CALL TO ORDER Mayor Ferguson called the meeting to order at 1 :00 p.m. 2. ADOPTION OF MINUTES.1 Executive Committee Minutes - July 24, 2000 Moved by Councillor Gill, seconded by Councillor Redekop, that the minutes of the Executive Committee of Council held July 24, 2000, be adopted. Kowalchuk (Rogers Cablesystems) - " Calling for Help", Video - Recognition The Director of Fire Rescue Services/Fire Chief, presented a 12-minute video tape entitled "9-1-I - Calling for Help", which was scripted to raise awareness on how to properly use the system. Rogers Cablesystems had provided approximately $10,000 of in-kind services for ftlming the video, which was locally-produced and featured local individuals/actors. Plaques were presented to A. Gregory and K. Pater, who had scripted and directed the film, and R. Kowalchuk (for Rogers Cablesystems). Congratulations were extended to all parties involved in creating the video.. 2 D. Kinton, Insurance Comoration of British Columbia - Update D. Kinton, Abbotsford Claim Centre Community Manager, provided an update on the Insurance Corporation of British Columbia's activities in the Fraser Valley. He discussed I.C.B.C.'s mandate and efforts to be more responsive to customers and communities; highlighted revenues; provided accident and theft claims statistics; outlined services provided by the Corporation, including driver safety and claims services, volunteer bike patrol, stolen auto recovery program, and commercial vehicle inspections; and reviewed the graduated licensing program, efforts to reduce insurance costs, community partnerships, and a roadside assistance pilot program currently being implemented in Kamloops. In closing, Mr. Kinton indicated that I.C.B.C. anticipated the four-year rate freeze to continue for a fifth year, advised that a recently-conducted independent study had provided no evidence that private insurance agencies would result in lower premiums or better coverage, and requested positive support ofi.c.b.c.'s road safety initiatives. In response to Council comments and questions, Mr. Kinton explained the methodology used to determine insurance premiums, commented on I.C.B.C.'s fraudulent claims program, and stated that, while aware of budgetary constraints, the Corporation would like to see police attendance at all motor vehicle accidents. Moved by Councillor Gill, seconded by Councillor Fast, that the delegation of D. Kinton, providing an update on Insurance Corporation of British Columbia activities in the Fraser Valley, be received. REPORTS 5.1 DEVELOPMENT SERVICES Councillor Fast declared a conflict of interest with the following item, and was excused from the meeting at I :50 p.m..i Columbia Bible College, 2940 to 2992 Clearbrook Road - Development Variance Permit Application ( ) Report No. DEV dated July 13, 2000, from the Senior Planner, reviewed a development variance permit application to allow for a relaxation of the setback requirement in the Residential Assembly Zone (P5) to permit the construction of a full-size gymnasium complex on the Columbia Bible College campus located at 2940 to 2992 Clearbrook Road. The proposed siting of the building would require setback variances to both the northern and western lot lines from 9 m to 3 m and 6 m, respectively. Moved by Councillor Wiebe, seconded by Councillor Redekop that as recommended in Report No. DEV dated July 13, 2000, from the Senior Planner: (l) staff prepare and present at an upcoming Council hearing a development variance permit to allow for a relaxation of the setback requirement in the Residential Assembly Zone (P5) to permit the construction of a full-size gymnasium complex on the Columbia Bible College campus located at 2940 to 2992 Clearbrook Road; and (2) the Mayor and Director of Administration be authorized to execute all documents related to this matter. F. Strumpski, on behalf of Columbia Bible College, submitted drawings depicting a decorative sidewalk and street plan for the full frontage of the campus, which would include street trees in the City right-of-way and decorative pavers and lighting. The applicant also indicated a willingness to contribute towards the undergrounding of existing utilities. The motion was then put and E CARRIED. Councillor Fast returned to the meeting at 2:01 p.m.

4 O' nv o-=; ') U" V I..., held July 31, 2000, at I :00 p.m. in the Matsgui Centennial Auditorium Page 4.2 Wall's Farm Ltd., 1238 and 1298 Peardonville Road - Development Variance Permit Application ( /DOO-37) Report No. DEV dated July 25, 2000, from the Deputy Approving Officer, discussed a development variance permit application to allow a reduction of the minimum required interior lot line setback for an existing and proposed poultry bam on the Wall's Farm Ltd. property located at 1238 and 1298 Peardonville Road. Preliminary approval had been granted to the applicant's request to realign the boundaries between the subject properties. The proposal would vary Abbotsford Zoning By-law, 1996, by reducing the setbacks between the new property boundary and the existing and proposed poultry bams to 8 m on the east side and 12 m on the west side, rather than the required 20m. Moved by Councillor Wiebe, seconded by Councillor Redekop that, as recommended in Report No. DEV dated July 25, 2000, from the Deputy Approving Officer: (I) staff prepare and present at an upcoming Council hearing a development variance permit application to allow a reduction of the minimum required interior lot line setback for an existing and proposed poultry bam on the Wall's Farm Ltd. property located at 1238 and 1298 Peardonville Road; and (2) the Mayor and Director of Administration be authorized to execute all documentation relating to this matter. The applicant, A. Wall, indicated that altering the proposal to site the bam elsewhere on the subject could result in additional servicing costs related to the extension of power, water, and driveway access. Pointing out that approval of the variance would significantly increase the permitted coverage on the subject property, one member of Council suggested requiting a restrictive covenant to eliminate the potential for a fourth bam on the site. The motion was then put and E CARRIED.

5 held July 31, 2000, at I :00 p.m. in the Matsgui Centennial Auditorium Page 5.3 "Re-establishing an Urban Boundary: Downes Road Rural Residential Area Planning Study" ( ) Report No. DEY dated July 27, 2000, from the Senior Planner, discussed a report entitled "Re-establishing an Urban Boundary: Downes Road Rural Residential Area Planning Study", which was prepared by Ekistics Town Planning and commissioned in January The study focused on a hectare area centred on Downes Road, generally between Clearbrook and Gladwin Roads. The primary goal was to develop a recommended land use plan for the area in light of recent Land Reserve Commission decisions. K. Monroe, Ekistics Town Planning Inc., highlighted the study, which included a discussion of planning and servicing issues, a presentation of three land use options that were presented at a public information open house, a review of public comment to date, and a recommended land use plan. The study reviewed relevant planning issues, such as potential school and park needs, circulation systems, and infrastructure capabilities. Moved by Councillor Warawa, seconded by Councillor Wiebe that, as recommended in Report No. DEY dated July 27, 2000, from the Senior Planner: (I) the Ekistics Town Planning report entitled "Re-establishing an Urban Boundary: Downes Road Rural Residential Area Planning Study", be received; (2) staff be directed to notify residents and property owners in the area that the report is available, and schedule a public open house for Tuesday, September 19, 2000; and (3) staff be directed to circulate the study to, and meet with, the Land Reserve Commission and School District No. 34 to seek input on the report. In response to Council comments and questions, the public information open house process was reviewed. It was pointed out that the recommended land use plan used geographical features to clearly establish a transition between agricultural lands and those intended for urban use. Future detailed design plans would address traffic/roadway issues. The motion was then put and E CARRIED.
