1 SOLANO COUNTY BOARD OF EDUCATION MINUTES Regular Meeting December 11, 2013 The Solano County Board of Education met in regular session on Wednesday, December 11, 2013, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California. I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG Board President Doug Ford called the meeting to order at 6:00 PM. Trustee Dana Dean led those present in the Pledge of Allegiance. II. ROLL CALL Members Present Members Absent Doug Ford, President (Area 6) Larry Asera (Area 5) Michelle Coleman, Vice President (Area 1) Mayrene Bates (Area 4) Dana Dean (Area 3) Raymond Silva (Area 2) Rozzana Verder-Aliga, Ed.D. (Area 7) Trustee Ford welcomed those in attendance and noted that a quorum was present as was Jay Speck, Solano County Superintendent of Schools, serving as Secretary to the Board. Others Present: County Superintendent of Schools Office Lisette Estrella-Henderson Janet Harden Laryn Bishop Tommy Welch Sandy Jessop Sandy Austin Nestor Aliga, American Legion Post 603 Other members of the community III. APPROVAL AND ADOPTION OF AGENDA Motion was made by Trustee Silva, seconded by Trustee Verder-Aliga, and unanimously carried by a vote of those present to approve and adopt the agenda as presented. IV. ELECTION OF OFFICERS (a) President Motion was made by Trustee Verder-Aliga, seconded by Trustee Bates, to nominate Trustee Coleman to serve as Board President. There being no other nominations, the motion was carried by a vote of those present to elect Trustee Coleman as President for Trustee Ford passed the gavel to Trustee Coleman. The Board recognized Trustee Ford s service as Board President during 2013 and presented him with a plaque. (b) Vice President Motion was made by Trustee Silva, seconded by Trustee Verder-Aliga, to nominate Trustee Dean to serve as Vice President. There being no other nominations, the motion was carried by a vote of those present to elect Trustee Dean as Vice President for (c) Solano County School Boards Association (SCSBA) Representative Motion was made by Trustee Dean, seconded by Trustee Verder-Aliga, to nominate Trustee Ford to serve as the Board s representative on the SCSBA Executive Board. There being no other nominations, the motion was carried by a vote of those present to elect Trustee Ford as the 2014 SCSBA Representative.

CONSENT ITEMS Motion was made by Trustee Bates, seconded by Trustee Ford, and unanimously carried by a roll call vote of those present to approve the items on the consent calendar consisting of the following. (a) Minutes of the regular meeting held November 13, 2013 (b) Budget Revision 3 (Attachment A) (c) Resolution No. B recognizing January as School Board Recognition Month (Attachment B) VI. CORRESPONDENCE Mr. Speck read a letter from Cindy Marks, President of the California School Boards Association (CSBA) and Chair of the Linked Learning Task Force, thanking him for taking Task Force members on a site visit and arranging a meeting with SCOE staff to discuss Solano County s transition to linked learning. VII. SUPERINTENDENT S REPORT (a) Human Resources Report Janet Harden, Associate Superintendent of Human Resources, Workforce Development, and Public Information, reported that two positions a paraeducator and a health assistant/paraeducator had been filled in the past month. (b) Financial Report Tommy Welch, Associate Superintendent of Administrative Services and Operations, presented the First Interim Report that included the financial report ending November 15, (Attachment C) He also talked about the impact on SCOE s funding under the Local Control Funding Formula (LCFF). Discussion and questions from the Board members followed, and he distributed a chart that helped explain LCFF funding levels and Career Technical Education (CTE) maintenance of effort (MOE). (Exhibit 1) (c) State and Federal Legislative Update Mr. Speck provided an update on recent state and federal legislative activity. He also mentioned that the Board members can register to receive daily legislative updates via through the School Services of California website. (d) Temporary Certificates Temporary certificates for credential applicants approved by the County Superintendent were noted. (Attachment D) (e) Meetings/Special Dates Upcoming activities were reviewed along with RSVP contacts, deadlines, and holiday office closures. Mr. Speck gave a report of his recent activities including being named Chair of the Solano First 5 Children and Families Commission and the ongoing Cabinet-to-Cabinet meetings being held with the school districts. Mr. Speck stated that one of the local school districts received an audit finding about its board meeting minutes indicating boards that follow Robert s Rules of Order, as we do, should have verbatim minutes or action minutes, but not summary minutes. To avoid an audit finding, future Board minutes will be action minutes rather than summary minutes as has been past practice. Handouts to the Board members included a list of acronyms commonly used in education and the latest edition of the Solano County Public Schools Directory.

NEW BUSINESS (a) Updates to Board Policies on Charter School Appeals Lisette Estrella-Henderson, Associate Superintendent of Student Programs and Educational Services, said this item was placed on the agenda because SCOE anticipated having some proposed updates to Board Policies and pertaining to charter school appeals. However, staff is still working with legal counsel to clarify processes and ensure compliance with applicable laws. We expect to have the first reading of the proposed revisions at the Board s regular meeting in January and will plan to bring the item back to the Board for action at its regular meeting in February. (b) Establish Date, Time, and Location of Regular Meetings in 2014 In accordance with Education Code Sections and Government Code Title 5, Division 2, Chapter 9, section 54954ff, the Board considered a schedule of dates, times, and locations for its regular meetings in the 2014 calendar year pursuant to Board Policy 9320(I). (Attachment E) Motion was made by Trustee Ford, seconded by Trustee Bates, and unanimously carried by a vote of those present to adopt the schedule of meetings for the 2014 calendar year as presented. IX. COMMENTS FROM THE COMMUNITY Nestor Aliga thanked the Board for adopting resolutions over the past two years honoring war veterans. He has submitted a resolution for the Board s consideration at its regular meeting in January to commemorate Martin Luther King, Jr. s, famous I have a dream speech. X. BOARD DISCUSSION (a) Board Member Activity Reports Board members each gave a brief report on their recent activities including visits to any SCOE program sites or attendance at educational conferences and workshops. This being Trustee Verder-Aliga s final meeting before taking her oath of office on the Vallejo City Council, she thanked her fellow Board members, SCOE staff, and the community members for their support during her service on the Board. (b) Board Member Requests There were no requests from members to represent the Board at upcoming education-related activities that require support in accordance with Board Policy (c) Suggestions on future Board agenda items (1) Board members may suggest future topics to be coordinated by the County Superintendent and presented by SCOE staff or external presenters. Trustee Dean requested a brief overview on the charter school appeal process and the Board s possible paths of action. (2) The Board may identify current topics of particular interest and, by consensus, choose one of its members to lead a brief discussion at a future meeting. There were no topics proposed for potential member-led discussions. XI. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 7:35 PM. B SCHOOL BOARD RECOGNITION MONTH WHEREAS, an excellent public education system is vital to the quality of life as well as to the economic health and future of all Californians; and WHEREAS, school boards create a vision and set clear standards for their students, districts, schools, and programs; are accountable to the community for operating schools that support student achievement; align resources with planned strategies to benefit students; create a climate that supports the philosophy that all children can learn at high levels; and build collaborative relationships based on trust, teamwork, and shared accountability, all while considering the diverse educational needs of all children and empowering them to become competent, productive contributors to our democratic society and ever-changing world; and WHEREAS, school board members face complex and demanding challenges and are responsible for providing a solid foundation for our school system; and WHEREAS, local school board members engage their communities, communicate with the public, strive to improve their knowledge and leadership roles to manage multifaceted education issues, and serve as strong advocates for children; and WHEREAS, these board members demonstrate their commitment to children by contributing their dedicated energies and devoting countless hours to providing a quality public education to each child while receiving very little compensation for their tireless efforts; and WHEREAS, local school board members are powerful campaigners for public education and are responsible for communicating the needs of the school district to the public and the public s expectations to the district. NOW, THEREFORE, BE IT RESOLVED, that the Solano County Board of Education declares its appreciation for the members of the governing board of each district in our county and proclaims the month of January 2014 as School Board Recognition Month urging all citizens to join in recognizing the year-round dedication and hard work of local school board members, and work with them to support an education system that meets the needs of both today s and tomorrow s students.
