2 in the context of the Lisbon strategy a lot of effort has been put into data collection and reporting evidence base in order to steer instruments and feedback to policies relevant also in the context of business climate 2

4 Indicator alert! or the Committee of the Regions Lisbon after 2010 consultation report Lisbon programmes and annual reports presented aggregated data and analysis only at national level, losing sight of territorial specificities The need for a set of regional (and in some cases also local) statistics, broader then those available at present to take into account the regional diversity lack of measurement tools and methods to estimate progress on indicators and to what extent the Lisbon Strategy has contributed to positive socio-economic trend in a particular region or city Realistic and flexible objectives should be set, taking into account territorial differences Making systematic use of a broader set of indicators pointing to environment and social dimension To overcome the situation in which patchy databases and the lack of uniformity prevent spatial comparison 4

16 In the context of the Lisbon Strategy Luxembourg has acted as National state, i.e. trying to adapt its regional features to the national indicator and reporting system. Luxembourg could be interesting as a model for other regions (especially with a cross-border metropolitan character). 16

18 The power of the dwarfs I Sörmland politicians and civil servants have translated the airy targets given by Brussels in the context of the Lisbon strategy into real policy for their region an their municipalities. Sörmland citizens want to learn life long, breath clean air, and have work. The Sörmland regional strategy is closely linked to Lisbon indicators relevent for the region There are Lisbon rapporteurs who report yearly on the progress made, the report is annexed to the yearly report for the national reform programme 18
19 The power of the dwarfs II In earlier times, everyone wanted to get away, today people enjoy living here All municipalities have implemented the indicators in their steering documents Budget and steering plans are goals for the municipalities Competition between the municipalities: who has the cleanest air, who s children are best educated, who gets most small businesses, etc. All these points are measured in a comparable way and communicated to the citizens - You & the EU - on the market square 19
20 Some of the criteria for the choice of indicators: When following up indicators, development should be measured Indicators should be relevant to citizens Follow the sustainable growth Be important/relevant to the organisation Point to major areas of improvement 20
