Alan Danaher then reviewed the meeting agenda and the frmat fr the presentatin. PwerPint Presentatin & Related Discussin 1. FOLLOW-UP ACTION ITEMS FROM LAST MEETING (slide 3) Alan reviewed the status f the actin items identified frm the December 9, 2015 PAG meeting. 2. RESULTS OF JANUARY 20, 2016 CLG Meeting (slides 4-5) Ralph prvided a brief verview f the CLG meeting. Meeting highlights included the fllwing: CLG was given a similar, thugh less detailed, presentatin t the ne given t the PAG n December 9 th. CLG agreed with the PAG and Prject Team guidance regarding the need fr an Implementatin Strategy t achieve the desired rail alternative (r similar mde) ver time. CLG cncurred with the building-blck prcess t include additinal studies, creating smaller mre feasible prjects, and ther activities that will imprve verall ridership and enhanced transit in Vlusia Cunty. 3. PAG INPUT ON IMPLEMENTATION ISSUES FROM DECEMBER 9, 2015 MEETING (slides 6-14) Ralph did a quick review f the ideas generated at the last PAG meeting. He described that the issues were categrized by the fllwing: Additinal Studies r Evaluatins Shrt-term Imprvements (early wins) Prject Phasing Plicy Plitics Funding/Cst Cnsideratins Land Use and Ecnmic Develpment Page 2

3 Slide 8 identified three primary actins/additinal assessments desired by the PAG. Reserving transit crridrs Apply FTA Prject Justificatin Rating criteria t smaller prjects r segments t test viability. Maintain flexibility t reassess crridrs, if needed, based n changing pprtunities r trends. Ralph summarized the additinal cmments made during the December 9 th PAG meeting related t the fllwing: Shrt-term Imprvements Prject Phasing Plicy/Plitics Funding/Cst Cnsideratins Land Use and Ecnmic Develpment The PAG cncurred with the summary presented and the need t develp strategies and tls t prvide gvernment fficials with a rad map t achieve enhanced transit in Vlusia Cunty, ver time. 4. POTENTIAL IMPLEMENTATION STRATEGY (slides 15-31) Alan Danaher presented the framewrk fr the Implementatin Strategy and encuraged the PAG t ask questins and prvide directin fr refinement. Based n the December 9 th PAG brainstrming sessin, three cmpnents r emphasis areas serve as the framewrk fr the Implementatin Strategy. Added Studies Transprtatin Imprvements Land Develpment Strategies Added Studies (slide 17) was discussed in detail. Discussin regarding this slide included the fllwing: PAG members agreed that the infrmatin gained thrugh the TOD Readiness Assessment fr the statin areas fr each alternative wuld be imprtant in identifying actins t imprve cnditins t supprt enhanced transit. The grup stated they wuld like t see the results included in the Implementatin Strategy and final reprt. When discussing the prcess f applying the FTA Prject Justificatin Rating Criteria t smaller segments, the ISB crridr was identified as a ptential candidate fr BRT based n its existing land use and density. There was a questin regarding the definitin f the term warranted in bullet number 4. Alan stated that it wuld be when ridership r cnditins fr ridership justifies mving frward with the prject. Alan stated that the City f Deltna was in the prcess f submitting an additinal alternative fr cnsideratin and that the prject team wuld be prepared t present their assessment at the next PAG meeting. Pedr Len stated when cmpleting further assessments and studies it wuld be imprtant t take int cnsideratin market trends such as dense living and entertainment. Page 3

4 Transprtatin Imprvements (slide 18). The PAG recgnizes the rle that enhancing lcal bus service plays in building ridership; even thrugh there is smething f a chicken-andegg challenge. Funding fr imprvements is currently nt available. The PAG liked the flw chart ideas that were presented n slide 18. Slide 19 Jn Cheney recmmended that Tax Increment Financing r CRAs be added as a bullet. Grup cncurred with the further detail prvided n slides regarding Transprtatin Imprvements. Land Develpment Strategies (slides 26-31) were presented and discussed. Discussin highlights included the fllwing: The TOD Readiness Assessment wuld be beneficial in refining the land develpment strategies. Market trends must als be incrprated in any assessment. Land develpment strategies can be implemented cncurrently. Changing plitical attitudes twards such ideas as reduced r remving parking requirements, increasing densities and funding transit within TOD areas will be difficult and must be embraced thrughut the regin. 5. TRANSVALU (slides 32-34) Je Bitar distributed a pamphlet n the Department s TransValU Tl and prvided an verview regarding its use. The fllwing are highlights. Jn Cheney suggested the tl be used t further evaluate ptential segments f the 2 alternatives r smaller prjects. 6.
