1 SOLANO COUNTY BOARD OF EDUCATION MINUTES Regular Meeting February 12, 2014 The Solano County Board of Education met in regular session on Wednesday, February 12, 2014, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California. I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG Board President Michelle Coleman called the meeting to order at 6:12 PM. Dr. Rozzana Verder-Aliga, former trustee, led those present in the Pledge of Allegiance. II. APPROVAL AND ADOPTION OF AGENDA Motion was made by Trustee Silva, seconded by Trustee Dean, and unanimously carried by a vote of those present to approve and adopt the agenda with the following revision: Agenda item IX. Board Study Session will be moved to a future meeting. In its place, the Board will take a recess to reconvene its Special Meeting in closed session that began earlier in the evening at 5:02 PM. IV. CONSENT ITEMS Motion was made by Trustee Ford, seconded by Trustee Dean, and unanimously carried by a roll call vote of those present to approve the items on the consent calendar consisting of: (a) Minutes of the regular meeting held January 8, 2014 (b) Budget Revision #5 (Attachment A) (c) Resolution No. B recognizing African American History Month (Attachment B) (d) Resolution No. B recognizing National Career and Technical Education Month (Attachment C)

CORRESPONDENCE Mr. Speck showed a copy of the recently published Solano County 2013 Annual Report which contains a section about SCOE s successful partnership with the District Attorney s office and Superior Courts to address student absences through a Truancy Court. Copies of the Report are available on Solano County s website. VI. NEW BUSINESS (a) Proclamation Honoring Dr. Rozzana Verder-Aliga Mr. Speck read a proclamation honoring former Board Member Dr. Rozzana Verder-Aliga for the six years she served on the Board representing Trustee Area 7 as well as her prior years of committed service to the field of education. Dr. Verder-Aliga was recently elected to the Vallejo City Council. Motion was made by Trustee Ford, seconded by Trustee Bates, and unanimously carried by a roll call vote of those present to adopt the proclamation honoring Dr. Verder-Aliga s years of public service to the Board and the community, and a copy of the proclamation was presented to her. VII. PUBLIC SESSION CANDIDATE INTERVIEW Trustee Coleman explained that the resignation of the Board member representing Trustee Area 7 had created a vacancy on the Board effective January 7, At its regular meeting on January 8, 2014, the Board approved a 60-day process for filling the vacancy by soliciting applications from eligible candidates. Only one eligible candidate submitted an application by the deadline, and she was interviewed by the Board. Katherine Hill made an opening statement about her background, experience, and interests before answering prepared questions from the Board. Audience members Dr. Verder-Aliga and Jewel Fink, Planned Parenthood, spoke in support of Ms. Hill s appointment to the Board. Motion was made by Trustee Ford, seconded by Trustee Bates, and unanimously carried by a roll call vote of those present to provisionally appoint Ms. Hill to fill the vacancy in Trustee Area 7 until the November 4, 2014, regularly scheduled board member elections at which time the person elected will hold office for the remainder of the term ending in November VIII. OATH OF OFFICE Ms. Hill took the oath of office, which was administered by Councilwoman Dr. Verder-Aliga, and she joined the Board for the remainder of the meeting. IX. BOARD STUDY SESSION (See above revision in agenda item III. Approval of Agenda) In place of the study session, the Board took a recess from the Regular Meeting to finish the Special Meeting that began earlier in the evening. The Board, with the addition of newly appointed Trustee Hill, again adjourned to closed session at 6:45 PM. At 7:07 PM Trustee Coleman reconvened the Regular Meeting. X. PUBLIC HEARING FOR PACIFIC VALLEY CHARTER ACADEMY APPEAL The Solano County Board of Education conducted a public hearing on the Pacific Valley Charter Academy (PVCA) petition, which was submitted on appeal to SCOE on January 13, 2014, after being denied by the Vacaville Unified School District (VUSD) on July 18, For several days prior to this meeting, the Solano County Superintendent of Schools had made the petition available for review by the community during normal business hours.

Lisette Estrella-Henderson, Associate Superintendent of Student Programs and Educational Services, reviewed the hearing procedures. The lead petitioner for Pacific Valley Charter Academy, Dr. Paul Keefer, was permitted 15 minutes to make an opening statement. Trustee Coleman announced that public comments should be limited to two minutes per person. She called on speakers in the order in which they had submitted a Request to Speak form. Ann Williams, Credentialed School Nurse and President of the Solano County Education Association (SCEA), spoke in opposition to the charter school. Jerry Simmons, partner with Young, Minney & Corr, LLP, and Dr. Keefer spoke in favor of the charter school. There were no other comments from the community. The hearing ended at 7:23 PM. XI. ADMINISTRATIVE REVIEW PANEL S INITIAL FINDINGS AND POSSIBLE ACTION ON POTENTIAL NEXT STEPS Attorney Margaret Merchat, School & College Legal Services, cited the Board s options including taking action to deny or approve the appeal, or taking no action at all within the 60-day legal timeline. The Administrative Review Panel s initial evaluation of the appeal petition submitted by Pacific Valley Charter Academy (PVCA) was unfavorable, and it was recommended that the Board take no action. Petitioner could then appeal to the State Board of Education, if desired. Motion was made by Trustee Dean, seconded by Trustee Ford, and unanimously carried by a vote of those present to not hold a Board study session on February 25, Motion was made by Trustee Dean, seconded by Trustee Ford, and unanimously carried by a vote of those present to not consider the PVCA appeal at the Regular Board Meeting on March 12, XII. SUPERINTENDENT S REPORT (a) Local Control and Accountability Plan Overview and Update Mrs. Estrella-Henderson showed a PowerPoint including a timeline and summary of the Local Control and Accountability Plan (LCAP) priorities identified as a result of meeting with key stakeholders. Under the new Local Control Funding Formula (LCFF), all local educational agencies (LEAs) are required to prepare an LCAP describing how they intend to meet annual goals with a specific focus on the state and local priorities pursuant to Education Code. (b) Human Resources Report Janet Harden, Associate Superintendent of Human Resources, Workforce Development, and Public Information, introduced members of the certificated bargaining team who were present including Ann Williams and Adriana Brignone-Forshay, Teacher in SCOE s special education program, as well as Mark DeWeerdt, Field Representative with the California Teachers Association. Mrs. Harden also reported that vacancies had been filled with the hiring of a Student Support Specialist for foster youth, SELPA Coordinator, Paraeducator for the special education program, Paraeducator for the community school program, and Maintenance Custodian. (c) Financial Report Tommy Welch, Associate Superintendent of Administrative Services and Operations, presented SCOE s financial report ending January 15, 2014, and reviewed the proposed Budget Development Calendar. (Attachments F & G) (d) State and Federal Legislative Update Mr. Speck provided an update on state and federal legislative activity including transitional kindergarten, funding for required technology to implement the Common Core, and sequestration. (e) Temporary Certificates Temporary certificates for credential applicants approved by the County Superintendent were noted. (Attachment H)

4 Solano County Board of Education February 12, 2014 Agenda, Regular Meeting Page 4 (f) Meetings/Special Dates Mr. Speck reviewed upcoming activities, event contacts, impending RSVP deadlines, and holiday office closures. He also talked about his recent activities including district and program visits as well as community and special events. XIII. UNFINISHED BUSINESS (a) Common Core Spending Plan Assembly Bill (AB) 86 appropriated one-time funding to districts, county offices of education, charter schools, and the State s special schools to support the integration of the Common Core State Standards. As a condition of receiving the funds, SCOE must develop and adopt a spending plan. At the regular meeting on January 8 th, Mrs. Estrella-Henderson shared a PowerPoint and presented information on SCOE s extensive process to develop a proposed spending plan. The item was brought back for Board action. Motion was made by Trustee Bates, seconded by Trustee Dean, and unanimously carried by a vote of those present to approve SCOE s proposed Common Core spending plan as presented. XIV. COMMENTS FROM THE COMMUNITY There were no comments from the community. XV. BOARD DISCUSSION (a) Board Member Activity Reports Some of the members gave a brief report on their recent activities including visits to any of SCOE s program sites and attendance at educational conferences and workshops. (b) Board Member Requests In accordance with Board Policy 9250, Board members may request to represent the Board in an education-related activity and specify the desired level of support necessary for the activity. Requests are then placed on a future agenda for action. Trustees Bates and Coleman wish to represent the Board as volunteers at the State Academic Decathlon to be held in Sacramento on March 21-23, They requested that they be reimbursed for actual and necessary lodging for two nights, meals that are not provided to the volunteers, and roundtrip vehicle mileage. The Board will take action at its March Regular Meeting. (c) Suggestions on future Board agenda items (1) Board members may suggest future topics to be coordinated by the County Superintendent and presented by SCOE staff or external presenters. There were no topics proposed for future meeting presentations. (2) The Board may identify current topics of particular interest and, by consensus, choose one of its members to lead a brief discussion at a future meeting. There were no topics proposed for potential member-led discussions. XVI. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 8:08 PM. B AFRICAN AMERICAN HISTORY MONTH WHEREAS, the history of our great nation has been created by men and women of every race and ethnic background, and we recognize African American History Month each February by reflecting on the bitterness of slavery and oppression, the progress our country has made, and the remaining challenges still to be overcome; and WHEREAS, the dream of equality and fairness has inspired America through the accomplishments of generations of determined African Americans whose vast contributions in all facets of life, including education, business, science, athletics, entertainment, and government, have helped shape our nation s history and identity, and encouraged us to reach as far as our vision and dreams may take us; and WHEREAS, this year s theme, Civil Rights in America, honors the 50 th anniversary of the 1964 Civil Rights Act that protects equal rights for all citizens in a civil society, regardless of creed or skin color, and chronicles the important milestones by African Americans and others in the battle for civil rights and equal treatment under the law; and WHEREAS, the sesquicentennial anniversary, which began on April 12, 2011, and will last until the spring of 2015, marking the Civil War s official first shot at Fort Sumter in Charleston, South Carolina, is a fitting opportunity to ensure all citizens, young and old, have an accurate appreciation of this transformative period in our nation s history in which three-quarters of a million men died during the years of dreadful combat; and WHEREAS, our nation can remain strong only when its people unite to strengthen the world s commitment, cooperation, and economy by ensuring social, civil, and political rights in all aspects of society and promoting a greater understanding of, and respect for, the many rich cultures and diverse heritages that connect us in Earth s human tapestry. NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education acknowledges February as African American History Month and urges educators to commemorate this occasion with appropriate instructional activities, and all students and citizens to participate in ceremonies and programs that pay tribute to the unjust past of black Americans and, because knowledge is our country s strongest tool against injustice, will lead to a brighter future for all Americans. B CAREER AND TECHNICAL EDUCATION MONTH WHEREAS, February has been designated as Career and Technical Education (CTE) Month in recognition of the programs and instructors that prepare our nation s secondary and post-secondary students for the demands of a wide range of careers, particularly in those fields predicted by the U.S. Bureau of Labor Statistics to be among the fastest growing occupations within the next decade including healthcare, technology, and emerging green occupations such as renewable energy and developing clean, sustainable communities; and WHEREAS, today s cutting-edge, rigorous and relevant career and technical education prepares youth for a wide range of high-wage, high-skill, high-demand careers, and investing in CTE yields big returns to the community by producing a well-educated and skilled workforce that can effectively provide leadership in the international marketplace and compete in the global economy, equipped for the profound economic and technological developments of our world; and WHEREAS, U.S. Department of Education statistics show that 94% of high school students and 12 million postsecondary students participate in CTE classes, and CTE students are more likely to graduate and earn more per year than those without a CTE-related credential or degree; and WHEREAS, this year s theme, Celebrate CTE Superheroes recognizes the amazing accomplishments and contributions of CTE professionals toward educating students to be college and career ready through practical, meaningful applications that provide a relevant school-to-career connection and motivate students to achieve their full potential by completing their education. NOW, THEREFORE, BE IT RESOLVED, that the Solano County Board of Education recognizes February as Career and Technical Education Month; supports the ever-increasing cooperative efforts among career and technical educators, business leaders, and industry partners to stimulate the growth and vitality of our local economy and that of the entire nation by preparing graduates for career fields forecast to experience the largest and fastest growth in the next decade; and urges all citizens to become familiar with the services and benefits of local CTE programs and support and participate in these programs to enhance individual work skills and productivity. B WEEK OF THE SCHOOL ADMINISTRATOR WHEREAS, research repeatedly shows that quality school leadership is essential to student success, and leadership matters for California s public education system and the more than six million students it serves; and WHEREAS, great schools are led by great principals, and great school districts and county offices of education are led by great superintendents, who are, in turn, supported by an extensive network of dedicated administrative professionals including assistant superintendents, assistant principals, teachers, special education and adult education leaders, curriculum and assessment experts, school business officials, classified educational leaders, and many other administrative associates throughout the state, all of which fall under the broad term of school administrator; and WHEREAS, school administrators are passionate, lifelong learners who believe in the value of public education and understand that providing quality service for student success is paramount for the profession; and WHEREAS, many school administrators began their careers as teachers with the average administrator having served in public education for more than a decade, the majority of California s superintendents having served in education for more than 20 years, and such experience is beneficial in their work to effectively and efficiently lead public education and improve student achievement; and WHEREAS, nationally, public schools operate with lean management systems, employing fewer managers and supervisors than most public and private sector industries including transportation, food service, manufacturing, utilities, construction, publishing, and public administration; and WHEREAS, school leaders depend on a network of support from school communities fellow administrators, teachers, parents, students, businesses, community members, board trustees, colleges and universities, community and faith-based organizations, elected officials, and district and county staff and resources to promote ongoing student achievement and school success; and WHEREAS, the State of California has declared the first full week of March as the Week of the School Administrator in Education Code , recognizing that the future of California s public education system depends upon the quality of its leadership. NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education supports March 2-8, 2014, as the Week of the School Administrator and commends all school leaders for the contributions they make to successful student achievement.
