarkable, Northern areas, Orroroo Carrieton, Peterborough, Port Pirie, Wakefield and Yorke Peninsula. The Board has a commitment and a responsibility for developing the region s economic social and cultural capital as well as ensuring regional sustainability. Board members are drawn from our region s industry and representatives from all tiers of Government. The activities of the Board are funded by grants provided under contract by the Australian Government, South Australian Government and the Councils within the Yorke and Mid North region. The Board also bids for complementing grants for service delivery in related areas such as training and employment, infrastructure development and business advisory services. S T R U C T U R E O F O R G A N I S A T I O N Regional Development Australia Yorke and Mid North s organisation is made up of three business units: Economic Development Unit (incorporating Tourism Development); Business Development Unit; and Workforce Development Unit (incorporating Workforce Development). The Chief Executive Officer (CEO) is directly accountable to the Board; remaining staff are accountable to the Board through the CEO. The Tourism Development Coordinator will be required to work closely with other members of the Economic Development Team, and will report directly to the CEO.

4 R O L E O F T H E T O U R I S M D E V E L O P M E N T C O O R D I N A T O R ( C L A R E V A L L E Y ) The Tourism Development Coordinator (Clare Valley) has the responsibility to facilitate tourism based economic development within the region as well as being responsible for ensuring positive project outcomes on a range of strategic projects. That the Tourism Development Coordinator (Clare Valley) will provide services to, is the Clare & Gilbert Valleys Council and the Regional Council of Goyder and is based in the Clare office of RDAYMN. From time to time the Tourism Development Coordinator and CEO will review the Board s requirements and the region which the Tourism Development Coordinator (Clare Valley) services may be altered and areas of special responsibility may be introduced. The position is very hands on with a diverse range of project activities being undertaken daily involving effective communication and inter-working relationships with existing business, investors/entrepreneurs, representatives of Federal, State & Local Government agencies, professional colleagues and others in the RDAYMN team. The position requires an awareness of the changing economic environment impacting upon small rural communities, an awareness of supply-chain relationships, the ability to establish and support networks in areas of common interest or high affinity (such as food, services, tourism, hospitality, commerce, etc.). The role is to facilitate investment and job outcomes within the region and to pursue the timely provision of strategic tourism infrastructure. The success of such projects is highly dependent on the Tourism Development Coordinator s ability to draw together and motivate Officers, leaders and decision-makers to collectively pursue shared goals and to provide strategic support to ensure projects come to fruition. P O S I T I O N O B J E C T I V E S Under direction from the Chief Executive: To implement, facilitate, promote and co-ordinate tourism development initiatives as identified in RDAYMN s strategic plan; To provide management for RDAYMN programs/projects relating to tourism development; and To strive to maximise economic benefits to the region by engaging with existing business, potential investors and linking with wider regional or State wide economic development initiatives.

5 K E Y R E S P O N S I B I L I T Y A R E A S As directed by the Chief Executive: Initiate and facilitate tourism development in the region; Research opportunities and identify strategies to expand the regions tourism base and attract investment into the region; Respond positively to State and Federal Government initiatives that support and/or add value to the region s economic base; Manage and oversee specific tourism development programs; Liaise and work collaboratively within a team environment at RDAYMN and with stakeholders to achieve identified objectives; Liaise and interact with the respective local government contacts and establish effective linkages with local government partners; Establish effective linkages with State and Federal Government Departments and agencies; Prepare project briefs, manage and evaluate consultancy contracts relating to specific tourism development projects and programs; Explore options, identify opportunities and prepare applications to attract alternative sources of funding to leverage the RDAYMN Board s ability to deliver on its strategic plan objectives, and; Contribute to the maintenance of up-to-date stakeholder databases for both South Australian Tourism Commission (SATC) and RTO; Key contact for the SATC and the Visitor Guide production company, regional industry re SATC contacts and resources, and SATC-referred trade and media familiarisation; Assist SATC s PR and Marketing Teams with regional information, as required; and Assist in the coordination of SATC regional functions, such as; workshops, Board and CEO visits. Provide activity reports and undertake operational responsibilities as directed.

S P E C I A L I S T K N O W L E D G E A N D S K I L L S Experience tourism development; Experience in project management, monitoring and evaluation; Experience in undertaking research and analysing information; High level skills in interpreting, preparing and writing professional reports; Experience in use of Microsoft Office products, particularly Word, Excel and Outlook, and; Experience in preparing funding applications for Federal, State and Local Governments. M A N A G E M E N T S K I L L S Ability to effectively implement time management skills; Professional judgement, ability to solve problems independently and manage complex issues and relationships, and; Financial management skills and experience to enable the contribution, preparation and compliance towards budgets within an organisational framework;

Q U A L I F I C A T I O N S A N D E X P E R I E N C E Formal qualifications in the areas of Commerce, Marketing, Business or other relevant qualification, or other demonstrated experience are desirable or a willingness to undertake professional development in skills areas identified in conjunction with the Chief Executive Officer. S P E C I A L C O N D I T I O N S Some out of hours work will be required; The position involves substantial within-region travel; Some intrastate and interstate travel may be required; and The incumbent must hold and retain a current Driver s Licence applicable for use in South Australia for the whole of the term of appointment.
