3 INTRODUCTION The Master Fee Schedule was adopted by the City Council on January 5, 2016, with the passing of Resolution No. 6009(16), after a complete and comprehensive review was conducted. Before any adjustments were made to the Master Fee Schedule, each Department has the responsibility of demonstrating that their services are being provided as efficiently and effectively as possible. The City Council also adopted the policy that the User Fees are to be reviewed and updated at least every five years to ensure that the rates are keeping pace with the City cost to provide those services. This revision fulfills the policy to update the User Fee Schedule to keep pace with the City cost to provide these services. Proposition 4 limits the amount that cities can charge for special services and that the cost do not exceed their reasonable borne cost. Fees that do not recover full cost of providing services will result in a subsidy and would shift funds away from City Council priorities, such as Fire Services, Police protection, and Parks services. In November 2010 voters passed proposition 26, which amended Article XIIIC and Proposition 218 and seeks to assure that taxes, which must be voter approved, are distinguished from fees. Fees can be approved by legislative bodies, such as City Council, and provide special service to those requesting them. Soil Testing: Exploratory excavations under the direction of a California licensed Geotechnical Engineer, Civil Engineer, or Engineering Geologist where such excavation is to be returned to the original condition under the direction of such Engineer or Geologist within 45 days after the start of work.
