In 2009, our budget was $96.7 million. We have lost $17.4 million in six years. State cuts to the education budget forces school districts to turn to their local community to continue the financial support needed to sustain quality programs and to recruit and retain the best and brightest teachers and staff. The proposed Override will allow Sunnyside to support our excellent teachers and staff by keeping their pay equitable with districts that currently have Override funds. Our district is one of the few in Pima County without the revenue that an Override provides. We need Override funding to support and expand programs like physical education and athletics, to restore family and wellness resources, to maintain full day kindergarten and pre-school, and to reduce class sizes. Additionally, the Board has called for fiscal accountability by formulating a community oversight committee for the Override funds. As we call upon you to support the programs to be funded through the Override, we will ask for volunteers to participate on the Override Oversight Committee that will fulfill the external accountability role for these funds. This year, the District s budget was reduced by $2.7 million, and the most recent override is no longer in effect. The community voted for a bond that was approved in November 2011, but the bond cannot be used to pay for salaries. If we do not approve a new override in November 2015, the budget will continue to fall short of our students needs. We could lose employees and services for children and families including preschool, full-day kindergarten and athletics. We will continue to struggle to be competitive with salaries for our very deserving staff, and our class sizes will continue to grow. Some of you say we must work within the budget we have just like homeowners do. I say yes, we can do that however, if we do then the following will have to be cut from the budget in order for us to make that happen: All day Kindergarten (state only pays for ½ day); Counselors, Nurses, Music, Art and Physical Education would also be eliminated. All these are considered extra and are not funded by the state. The override helps cover the salaries of these positions and will make sure our children receive the education they deserve. In the home we give our children things they need to survive; food, a home, time and love. In school we must give them the quality education they deserve. Teachers are deserving of a livable wage and we must ensure that we pay our quality teachers a decent wage so they will remain in our district. The compensation study we completed clearly shows that our classified staff also deserves raises. Our community will only get better if we educate our children to the best of our ability. En el 2009, nuestro presupuesto fue de $96.7 millones. Hemos perdido $17.4 millones en seis años. Los recortes del estado al presupuesto de educación fuerza a los distritos escolares a dirigirse a sus comunidades locales para continuar el apoyo financiero necesario para mantener los programas de calidad y para reclutar y retener a los mejores y más brillantes profesores y personal manteniendo sus salarios equitativos con los distritos que actualmente tienen fondos de rebase. Nuestro distrito es uno de los pocos en el Condado de Pima sin los ingresos que proporcionan los rebases. Necesitamos la financiación de rebase para mantener y ampliar programas tales como educación física y deportes, para restablecer los recursos de bienestar y familiares, para mantener el jardín de niños y preescolar durante todo el día y para reducir el tamaño de las clases. Juntas, nuestras voces son lo suficientemente poderosas para cambiar el futuro de nuestra comunidad. Debido a que los electores dijeron si a unos bonos de $88 millones, nuestros estudiantes han tenido acceso a tecnología en las clases, en casa e incluso en nuestros autobuses escolares. Estoy agradecida y orgullosa de ser parte de una comunidad que valora la educación y apoya a las escuelas en dar a nuestros niños las oportunidades que necesitan para realizar su potencial. Este año, el presupuesto del Distrito fue reducido en $2.7 millones, y el rebase más reciente ya no está en efecto. La comunidad votó a favor de unos bonos que fueron aprobados en noviembre del 2011, pero los bonos no pueden ser usados para pagar por los salarios. La educación es la clave en el éxito personal de nuestros jóvenes y en el bienestar económico de nuestra comunidad. He escuchado sus preocupaciones; tenemos ahora un liderazgo de calidad verdaderamente dedicado a la educación de nuestros hijos. La aprobación del rebase tendrá un gran impacto en la calidad de la educación y servicios que proporcionamos a la comunidad en la que vivimos. Algunos de ustedes dicen que debemos trabajar dentro del presupuesto de la misma forma que los propietarios de residencias. Yo digo que si podemos hacer eso, de todas formas, si lo hacemos entonces lo siguiente tendrá que ser recortado del presupuesto con el fin de que hagamos que eso ocurra: El jardín de niños de todo el día (el estado solamente paga por medio día); Consejeros, enfermeros, música, arte y educación física también serán eliminados. Todos estos son considerados extra y no son financiados por el estado. El rebase ayuda a cubrir los salarios de estos puestos y asegurará que nuestros niños reciben la educación que merecen. En el hogar les damos a nuestros hijos las cosas que necesitan para sobrevivir; comida, un hogar, tiempo y amor. En la escuela debemos darles la educación de calidad que merecen. Los maestros merecen un salario con el que puedan vivir y debemos asegurar que pagamos a nuestros maestros de calidad un salario decente de forma que se queden en nuestro distrito. El estudio de compensación que completamos muestra que nuestro personal clasificado también merece aumentos. Nuestra comunidad solamente mejorará si educamos a nuestros niños lo mejor que podamos. Hoy tengo el honor de servir como presidente de la junta y tengo sobrinas y sobrinos que asisten a nuestras escuelas. He visto de primera mano el impacto de 17 millones de dólares en recortes han tenido en nuestra comunidad. Hemos tenido que hacer dolorosos recortes debido a la legislatura del estado. Este rebase es una inversión en nuestros niños, maestros y los programas que ayudan a nuestros niños a tener éxito. El Distrito ha perdido $17.6 millones desde el 2008 de la pérdida de rebase y de los recortes en vigor a la educación. Cambiemos la tendencia en declive y comencemos a mirar hacia el futuro. El Rebase da al Distrito la capacidad de ampliar programas críticos para ocuparse de las demandas en aumento. Estoy dirigiendo los esfuerzos para aprobar este rebase este año como presidenta del comité porque creo en nuestra comunidad. Actualmente resido en nuestra comunidad, soy antigua alumna de Sunnyside, tengo hijos en nuestro distrito y he sido una educadora en el distrito por muchos años. Nuestra comunidad de Sunnyside es un lugar especial. Es por lo que he elegido quedar en Sunnyside y trabajar para mejorar las vidas de nuestros estudiantes. Nuestra comunidad, estudiantes y personal merecen todas las oportunidades para tener éxito. Nuestro mejor recurso es nuestro personal. 103 GCQEA RETIREMENT OF PROFESSIONAL / SUPPORT STAFF MEMBERS (Staff Post-Retirement Employment Option) Program Goal In an effort to retain highly qualified and experienced employees and at the same time reduce employer cost, the District has initiated a staff post-retirement employment option (PREO) for those teachers, administrators, and support staff employees who meet the requirements for Arizona State Retirement System (ASRS) normal retirement. The provisions of the staff PREO allow the employee to retire, retain the ASRS retirement stipend, and return to the District at a lower salary under a contract with a District selected contractor without placing their ASRS retirement stipend in jeopardy. PREO is an option offered to staff in the event of retirement. It is not offered as an incentive to retire. More specifically, neither PREO nor any of its constituent components are intended nor should they be construed to be a "retirement incentive program" as defined in A.R.S Program Criteria for First-Year Participants Current employees desiring to exercise their PREO, must pre-qualify by meeting the following criteria: The employee must qualify for ASRS normal retirement and retire during the current school year. At no time will the employee be asked for a promise to retire on a date certain or to make any commitment whatsoever regarding the anticipated date of the employee's retirement. The employee must have the recommendation of the employee's principal or immediate supervisor and the approval of the Superintendent and Governing Board. Basis of Employee Contract for First-Year of Post-Retirement Employment The employee agrees to the following contract terms: Continue in the same position and assume the same responsibilities as the job category requires. Services to be provided to the District will be delivered under a contract held by a contractor selected by the District.

104 Provisions of the contract provides for a salary equal to eighty percent (80%) of the employee's most recent full year's ending salary. The salary determination will then be reduced by the amount the District is required to pay to ASRS as an Alternate Contribution Rate (ACR), as determined by ASRS. Provisions of the contract provides for the District or the employee to terminate the contract with a thirty (30) day written notice. The District will not pay the cost of insurance coverage. Employees are eligible to purchase insurance coverage under COBRA for a period of eighteen (18) months. Any sellable accumulated sick leave must be sold back to the District at time of retirement. Employees electing to participate in this plan also acknowledge that participation in the District's thirty (30) day Early Retirement Program is forfeited. The employee will be ineligible to take part in any District paid supplemental programs such as Career Ladder, 301, et cetera. The employee may perform specific additional duties such as coaching, sponsoring, et cetera, if the employee applies for such position and is selected by the District, and if such appointment is not in conflict with the ASRS guidelines. Under such circumstances, the District will issue appropriate addenda for services to be rendered. Contract will be for the same number of days as other District employees working in the same category or classification. An allotment of paid leave days equal to one (1) day per month of contract will be granted under this contract, but for days taken over the allotment, a deduction of per diem pay will be made for each day based on the total days of contract. If paid vacation was a part of the retiree's previous position, the same number of paid vacation days provided to a first year employee of that group will become an allotment under this contract. However, vacation days not taken will not be paid - "Use or Lose." Basis of Employee Contract/Wage Agreement for Employment After the First Year A retiree desiring to return to District employment after completing the first year under the District's Staff PREO agrees to the following:

105 The retiree must have the recommendation of the principal or immediate supervisor and the approval of the Superintendent and Governing Board. Any recommendation for rehire will be made to the Governing Board. The retiree will return to the same job category and classification. (If the retiree desires to return to a different position in the same job category and classification, the retiree will be required to apply to District postings and interview for the position in the same manner as other applicants.) For the second year and any subsequent year, the District will issue the employment contract/wage agreement. The contract/wage agreement will be a temporary contract for the year. All benefits extended to other employees in the same category and classification will be a part of the contract/wage agreement (accrual of leave, vacation if applicable, insurance, et cetera), except for (a) no accrual of leave for "sell back" will be allowed, and (b) no participation in thirty (30) day Early Retirement Program. Leave days remaining from the first year of contracted employment will be carried forward to the District contract and unused leave days will continue to be carried forward for subsequent years. Salary for returning retirees will be determined for each job category and classification as follows: Certificated retirees returning in the classification of teacher, librarian, counselor, psychologist, nurse, prevention specialist, program facilitator, or any other position for which the salary and fringe benefits are agreed upon with the Sunnyside Education Association (SEA) shall have their initial salary determined as follows: As the first step, the employee will be placed on the appropriate scale and salary for the position commensurate with the employee's teaching experience through step 10 plus 1 as determined by the Salary Placement Guide in effect for the next school year (the initial "Base Salary"). That initial Base Salary determination will then be reduced by the amount the District is required to pay to ASRS as an Alternate Contribution Rate (ACR), as determined by ASRS. For each subsequent year on a District-issued contract, the salary shall be determined by taking the prior year's base salary, along with any increase given to other employees in the same classification as the retiree, reduced by the ACR. 113 IKF-RB REGULATION GRADUATION REQUIREMENTS (Alternative Graduation Requirement) Pursuant to A.R.S and A.A.C. R , a pupil who fails to achieve a passing score on the State Board required competency test in reading, writing, and mathematics assessment for high school graduation may graduate if the student meets the alternative graduation requirements. Using the state approved formula, this process allows a pupil to augment their State Board required competency test scores with additional points derived from classroom performance. The pupil must meet the eligibility requirements described below to be eligible to receive augmentation points. Points are calculated using grades of C or better in the state specified credits of required coursework. Threshold determination: If a student's augmented assessment scores would not meet or exceed the "Meets the Standard" threshold if augmented by five percent (5%), no additional credit shall be calculated per A.R.S (C). Eligibility requirements for augmentation: The student must have completed with a passing grade all coursework and credits prescribed for the graduation of pupils from high school by the governing board of the student's school district or charter school. The student must have taken the State Board standards assessment at every administration when the pupil was eligible to take the test. The response to the appeal shall be in writing within five (5) days of the appeal hearing. The decision of the principal is final. Suggested Basis for Appeal A student who has not satisfied the requisites of A.A.C R (C)(2) and/or (3) to qualify for the alternative graduation requirement may appeal the determination to the Governing Board when one (1) or more of the conditions listed below exist: The student was precluded from taking all available administrations of the AIMS assessment, or has not fully participated in the school's academic remediation program, due to a bona fide emergency. For the purpose of this regulation a bona fide emergency is defined as a circumstance beyond the student's or the student's family's control. Examples of a bona fide emergency may include, but are not limited to the following: The student's sudden serious illness or injury simultaneously with the assessment or remediation program offering as attested as affirmed by a licensed medical practitioner. The sudden serious illness, injury, or death of an immediate member of the student's family, as defined in Board Policy GCCA, when such circumstance prevented the student's attendance for an assessment or a remediation program offering, and when affirmed by a licensed medical practitioner. Weather or road conditions that interfered with the student's attendance at the assessment or remediation program offering when the condition was declared by or has been verified with appropriate public authorities. A religious event of the student's and/or the student's family's faith when the student and/or the student's family have historically and

116 consistently participated in the religious event in lieu of any other event occurring at the same time. The school principal must have received from the student's parent(s) written, dated, and signed notification within twenty-four (24) hours, or as soon thereafter as is practicable, of any event that prevented the student from participating in the assessment or the remediation program offering. Notification by telephone or other means may temporarily suffice, but must be validated by a written, dated, and signed notification not less than fourteen (14) calendar days from the date of the event. Other extreme and extraordinary circumstances may be considered for appeal by the Board when credible evidence is provided affirming actual occurrence of the extreme and extraordinary circumstance.
