3 EXECUTIVE SUMMARY This report describes the economic impacts of travel to and through Nebraska and the state s counties from 2003 to The estimates for 2016 are considered preliminary. The estimates of the direct impacts associated with traveler spending in Nebraska were produced using the Regional Travel Impact Model (RTIM) developed by Dean Runyan Associates. The estimates for Nebraska are generally comparable to the U.S. Travel and Tourism Satellite Accounts produced by the Bureau of Economic Analysis. Direct travel spending by domestic and international visitors in the United States increased 3.0 percent increase over 2015 in current dollars (no adjustment for price increases). When adjusted for inflation travel spending increased by 2.3 percent on an annual basis. Total direct travel spending in Nebraska in 2016p was $3.2 billion. This represents a 0.4 percent increase over the preceding year in current dollars. In current dollars, travel spending grew by 3.8 percent from 2003 to 2016p. Visitors that stayed overnight in lodging establishments accounted for over one-half of all visitor spending in 2016p. Visitors that stayed overnight in unpaid accommodations (primarily private homes of friends or relatives) accounted for 24 percent. Day travelers accounted for about 19 percent. More than one-half (61 percent) of all spending by visitors in 2016p was for leisure and hospitality services (arts, entertainment, recreation, accommodations and food service). Retail spending (including food and beverages purchased for off-premise consumption) amounted to 16.5 percent. Transportation (including motor fuel) comprised the remaining 23 percent. Direct travel spending in Nebraska generated 38,800 jobs with earnings of $690 million in 2016p. Four out of five of these jobs were in leisure and hospitality. An additional 17,830 jobs were generated through secondary impacts, the re-spending of travel-related revenues by businesses and employees. In 2016p, direct travel spending generated $393 million in federal, state and local tax revenues. Travel-generated state sales tax receipts represent 7.6 percent of all state sales tax revenue in Nebraska. Although most of the Nebraska travel industry is concentrated in metropolitan Omaha and Lincoln, many other areas of the state are more dependent on the travel industry in generating earnings, employment and tax revenues for their local economies.

6 PREFACE The purpose of this study is to document the economic significance of the travel industry in the state and counties of Nebraska from 2003 to These findings show the level of travel spending by visitors traveling to and within the state, and the impact this spending had on the economy in terms of earnings, employment and tax revenue. The estimates for 2016 are preliminary. Dean Runyan Associates prepared this study for the Nebraska Tourism Commission. 8 The national level data in this section focuses on visitor spending trends in current and real dollars, resident and foreign visitor spending in the U.S., and trends in travel-generated employment. The following two graphs are derived from the Bureau of Economic Analysis Travel and Tourism Satellite Accounts*. Both graphs show direct tourism output for the United States - spending by resident and foreign visitors. The 2016 values are based on the first three quarters of the year. 9 The foreign share of U.S. internal travel declined by almost a full percent point from 2015 to 2016 (18.2 percent to 17.2 percent). This has been due to two factors. First, overseas arrivals began to show a decreasing rate of growth in the beginning of 2016 and actually declined in absolute numbers in the most recently reported months. Secondly, the value of foreign currencies has fall relative to the U.S. dollar. 10 The following two graphs show employment trends since 2000 and the composition of travel industry employment since the recession. The first graph shows that travel-generated employment recovered from the recession by Since then, however, there has been no significant employment growth in the industry. Leisure and hospitality employment was 3.5 million in 2016 or 65 percent of total travel industry employment, compared to 3.6 million in 2000 or 61 percent of the total. Most of this growth was due to food services employment. However, employment in transportation and other industries declined over the same period from 2.3 million to 1.8 million, mostly due to decreased employment in the airline and related transportation industries. 12 The multi-billion dollar travel industry in Nebraska is an important part of the state and local economies. The industry is represented primarily by businesses in the leisure and hospitality sector, transportation, and retail. The money that visitors spend on various goods and services while in Nebraska produces business receipts at these firms, which in turn generate earnings and employment for Nebraska residents. In addition, state and local governments collect taxes that are generated from visitor spending. Most of these taxes are imposed on the sale of goods and services to visitors, thus avoiding a tax burden on local residents. DIRECT TRAVEL IMPACTS OF TRAVEL IN NEBRASKA: A SUMMARY Total direct travel spending in Nebraska in 2016p was $3.2 billion. This represents a 3.8 percent increase over the preceding year in current dollars. In current dollars, travel spending grew by 1.8 percent from 2003 to 2016p. Visitors that stayed overnight in lodging establishments accounted for one-half of all visitor spending in 2016p. Visitors that stayed overnight in unpaid accommodations (primarily private homes of friends or relatives) accounted for 24 percent. Day travelers accounted for about 19 percent. 14 VISITOR SPENDING BY TYPE OF TRAVELER ACCOMMODATION The pie chart below provides a breakout of total visitor spending in Nebraska (all spending on leisure and hospitality services, transportation and retail) by the type of accommodation in which the visitor stayed. As is indicated, the three primary categories for Nebraska are (1) Hotel, Motel, B&B (Bed and Breakfasts), (2) Other Paid Accommodations (includes campgrounds and rented cabins) (3) Private Homes (primarily the private homes of friends or relatives), and (4) Day Travel (visitors that do not stay overnight away from home). The distribution of travel spending about one-half attributable to travelers that stayed in hotels, motels, and bed and breakfasts, with most of the remainder split between day travel and private homes is fairly typical. VISITOR SPENDING BY TYPE OF COMMODITY PURCHASED The following pie chart provides a breakout of visitor spending for all types of travelers by the type of commodity (good or service) purchased. The high proportion of travel spending on ground transportation (primarily motor fuel) is a reflection of the physical size of Nebraska and the significance of pass through travel. PAGE 8

16 TRAVEL-GENERATED EMPLOYMENT While about one-half of all visitor spending is in leisure and hospitality services, about 85% of all travel-generated employment is in the accommodations, food service, arts, entertainment and recreation industries. This is because leisure and hospitality is more labor-intensive than retail trade and gasoline service. Local and state tax revenues totaled $222 million in State and local sales taxes comprised more than one-half of all local and state tax revenues. The various types of lodging taxes (state, county and local lodging taxes) accounted for 17 percent of all travel-generated local and state tax revenues. PAGE 10

19 SECONDARY IMPACTS Travel spending within Nebraska brings money into many Nebraska communities in the form of business receipts. Portions of these receipts are spent within the state for labor and supplies. Employees, in turn, spend a portion of their earnings on goods and services in the state. This re-spending of travel-related revenues creates indirect and induced impacts. To summarize: Direct impacts represent the employment and earnings attributable to travel expenditures made directly by travelers at businesses throughout the state. Indirect impacts represent the employment and earnings associated with industries that supply goods and services to the direct businesses (i.e., those that receive money directly from travelers throughout the state). Induced impacts represent the employment and earnings that result from purchases for food, housing, transportation, recreation, and other goods and services made by travel industry employees, and the employees of the indirectly affected industries. The impacts in this section are presented in terms of the employment and earnings of eleven major industry groups. These industry groups are similar, but not identical to the business service (or commodity) categories presented elsewhere in this report. (The specific industries that comprise these groups are listed in Appendix E.) Direct travel impacts, such as those discussed in the first part of this section and the county impacts presented elsewhere in this report are found in the following industry groups: Accommodation & Food Services Arts, Entertainment, and Recreation Retail Trade Transportation The indirect and induced impacts of travel spending are found in all elevenindustry groupings shown in the following tables and graphs. The remainder of this section summarizes the secondary impacts of travel spending in the primary industry groups. Professional Services (4,899 jobs and $280 million earnings). Legal, medical, educational and other professional services are utilized by travel businesses (indirect effect) and by employees of these firms (induced effect). Other Services (2,242 jobs and $76 million earnings). Employees of travelrelated businesses purchase services from various providers, such as dry PAGE 14

21 cleaners and repair shops. Similarly, travel businesses utilize a number of service providers, such as laundry, maintenance, and business services. Government (645 jobs and $45 million earnings). Employees of travelrelated businesses pay taxes and fees to attend public educational institutions and to operate motor vehicles. Wholesale and Retail Trade (2,037 jobs and $76 million earnings). Employees of travel-related businesses spend a portion of their earnings on food, clothing, and other household goods from local businesses. Finance, Insurance, & Real Estate (2,579 jobs and $77 million earnings). Employees and businesses use the services of financial institutions, insurers, and real estate businesses. Detailed estimates are reported in the following graphs and tables. It should be emphasized that the estimates of indirect and induced impacts reported here apply to the entire state of Nebraska and do not necessarily reflect economic patterns for individual counties, regions or sub-regions within the state. While total economic impacts can be calculated on a county or regional level, such a detailed analysis is not included in this study. In general, geographic areas with lower levels of aggregate economic activity will have smaller secondary impacts within those same geographic boundaries. 24 Millions TRAVEL INDUSTRY GROSS DOMESTIC PRODUCT Gross Domestic Product or GDP (also referred to as value-added) is a measure the economic activity that reflects the market value of the labor and capital used to produce goods and services. It includes payments to individuals in the form of earnings, the taxes and fees paid by firms to government, and operating surplus (including profits, dividends and other payments). GDP is always smaller than sales or output because GDP measures only the valueadded of an industry and does not include the cost of inputs that are also necessary to produce a good or service. The relationship between travel spending and the GDP of the Nebraska travel industry is shown below. GDP is less than spending by the amount of intermediate inputs purchased by businesses in the travel industry. Examples of such intermediate inputs would be clothing and gifts sold to visitors by retail establishments, or the wine sold to visitors by restaurants, or motor fuel sold to visitors by gasoline service stations. Details may not sum to totals due to rounding. The bar chart below compares the percent of GDP attributable to indirect business taxes with other leading export-orientated industries in the state. Export-orientated industries are those industries that sell most of their products to export market. The travel industry is an export-orientated industry because its goods and services are sold to visitors. As can be seen, the travel industry generates a relatively high proportion of indirect business taxes in relation to GDP, as sales taxes are imposed on many goods and services purchased by visitors.
