1 Call for Candidates for an Urban Planning Advisory Team (UPAT) in Durban ethekwini Municipality, South Africa, 29 April - 5 May 2018 Durban Inner City Local Area Spatial Framework Plan and Regeneration Strategy Durban Inner City Financial Urban Development Models and Funding UPAT Workshop Introduction Durban is part of the ethekwini Metropolitan Area in Kwazulu Natal, South Africa. The ethekwini Municipality has adopted a Spatial Framework Plan and Regeneration Strategy to enhance and stimulate the urgently needed social, economic and spatial transformation of the Durban Inner City. This strategy is developed through an extensive consultation process with all relevant stakeholders. The ambition and ultimate goal of the Durban Inner Spatial Framework Plan and Regeneration Strategy is to create vibrant, liveable, walkable city centre areas that will attract and retain investment and people in the inner city of Durban and thus will contribute to Durban becoming a caring and liveable city by As part of the consultation process in conjunction with relevant stakeholders, objectives and three crosscutting themes are defined: the future regeneration and development should be based on a thorough analysis and solid understanding of the past and present situation, drivers of economic growth, as well as sustainable urban development. Additionally, four spatial principles are selected that address the social and spatial issues related to the inner city. These four spatial principles emphasize that the Durban inner city is well connected with other parts of the ethekwini Metropolitan Area, that has accessible and walkable neighbourhoods, with intensified and diversified land use and a well design public spaces and parks. >> The Durban Seafront with the Moses Mabhida Stadium (photo Prakash Bhikha). 2 In 2016 the City of Durban hosted the 52nd ISOCARP annual Congress Cities we Have vs. Cities we Need. At this congress, Durban presented its Inner City Spatial Framework Plan and Regeneration Strategy and organised technical tours to the inner city precincts. In 2017 the ethekwini Municipality was bestowed with the ISOCARP Award of Excellence as the Durban Inner City Spatial Framework Plan and Regeneration Strategy provides a comprehensive planning strategy for and with the people who live in the city, and that can set an example for many other cities. Scope of Work The potential area within the inner city that is available and in need to be transformed and redeveloped is approximately 200 hectares. Within the Centrum Precinct and the Warwick and Precinct, strategic sites are identified for multi modal transportation, mixed-use development and high quality public space. The ethekwini Municipality has invited ISOCARP to select a team of experts that will assist the Durban Inner City Team to package parcels of government land to facilitate investments and by means of Public Private Partnership and other models of cooperation. Activities The ISOCARP UPAT Team will assist the Durban Inner City Team in the implementation process and financial and cooperation models for the urban transformation and development of Durban inner city. The ISOCARP UPAT Team and the Durban Inner City Team will closely work together on capacity building and a joint report (the PLAN Magazine). The UPAT Team members will utilize their knowledge and experience to: Provide professional assessment of the themes and spatial strategies of the Durban Inner City Spatial Framework Plan and Regeneration Strategy; Provide lessons from other cities in how these cities packaged strategic land parcels for mixed use development, multi modal transport nodes and transit orientated development; Provide guidance how to facilitate the developments and investments of land parcels through Public Private Partnerships; Provide guidance regarding financial and commercial aspects of the Public Private Partnerships, including: How to attract investors and project finance and source funding for projects; Best practices for the delivery of Public Private Partnership contracts; A comparison between various Public Private Partnership models and structures; To provide an assessment and an in-depth evaluation of the various alternative financial models for development including infrastructure bonds, joint ventures and other financial vehicles; Call for Candidates Durban Inner City Financial Urban Development Models and Funding UPAT, South Africa 2 / 9

3 Write recommendations for a strategy for sustainable and productive future land use and land management; Carry out comparative research between best practices in comparable cities. Focus on Two Strategic Precincts The UPAT Team will focus on two strategic precincts in the Durban Inner City, the Centrum Precinct and the Warwick Precinct. The Centrum Precinct includes the International Convention Centre, the Municipal Campus and Gugu Dlamini Park. The main objective for future development of the Centrum Precinct is that this area will become the primary civic precinct of the city, with housing for people and jobs in a mixed use area that incorporates a variety of cultural facilities and high quality public spaces that are accessible and used 24 hours a day. The Warwick Precinct is the historic and multicultural trading hub of the city that includes Berea Railway Station and Victoria Street Bus Rank, Durban s main transport hubs. The main objective for future interventions and improvements in the Warwick Precinct is to develop more residential accommodation, including affordable public housing, to pedestrianize and upgrade the quality of public spaces while maintaining its unique and vibrant character. >> The Centrum and Warwick precincts in Durban Inner City (photo Prakash Bhikha). 4 Deliverables The UPAT Team members working jointly with the Durban Inner City Team will: Prepare and present initial findings and recommendations of the UPAT Team to the city officials and representatives on the last day of the workshop; Write and publish a dedicated issue of the ISOCARP PLAN Magazine (number 6, 60 pages) with the findings observations, opinions and recommendations of the UPAT Team; Organize a UPAT seminar at the 54th ISOCARP Congress, 1-5 October 2018 in Bodø, Norway. Terms of Reference The role and task of this UPAT is to work closely and collectively with the Durban Inner City Team as colleagues for one week to deliver recommendations, guidance and insights in financial urban development models and funding to enhance the implementation of the Durban Inner City Spatial Framework Plan and Regeneration Strategy. The background, expertise and experience of ISOCARP members applying for this UPAT Team need to match with and contribute to the role, task and deliverables of this UPAT. Team Organization and Selection The UPAT Team will comprise a total of eight ISOCARP members: the Team Leader, the UPAT Rapporteur, two senior planners, two young planning professionals, the Vice President UPATs and the ISOCARP UPAT Coordinator. The Vice President UPATs will send out Call for Candidates to members of ISOCARP on 1 March The deadline for the applications is 21 March Candidates with the following backgrounds, expertise and skills will be encouraged to apply: Research and planning of transportation hubs, urban transportation and transitoriented development; Planning, transformation and development of inner cities; Land administration and land transactions; Development management and property economy; Experts on Public Private Partnerships and finance training; Work experience in Africa and other developing countries is recommended, but not required. The Durban Inner City Team will provide all necessary and relevant information, data and maps and documents related to the work of the UPAT Team. 5 ethekwini Municipality and ISOCARP may want to organise a second UPAT workshop on with (partially) the same team members in The second half of 2018 as a follow-up of this first Durban UPAT workshop. New UPAT Team members for the second UPAT workshop may be selected from the list of applicants of the first UPAT workshop. >> The Centrum and Warwick precincts in Durban Inner City on the map. Assignment The selected team members will be requested to arrive for the UPAT Workshop in Durban on Saturday 28 April 2018 or Sunday 29 April 2018 at the latest. The UPAT Workshop starts on Sunday 29 April 2018 with a tour in the city of Durban. During the week, the UPAT Team will visit the planning area and meet representatives and officials of the ethekwini Municipality and the City of Durban. Local representatives and officials will be available to exchange ideas and respond to questions throughout the workshop week. 6 The Team Leader, the UPAT Rapporteur and the team members will all contribute to the presentation and the PLAN Magazine. The UPAT Team s findings will be presented and discussed during UPAT Seminar at the 54 th ISOCARP Congress 1-5 October 2018 in Bodø, Norway. The UPAT Team will bear in mind that the PLAN Magazine will need endorsement from the City of Durban and need to be written according to the publication requirements of ISOCARP. The two documents will have to meet the expectations of professionalism and excellence of ISOCARP and the City of Durban. The PLAN Magazine should comprise all UPAT working documents and materials produced by team members and should be written and edited in English. The Durban Inner City Financial Urban Development Models and Funding UPAT workshop will be operated and managed (planning, budget, expenses, logistics) by ethekwini Municipality and the ISOCARP Institute, Centre of Urban Excellence. Expenses and Planning Participation in the Urban Planning Advisory Team is open to full ISOCARP Members only. Their participation in and contribution to the Durban Inner City Financial Urban Development Models and Funding UPAT workshop in Durban is in principle voluntary (there will be no professional or per diem fees). However, for this UPAT workshop ISOCARP has negotiated a fee for the UPAT Team members who actively participate in the UPAT workshop in Durban and in producing the PLAN Magazine. The City of Durban will provide accommodation, meals and local transportation during the UPAT Workshops. The City of Durban will also provide the working and meeting facilities, access to the Internet, local information, maps and all necessary supplies required for the UPAT Workshops and to produce a comprehensive presentation and the PLAN Magazine. An allowance for international travel expenses will be provided (cf. actual cost supported by tickets and boarding passes) based on a travel distance policy. UPAT participants will receive a maximum travel allowance for flight and visa costs of up to if their trip originates in Africa and up to if their trip originates from outside Africa. In either case, applicants will receive whichever is the lower of the two figures actual expense and the maximum limit. Travel expenses will be reimbursed against submitted original receipts, tickets, boarding passes, etc. Selected applicants will be strongly advised to make their travel arrangements and to apply for a visa as soon as possible and to take advantage of the best available airfares. 9 How to Apply Applications must include a letter of intent addressed to Milena Ivkovic, ISOCARP Vice President UPATs, with a copy to Martin Dubbeling, ISOCARP UPAT Coordinator, outlining the reasons why you would like to be part of the advisory team and your possible contributions related to the areas of interest to this UPAT. With this letter of intent, include a one page Curriculum Vitae (resume) that highlights your relevant experience. Participation in UPAT workshops is only open to full members of ISOCARP. Members of the ISOCARP Executive Committee are not allowed to apply. The selection outcomes will be communicated to successful applicants by by the deadline set in the calendar. Selection Process ISOCARP organises multiple UPATs in On average we receive 40 expressions of interest and applications to join a UPAT team, and many shortly before the deadline. The deadline for applications for the Durban UPAT is 21 March However, the sooner we receive your application, the better. We start reviewing your application and CV as soon as it comes in and we may want to ask the applicants to send us additional information. The selection of the Durban UPAT team will be made in order to compose a mixed, diverse (gender, age, background, specific expertise, region of origin) and best possible team that reflects a well-balanced representation of ISOCARP. ISOCARP will present and discuss a shortlist of candidates with ethekwini Municipality. ISOCARP and ethekwini Municipality jointly will make the final selection of the Durban UPAT team.
