7 PUBLIC AND GOVERNMENT INVOLVEMENT Bashaw Oil Corp. has delivered an Information Handout (October 2015) to the residents (permanent and seasonal), the owners of the vacant residences, the residence under construction, the vacant shop/residence, the vacant serviced lot, the owners of the businesses, the industrial operators, the grazing lease/allotment user and the cultivation permit user inside the Planning Zone (EPZ) and discussed the wells with each party. Bashaw has also delivered an Information Handout (October 2015) to the impacted government agencies. 8 BASHAW S MUTUAL UNDERSTANDING WITH BRAZEAU COUNTY Under Section 11 of the Management Act, the local authority of each municipality is responsible for the direction and control of the local authority s emergency response. The local authority s Municipal Plan (MEP) describes its framework for response to major emergencies and disasters (AER Directive 71, November 2008, including errata of November 2009). On behalf of Bashaw, Bob Tinis of Bissett Resource Consultants Ltd. spoke with Merlin Klassen of Brazeau County on October 30, Brazeau County confirmed that it is able to carry out its assigned duties under the Management Act. Brazeau County has a Municipal Plan (MEP) in place and as required, is able to enact this plan. Brazeau County, to the best of its ability, is able to assist Bashaw during any level of emergency with such response items as: Roadblock assistance Reception Centre assistance Informing the public outside the Planning Zone (EPZ) about the required public protection measures Bashaw s Site-Specific Supplemental Section has been written so that no assistance is required from Brazeau County inside the Planning Zone (EPZ). 11 BEFORE SOUR OPERATIONS BEGIN Response Plan Review Meetings Within 96 hours (four days) prior to Bashaw entering the FIRST sour formation (each well), Bashaw will ensure a wellsite Response Plan Review Meeting is conducted. Bashaw will advise the Alberta Energy Regulator (AER) Drayton Valley Field Centre, Brazeau County, Alberta Health Services (AHS) - Central Zone and the Drayton Valley RCMP Detachment 24 hours in advance of this Response Plan Review Meeting so that schedules may be adjusted to facilitate attendance. Bashaw will ensure a similar meeting is held for involved Bashaw Calgary responders (each well). NOTE: Refer to Section 1.0 of the Bashaw Response Plan for details about the Communication Exercise. Within 96 hours (four days) prior to Bashaw entering the NISKU formation (each well), Bashaw will ensure a second wellsite Response Plan Review Meeting is conducted. Bashaw will advise the Alberta Energy Regulator (AER) Drayton Valley Field Centre, Brazeau County, Alberta Health Services (AHS) - Central Zone and the Drayton Valley RCMP Detachment four days in advance of this second Response Plan Review Meeting so that schedules may be adjusted to facilitate attendance. 12 First Sour Formation One week prior to Bashaw entering the FIRST sour formation (each well), Bashaw will deliver a Notice of Commencement of Sour Drilling (Intermediate Hole) to the following: The resident (seasonal) and the owners of the vacant residences, the residence under construction, the vacant shop/residence and the vacant serviced lot inside the Planning Zone (EPZ) (send by mail) One week before Bashaw enters the FIRST sour formation (each well), Bashaw will also ensure the industrial operators, the grazing lease/allotment user and the cultivation permit user are advised by Priority Post letter that sour operations are about to begin in the FIRST sour formation (each well). The industrial operators, the grazing lease/allotment user and the cultivation permit user will be requested to contact the Bashaw wellsite or Calgary drilling/completions personnel if they are going to be in the area when sour operations are underway in the FIRST sour formation (each well). Within 96 hours (four days) of Bashaw entering the FIRST sour formation (each well), Bashaw will: Deliver a Notice of Commencement of Sour Drilling (Intermediate Hole) to the following: The residents (permanent) and the owners of the businesses inside the Planning Zone (EPZ) (hand delivered by Bashaw) Alberta Energy Regulator (AER) Drayton Valley Field Centre (send by fax) Brazeau County (send by fax and ) Drayton Valley RCMP Detachment (send by fax) Alberta Health Services (AHS) - Central Zone (send by ) Confirm the availability and deliverability time of additional Rovers with the safety company required during any level of emergency. Ensure the one Initial Isolation Zone (IIZ) Roadblock Location Sign and the six Planning Zone (EPZ) Roadblock Location Signs are displayed and confirm radio contact between each roadblock location, the On-site Command Post (OSCP) and the Remote Command Post (RCP). 13 NOTE: Roadblock location signs CANNOT be attached to any government roadway sign. Each roadblock location sign MUST be mounted on its own stand. Ensure Information Signs are posted at the edge of the Planning Zone (EPZ), the Eagle Point Provincial Park and at all entry and exit points on the North Saskatchewan River within 8.00 km upstream and downstream of the outer extent of where the Planning Zone (EPZ) intersects the North Saskatchewan River. NOTE: Sour operations signs CANNOT be attached to any government roadway sign. Each sour operations sign MUST be mounted on its own stand. Confirm the availability and deliverability time of one Initial Isolation Zone (IIZ) Roadblock Team, six Planning Zone (EPZ) Roadblock Teams, one Initial Isolation Zone (IIZ) Roadblock kit and six Planning Zone (EPZ) Roadblock kits with the safety company required during any level of emergency. Ensure one mobile air monitoring unit (Environmental Monitoring Team), complete with air monitoring technician, is operational. The one mobile air monitoring unit (Environmental Monitoring Team) will monitor air quality inside the Planning Zone (EPZ). Confirm the availability and deliverability time of four additional mobile air monitoring units (Environmental Monitoring Teams), complete with air monitoring technician, required during any level of emergency. Ensure the helicopter company is advised about the status of sour operations. Select a suitable landing spot for a helicopter. The landing area should be as convenient to the Remote Command Post (RCP) as is safe and at least 30 x 30 m square with streamers at each of the four corners. Erect a wind sock 5 m off the ground about 50 m from the centre of the landing area. The area around the helipad must be clear of buildings, guide wires and other obstructions. Ensure a copy of the Brazeau/Pembina Recreation Report is at the Remote Command Post (RCP). Ensure one well ignition system is at the wellsite. The ignition system is a flare gun. Establish a communication schedule with the public inside the Planning Zone (EPZ). January 2016 LS W5M, LS W5M and LS W5M Page 13
14 Establish a communication schedule with Brazeau County. Provide the public inside the Planning Zone (EPZ) an opportunity to obtain further information about public protection measures by the following method: The Acting Public Protection Branch Director will be available daily from 4:30 p.m. until 5:30 p.m. at the junction of Range Road 72 and Township Road 500 to provide information about Shelter-In-Place, evacuation, ignition and/or the well. If these time periods are NOT suitable for public inside the Planning Zone (EPZ) alternate times will be arranged. NOTE: If a member of the public inside the Planning Zone (EPZ) is concerned about spouses or children being unfamiliar with the Bashaw public safety representatives who would visit their location during an emergency, this will give family members an opportunity to meet the Bashaw public safety representatives. Nisku Formation One week prior to Bashaw entering the NISKU formation (each well), Bashaw will deliver either a Notice of Commencement of Sour Drilling (Nisku Formation), a Notice of Commencement of Sour Completions and Testing (Nisku Formation) or a Notice of Commencement of Sour Workover/Servicing (Nisku Formation) to the following: The resident (seasonal) and the owners of the vacant residences, the residence under construction, the vacant shop/residence and the vacant serviced lot inside the Planning Zone (EPZ) (send by mail) NOTE: Bashaw will ensure a Flaring Notice accompanies the Notice of Commencement of Sour Completions and Testing (Nisku Formation) or the Notice of Commencement of Sour Workover/Servicing (Nisku Formation). 19 Rover Areas or Three BEYOND THE EMERGENCY PLANNING ZONE (EPZ) Bashaw s Public Protection Branch Director, Rover Group Supervisor and/or Rover Leader(s) will mobilize the required numbers of Rover(s) beyond the Planning Zone (EPZ) in order for Bashaw to carry out an effective response. NOTES: If a Rover Area is partially inside the Protective Action Zone (PAZ), then the whole Rover Area will be included in the Protective Action Zone (PAZ). Over time, if wind direction changes, the Protective Action Zone (PAZ) will also change. Adjust the Protective Action Zone (PAZ) in a downwind direction. If evacuation of the Planning Zone (EPZ) is necessary, Bashaw may mobilize a helicopter with a Helicopter Rover to notify the public to evacuate the Planning Zone (EPZ). Once the Planning Zone (EPZ) is evacuated, the helicopter is used to monitor the Planning Zone (EPZ) boundaries and divert the public from the Planning Zone (EPZ). The helicopter will only operate at the helicopter pilot s discretion.
