2 Proposed Annexation: RICK FLORY Annexation of Acres in Plain Township to the City of Canton Canton Auto Annexation Expedited Type II Annexation Filed - November 7 th 2008 Filed by Canton City Property Owner One Property Owner within the Annexation Objection Filed by Plain Township December 2, 2008 Objection The Petition does not meet any of the conditions for a Type II Annexation Agent for the Petitioner Sam Slim an City of Canton Conditions of a Type II Annexation: 1) Petition meets all of the Requirements set forth in and was filed in the manner provided in the Revised Code That condition has been met. 2) Persons who signed the petition was only those who live in the territory that was to be annexed. That condition has been met 3) Territory proposed to be Annexed consist of Acres does not exceed 500 acres 4) The Territory that is proposed to be annexed shares a conscious boundary with the Municipality for a continuous link of 22.83% the exceeds the minimum of 5% 5) Annexation will not create an Unincorporated Area of the Township 6) Municipality has agreed to provide the Territory proposed to be annexed Services specified in Resolution 155/2008 dated October 27, ) Street or Highway will be divided or segmented by the boundary between the Municipality or Township the Township has to create a Road Maintenance Problem and the Municipality has agreed as a condition of the Annexation to assume the maintenance of the Street or Highway or correct the problem as specified in Resolution dated October 27, ) Plat Legal Description mathematically meets or exceeds Ohio Administrative Standards for Survey Positional Tolerance, Annexation Plat has all and exceeds the Ohio administrative Standards of Plat Requirements Annexation includes a Township Road with no bridges, therefore the Hydraulic Highway Maintenance Traffic and Bridge Departments of the County Engineer has made no additional comments. 3 She was very disturbed when she read the Canton Paper this morning and the Sheriff has determined that he can not afford to have milk everyday for the inmates. Since this bid was just awarded she did some investigation and in the Pre-Bid Conference the vendors where told to include Milk at all of the meals and all of the competitive bidding included milk at all of the meals and she would like to have the Purchasing Department contact the vendor and re-iterate to them that they intended to provide milk and tell them if they are not capable of doing that under the contract that they would have to go to the next lowest bidder. She feels that they should be able to do that since it was discussed at the bid conference. Commissioner Bosley just before the meeting he spoke with Chief McDonald, and we need to have some discussion with them, he had some reasoning as to why they had to do this. He did state that it saved some money per day, and when milk is not provided there is a calcium fortified drink available Commissioner Vignos I do not think that a calcium fortified drink is what she wants for the prisoners, She further states, we were not informed that milk would not be provided. We were told the contractors where told to provide milk and we were not told, had she known she would of never of agreed to this contract. She feels they need to go back and inform the vendor that it was their understanding that milk would be provided and see what his answer is. Ms. Young In the pre-bid conference they talked about it and wanted to know if they needed milk because of a lot of the jails were not supplying the milk, she and Mike talked about that and they tell them they had to provide milk. Out of the three bidders that bid two of them bid milk every day ABL said something, but she doesn t think ABL will have a problem. Commissioner Harmon Clarity s what Commissioner Vignos and asks Jean to get together with Chief McDonald and the vendors and clarify this, and see if it can be provided with out fulfilling with the Contract. Two Meetings Alliance Sub-Committee with Council to discuss the Regional Dispatch Plan 8:30 AM on Monday - December :30 PM on Tuesday - December Addendum - GEOCOM The Addendum shows what their thoughts are on the alternative plan for the call centers and that the four dispatch center is a good idea and they support it. GEOCOM is on Board 100% on board and will help them through the process. Commissioner Bosley 911 Operators and a Plan for retraining He has received phone calls from the 911 Dispatchers showing there is some kind of nonsupport of the County Sales Tax. He has tried to reassure everyone that has called him that we are going to find a home for most of these dispatchers. We are going to ask that they be retrained from call takers to dispatchers. He wants to set the record straight that this is not an effort to remove them from their jobs; he wants to create a better situation for those dispatchers than they have now with the proper training they will need.

4 Commissioner Harmon states that the plan calls for preferential treatment to all of the existing call takers. Certainly as one of the savings in all of this is we can be more efficient and less expensive by taking the accumulation of 113 call takers countywide and a better job could be done by 87 properly trained individuals. There will be a slight reduction in the work force but that is going to b the Governance Committee s intention is to give tenor employees to get preference. When you talk about an 18month to at year period there is going to be some reduction done through attrition and some people being retrained with the more sophisticated system and learning what questions to ask from the emergency situation may not make it through the training process. He wants to assure all of those dispatchers/call takers that there is no intention to bring in outside people until they have the opportunity and in many of those cases with the bargaining unit contracts in place now most of these dispatch centers, many of them will be receiving better jobs than they had favored. Commissioner Harmon: Proclamation Commissioner Jane Vignos is retiring from Public Service after more than 28 years. Commissioner Bosley moved, Seconded by Commissioner Harmon to approve the Proclamation for Commissioner Jane Vignos Retirement as submitted. MIKE HANKE Stark County Engineer Mike Rehfus presents to the Board his report on what his office did in 2008 and what they are looking forward to doing in 2009 with the $10.00 License Plate Fee: He has predicted that for 2009 that he will have another 10 million dollars in grant funds to come in and to do about 12 million dollars worth of projects. He has listed paving projects that he knows already that they will do. This part of the Grant he received from Ohio Public Works, they have another 1/2 million dollars involved in resurfacing in Chip and Seal that he would like to do on some of the more rural areas. He has several projects and of course the biggest one is the widening of Hills & Dales next year between Massillon and Brunnerdale Avenue. This is about a 6.5 Million dollar project and they have it pretty well leveraged. Most of the money is grant money; they only have to come up with a little bit of money for escrow purposes. Replaced two dump trucks, and projected two more dump truck replacements for next year, and would like to purchase a road grater to help them with burn work. Some Repairs around the main garage building. What else this License Fee did it enabled the Commissioners to take the General Fund money that they were helping to support our office at a half a million dollars a year and put that in off road drainage. He compiled another spread sheet for the Off Road Drainage Program for 2008, that half million dollars that came through their office they matched that with Township Money an additional $347, to build almost $900, dollars worth of off road drainage improvements, storm sewer things like that all projects are listed. Commissioner Bosley asks Mr. Rehfus were would we of been if we did not have the $10.00 License fee?

5 Mr. Rehfus the paving would have been a zero issue, there would have been no dollars for paving. We wouldn t of been able to purchase new trucks, he may have been able to get a couple of the grant projects which were already underway, because they had so much invested already the would have had to come up with a local match for those, they would of slowly died off in a couple of years and we would of not been able to get the local match and all we would be doing is salting road and patching pot holes we would be strictly maintenance. organization. He doesn t thing that is what the people of Stark County want or deserve, They want to see safer and smoother roads that they can rely on. Commissioner Bosley asks, about the intersections that they discussed this past year on unsafe intersections, do we have plans? Mr. Rehfus those are in the works right now, there are several especially in Nimishillen Township they looked at those, they are tied in with some Federal Dollars that Congressman Regula was able to get for us but that takes a longer period of time to go through that process, of clearing the environmental document and purchasing the right of way. So we are moving in that direction. You will see them on the report over the next couple of years. Commissioner Bosley so going forward this is really going to be a good thing for Stark County Mr. Rehfus it saved our office thanks to you, and Commissioner Vignos and I am sure Commissioner Harmon would have supported it too. He appreciates their foresightedness on this. Commissioner Vignos she also thanks Mike for the work he has done and has been impressed with the work he has done and he is also very glad to see so much drainage work done. It has worked out advantageously for both of them. Tim Warstler is in attendance to discuss a Grant Application that needs to make by the end of the month it is an Interoperable Communications Grant. It is an extension of the Telecommunications Project Manager Grant, this is the grant. It has to be in by December by 5:00 PM he is asking for permission to proceed with the grant and to sign it. The State was giving $1,243, $994, will be allocated out to the Counties, in this grant we got 100% of the salary with no match required; this grant is on 5-% with a 50% match required. That will address future employment with that position and will help with cost. This will allows for equipment purchases, at a 75/25 percent match. Commissioner Bosley moved, seconded by Commissioner Vignos to approve the to apply and submit for the Interoperable Communications Grant as submitted. AMENDED AGENDA: Building Inspection Department would like to know if they can close early on Christmas Eve. Commissioner asked Mike to check to see how busy they are on Christmas eve. Commissioner Bosley moved, seconded by Commissioner Vignos to approve to Not to Proceed for Moreland Sewer Project in Canton Township.
