1 Arizna Chapter, American Planning Assciatin Duties and Respnsibilities Bard f Directrs - The Bard shall: (a) manage the affairs f the Chapter; (b) adpt a budget fr the chapter; (c) Reprt t the membership upn all business which it has cnsidered r acted upn between chapter meetings; (d) put int effect the vtes f the chapter; (e) authrize expenditures cnsistent with the budget; and (f) perfrm such ther functins as are delegated herein r by the members f the chapter. The individual respnsibilities f the Bard f Directrs shall be as fllws: President. The President shall: Call, rganize, and preside at meetings f the Bard, the Executive Cmmittee and the membership. Prvide leadership n the develpment f Chapter plicies in crdinatin with the Bard and the Executive Cmmittee. With assistance frm the President Elect and Treasurer, prepare an annual budget fr apprval by the Bard f Directrs. Crdinate the review and update f the Chapter Develpment Plan and Wrk Prgram by the Bard f Directrs. The President shall have the authrity t speak n behalf f the Chapter n legislative pririties that have been adpted by the Bard; the President may als authrize the President Elect, Chair f the Legislative Cmmittee, and/r the Past President t represent the Chapter n legislative affairs. The President shall create, appint, and discharge all Chapter cmmittee Chairpersns except fr chairpersns f standing cmmittees prvided in these Bylaws, and the President shall be a member f all standing and ptinal cmmittees created by the chapter. Prepare an annual written reprt fr apprval by the Bard which shall be presented at the annual business meeting f the chapter and thereafter be frwarded t the chapter Executive Directr Represent the Chapter n the APA Chapter Presidents Cuncil and shall attend natinal and leadership cnferences f APA as apprpriate Administer the respnsibilities and functins f the AzPA rganizatin in a manner that is efficient, cst effective, prfessinal and inclusive Exhibit utstanding leadership in the executin f AzPA gals, strategies and initiatives in a manner that reflects psitively n the rganizatin Imprve the image f the AzPA and increase awareness and credibility f the rganizatin Increase membership f rganizatin Cnduct all events and activities in a highly prfessinal and superir fashin Create pprtunities t nurture new leaders in the rganizatin Exhibit exceptinal leadership at the Natinal level by being engaging in APA activities

2 President-Elect - The President-Elect shall: Serve a ne-year term preceding the tw-year term f President Mnitr the duties f the President and attend all bard meetings, including executive sessins Participate in the preparatin f the Chapter Develpment Plan and Annual Wrk Prgram and Budget Attend natinal and leadership cnference f APA during his r her term f ffice at the directin f the bard Undertake ther duties and respnsibilities as assigned by the President Past President - The Past President shall serve as an ex-ffici member n the Bard f Directrs t assist the President and Bard in making a smth transitin between Bards and t prvide cntinuity f n-ging Bard prjects. Vice President fr Prfessinal Develpment - The Vice President fr Prfessinal Develpment shall be a member f AICP and shall: Serve as the chapter s Prfessinal Develpment Officer (PDO) Create and chair the Prfessinal Develpment Cmmittee t assist in the implementatin f the Prfessinal Develpment Prgram Develp and maintain a cntinuing prfessinal educatin prgram, ffering six prfessinal develpment wrkshps each year, ne f which is the pre-cnference wrkshp, and five being lcated within the Phenix Metr Area and ne in Tucsn Metr Area. These 6 wrkshps shuld prvide pprtunity fr 21 CM credits. Identify the annual prfessinal develpment prgram with dates and tpics in January f each year fr Bard input. Develp materials and actively market the prgram t members and nnmembers Offer ne AICP exam preparatin wrkshp each year Offer ne ethics and ne law wrkshp each year (1.5 CM credits minimum) Ensure the chapter s cmpliance with the certificatin maintenance prgram, including submitting applicatins fr CM credits fr all chapter activities Wrk t meet the cntinuing educatin needs f AICP members, bth rural and metrplitan Cnsider explring web based and vide wrkshps s as t ffer affrdable prfessinal develpment ptins. Advise and cunsel members abut AICP and the CM prgram Chair the schlarship cmmittee, which ffers fur schlarships t participants in the state s fur university planning prgrams Prepare tw (2) articles a year abut AICP fr the Planning Newsletter Cnduct an annual survey f the membership t determine tpics f interest t the membership In the absence f, r in the event f incapacity f the President, the Vice President fr Prfessinal Develpment shall assume the duties f the President Vice President fr Legislative Affairs - The Vice President fr Legislative Affairs shall: Establish and chair the Legislative Cmmittee Develp and maintain a legislative activities prgram fr the chapter

3 Hst weekly legislative cmmittee cnference calls Wrk with the chapter s legislative plicy advisr t mnitr legislatin as it pertains t planning and carry ut the chapter s legislative agenda Develp and versee a cntinual prcess t slicit the views f the membership n legislative issues and pririties Develp a legislative strategy t help facilitate new planning legislatin t imprve the planning prcess Seek American Planning Assciatin (Natinal) supprt n legislative issues Wrk with ther rganizatins/lbbyists n legislative affairs and areas f mutual cncern Develp and market annually a Planners Day at the Capital Represent the chapter at the natinal legislative cnference annually Cnsider ding a legislative screcard n planning issues Send annual letter t the legislatrs intrducing them t AzPA Vice President fr Cnference - The Vice President fr Cnference shall chair the Cnference Cmmittee during the secnd year in ffice, serving the first year as an assistant t the Chair. The Cnference Chair shall: Frm a Cnference Cmmittee and meet as apprpriate Prepare save-the-date marketing materials in the first year as cnference chair t be used as a prmtin piece during the cnference Reserve/cntract meeting, event and guest accmmdatin facilities by January Develp the theme and sessin ideas Prepare a cnference pstcard t be sent t ptential attendees in the spring f the year f yur cnference Cnduct a Cnference Cmmittee survey f AzPA membership thrugh list serve t request input as t recmmended sessin tpics and interest f members t participate in the sessins Develp subject tracks with sessins that will prvide excellent educatinal experience Cntract fr a keynte speaker and plenary speakers cnsistent with cnference theme Prvide fr Ethics and AICP Exam Preparatin wrkshps Prvide fr Pre-Cnference wrkshp Prepare a cnference budget and stay within the apprved cnference expenses Prepare a cnference brchure fr disseminatin t planning prfessinals Carry ut an effective Cnference Spnsrship Prgram t raise the funds necessary t meet the revenue gals f the budget Submit articles t Newsletter Editr fr Cnference newsletter issue (typically September issue) Develp a unique pening receptin experience that will be remembered by the participants Prvide fr sessin break area, seating and refreshments, which facilitate netwrking f participants Prvide a prize packed fun Planners Bazaar with excellent fd Wrking with the Awards chair, prvide a strng psitive Awards Lunchen experience with great fd and a pleasant envirnment Draft n-site cnference prgram

4 Secretary - The Secretary shall serve n a cmmittee as designated by the president and versee the respnsibilities f the chapter executive directr wh will: Maintain an accurate list f the members f the chapter Ntify members and Bard members f meetings, prepare and reprt minutes f chapter, Executive Cmmittee and Bard meetings Transmit t the Natinal Executive Directr a list f all chapter fficers (including their addresses and telephne numbers) within 30 days f their electin Ntify the Natinal Executive Directr f the results f all chapter vting, and, in s ding, specify the qurum and the number f vtes fr each candidate r aye and nay vtes n each issue Transmit t the Natinal Executive Directr at least ne cpy f each publicatin f the chapter Submit t the Natinal Executive Directr prpsed Bylaws r amendments as required by the Bylaws f Natinal APA Treasurer - The Treasurer shall serve n a cmmittee as designated by the president and versee the respnsibilities f the chapter executive directr wh will: Receive and disburse chapter funds Invice and cllect chapter dues and assessments nt cllectible by the Natinal Office Prepare an annual budget fr review by the Bard Maintain accunts which shall be pen t inspectin by fficers and subject t audit Prepare fr each meeting f the membership and f the Bard, a financial reprt t include a current balance sheet, an incme statement and a budget perfrmance reprt reflecting chapter peratins during the current fiscal year. Sectin Directrs - Sectin Directrs shall: Develp and maintain a regular prgram f Sectin activities Appint necessary Sectin liaisns fr newsletter items, prfessinal develpment, legislatin and student affairs Submit fr apprval by the Bard an annual Sectin budget and activities prgram Citizen Planner Directr - The Citizen Planner Directr shall: Prmte membership and participatin by members f citizen and lay cmmissins and cmmittees Develp, in cncert with the Sectin Directrs, a cntinuing educatin and scial prgram fr citizen planners Assure that citizen planner activities and interests are well represented in the chapter newsletter Student Directr - The Student Directr shall be a student in each f the university planning prgrams thrughut the state and shall: Develp a prgram f student activities and cmmunicatin in cncert with the Sectin Directrs and the Prfessinal Develpment Directr Serve as the cmmunicatins liaisn between the university planning prgram students and the prfessinals in the rganizatin thrugh the bard f directrs Organize ne mixer annually where students and lcal planning prfessinals have an pprtunity t netwrk

5 Assure that newswrthy items frm, fr and abut planning students are reprted in the chapter newsletter Newsletter Editr. The Newsletter Editr shall: Gather articles f interest fr the chapter newsletter, which is published electrnically six times per year Establish a Newsletter Reprting Netwrk with reprters thrughut Arizna, whse respnsibility is t prepare articles abut planning activities in the area Infrm the assciatin membership wh the designated reprters are and t prvide them news infrmatin Newsletter editr t request articles by assciatin members t prvide helpful infrmatin t Bard and Cmmissin members Slicit articles frm Bard and Cmmissin members Edit articles submitted and frward them t the chapter executive directr fr prductin Market advertising pprtunities in the newsletter Develp and submit a budget t the bard f directrs annually Academic Liaisn Directr - The Academic Liaisn Directr shall serve as the liaisn between the university planning prgram at his university and the prfessinal cmmunity as represented by the bard f directrs. At Large Directrs - At Large Directrs shall: (a) represent diverse cnstituent and gegraphic areas f the state; and (b) serve at the pleasure f the President as chair r members n any f several cmmittees including, Legislative, Annual Cnference, Student Affairs, Newsletter, Membership Directr, Nminatins, Awards, Prfessinal Develpment r thers. The Student Affairs Directr shall: Establish a Student Affairs Cmmittee Organize and carry ut the 2008 Student Schlarship/Financial Assistance Prgram Wrk with each schl prgram directr t determine the type f student final assistance apprpriate fr that planning prgram. Prepare and distribute the schlarship applicatins in December. Cntact each planning prgram directr t encurage maximum student knwledge f the schlarship prgram and r make arrangement fr alternative financial assistance. Hld a meeting f the schlarship cmmittee t make the awards. Encurage the students awarded schlarships t attend the cnference t be hnred. Wrk with students t rganize and implement a student/prfessinal mixer at each university (ASU, NAU, UfA) Supprt and participate in the mentring prgram by prviding mentring t students and planners at the beginning f their careers. Prepare newsletter articles abut mentring and hw t becme a mentr Develp a list f planners wh will vlunteer t be speakers at student grup meetings and crdinate their speaking engagement with student leaders. Develp a list f planners wh agree t be guest speakers r teachers fr planning classes. Crdinate with the three planning schl directrs the prvisin f prfessinal planners fr classes. Crdinate a student internship prgram statewide.

6 Write planning directrs and private cnsultant firms t request internships be established fr each semester and the summer. Establish a prgram f helping t facilitate placement f planning students as interns in rganizatins thrugh the planning schl directrs. Wrk with Student Planning Prgrams t appint a student liaisn frm Nrthern Arizna University, Arizna State and the University f Arizna. Include an article n schlarship recipients in the newsletter n an nging basis. The Membership Directr shall: Cnduct an annual membership satisfactin survey n list serve Increase memberships by 10% thrugh targeting grups like cmmissin/bard members and elected fficials Membership Cmmittee t review and develp a campaign t recruit the targeted grup Encurage Chapter nly membership fr citizen planners and ther targeted grups Prmte free membership t students at each university twice per year The Nminatins/Electins Directr shall: Appint a nminatin cmmittee Develp a strategy f recruitment f candidates fr annual electins by February Submit newsletter articles and list serve messages mnthly encuraging nminatins The nminatin cmmittee btains at least tw candidates fr each pen psitin in cnfrmance with any applicable criteria in the by-laws fr Bard apprval by July Candidate slate shuld be diverse and represent bth the urban and rural areas Crdinate candidate submissins f candidate statements and phts by August Wrk with chapter executive directr t prepare candidate statement dcument and electins ballt The Awards Directr shall: Appint an awards cmmittee, plling first the existing cmmittee members Implement the awards prgram including refining f criteria t clearly define each categry Cnduct a survey f membership t gain input abut award categries Develp the awards brchure t slicit applicatins Market the submissin f awards via the newsletter and list serve messages, as well as targeted cntacts with private and public sectr planners Devise a strategy fr reviewing the awards submittals, generally depending upn the number and types f submittals Meet with the awards cmmittee t select award winners n later than 7 weeks prir t the state cnference Develp the script fr the awards prgram t be presented at the state cnference n later than fur weeks prir t the cnference Wrk with the cnference chair t present a strng and psitive awards prgram at the state cnference
