OIL/GABON/EOI-01 CONSTRUCTION OF APPROACH ROAD, WELL PLINTH & RIG FOUNDATION, ROAD OVER PLINTH, EFFLUENT PIT ETC INITIALLY FOR TWO EXPLORATORY WELLS WITH A PROVISION OF ANOTHER EXPLORATORY WELL ( 2 +1 ) IN SHAKTHI BLOCK, GABON, INCLUDING SUPPLY OF ALL MATERIALS FROM REPUTED CIVIL CONTRACTORS. A Consortium of M/s. OIL INDIA LIMITED (OIL), M/s. INDIAN OIL CORPORATION LIMITED (IOCL), both Government of India Company under the administrative control of Ministry of Petroleum and Natural Gas and M/s. Marvis Pte Ltd., where OIL is the operator, plan to drill initially two exploratory wells with provision of another well ( 2 + 1) in the on-land exploration Shakthi block, located adjacent to continental basement margin within interior sub-basin Gabon, under administrative guidelines of Gabon s Direction Generale des Hydrocarbures [DGH]. Oil India Limited ( OIL) along with its partner invites Expression of Interest ( EOI) from interested and reputable contractors meeting following pre-qualifying criteria for its exploratory drilling campaign to drill ( 2+1) exploratory wells on the drilling locations identified in Shakthi Block (area of sq. km) is situated in Interior- Basin, Gabon for Construction of Approach Road, Well Plinth & Rig Foundation, Road over plinth, Effluent Pit etc initially in two exploratory wells with provision of another well ( 2 +1 ) in Shakthi block, Gabon, including supply of all materials. This block has rivers, lakes, marshy land, national parks and undulating surface. A national highway R N-1 is passing through this block is a life line for this area as most of villages, small town fall along this route. This block is covered by forest with thick vegetation and flora and fauna. 1.0 Pre-qualifying criteria: 1.1 Experiences of having successfully completed similar works during last 7 years ending on Similar work mentioned above means the following : Construction of Exploratory and Development Drilling Locations and approach roads leading to Drilling Locations with gravel / WBM / Premixed roads etc, construction of Well Plinth and Rig Foundation, Construction of Effluent Pit. 1.2 The minimum value of any of the above work satisfactorily executed during the last 7 (Seven) years ending on should be either of the following: i. One single contract of value not less than US$ 2,000, ii. Two contracts, each one of value not less than US$ 1,250,000.00

Three contracts, each one of value not less than US$ 1,000, s of job experience as stated above should be in the form of photocopies of Letter of Intent/Letter of Allotment / Work-order along with satisfactory Completion Certificate(s). 1.3 Average Annual financial turnover during the last 3 (Three) calendar years, ending 31 Dec. 2011, should be at least US$ 750, The proof of Annual Turnover should be either in the form of Audited Balance Sheet/Audited Annual Reports or Certificate from Chartered Accountant Firm indicating their Membership / code number along with Profit & Loss Account. 1.4 in support of sound financial standing and Bank Account details. 1.5 All the certificates and documentary evidences required to be submitted in support of Para 1.0 (1.1 to 1.4) above should be clearly legible. Illegible and incomplete certificates or documents will not be considered for evaluation. 1.6 Parties must fully mobilize all equipment and personnel and be prepared to commence work within 15 days from the date of issue of Work Order. Parties must provide categorical confirmation of their capability and intent to meet this timing. 1.7 The party should be registered in Gabon and they should provide NIF and TVA nos. in this regard. 1.8 The Parties must Possess /Own in their own name / firm s name OR, must produce an undertaking / affidavit from the owners for providing services of the following minimum numbers of equipment for satisfactory completion of location preparation jobs: (i) Road roller of capacity 8 10 T: One (01) number (ii) Dumper / Truck Two (02) numbers (iii) Concrete mixing machine One (01) number (iv) Sump pump One (01) number (v) Pile driver One (01) number (vi) Excavator One (01) number 1.9 The Firm having Joint Ventures/Consortium/Tie-up will be qualified subject to the following : (i) (ii) (iii) (iv) Each one of the members/partners must be having experience of similar works as defined in 1.1 above. They have proper and valid MOU clearly indicating the role and responsibility matrix of each member. Any of the partners of Joint Ventures/Consortium/Tie-up must meet the qualifying criteria as indicated in para 1.0 above. The bidder must confirm unconditional acceptance of full responsibility of executing the contract. 2.0 The bidder may send the details under a forwarding letter as shown in annexure I. Bidder must forward PROFORMA EXCEPTION / DEVIATION as attached vide Annexure II.

6 Annexure II PROFORMA EXCEPTION / DEVIATION EXCEPTION / DEVIATION PERFORMA OIL expects the bidders to fully accept the terms and conditions of the EOI documents. However, should the bidder experience some exception and deviations to the terms of the EOI documents, the same should be indicated here. In order to be considered responsive, Bidder s offer must specifically include the following statement : (a) We certify that our offer complies with all EOI requirements and specifications without any deviations.
