Ltd. for the development of 1320 MW Buxar Thermal Power Project (Copy enclosed). Accordingly, the name of the company has been changed to SJVN Thermal Pvt. Ltd. (STPL) from Buxar Bijlee Company Pvt. Ltd. (Copy enclosed) The terms of reference for carrying out the EIA studies were communicated by MoEF&CC vide letter dated Subsequently the Bihar State Pollution Control Board had conducted public hearing for the project on and the minutes of public hearing were submitted to MoEF&CC vide letter dated Suggestions/ comments raised during the public hearing were incorporated in the EIA/EMP report submitted to MoEF&CC vide letter dated (Copy enclosed) It is added that District Magistrate (Buxar) on has certified that no major industries have been established in the vicinity of the project study area and hence, baseline environmental conditions are expected to be same (Copy enclosed). Accordingly, to ascertain the baseline conditions, a rapid baseline study of air, noise, water, ground water and soil quality parameters has been conducted during March - June 2015, wherein, no significant change has been observed in the baseline data. 2 As per mandatory requirement & guidelines stipulated by the MoEF&CC, Govt. of India, it is essential for the development of 1320 MW Buxar Thermal Power Plant that a definitive agreement for ash utilization to be executed with Fly Ash Utilizing companies for uplifting of fly ash prior to submission of proposal for accord of Environment Clearance. Accordingly, STPL has also invited "Expression of Interest (Eol) )) from the potential users for uplifting of the fly ash. In this regard, M/s Global Infra Export, M//s R.K. Mishra Enterprises, M/s Lafarge India Pvt. Ltd. & M/s Dalmia Bharat Cement has submitted their Expression of Interest (Copy enclosed). M/s STPL is going to sign MOU with these companies in near future. Further, STPL Buxar Thermal Power Plant has also obtained comfort letters for utilization of fly ash from Rural Works Development Bihar & Road Construction Deptt.
