3 Introduction Odisha State Housing Board (OSHB), the premier housing institution of the state has impemented one socia housing scheme Nandan Encave at Kaarahanga, Bhubaneswar. At present, three number of MIG core houses have been newy constructed and competed inside the scheme area at Kaarahanga and ying vacant. OSHB offers to se the above vacant MIG core houses on as is where is basis on ong term ease basis, by pubic auction through bids in seaed covers. The scheme detais are foows. S. (1:1:5:3) in roof sab, pinth band, intes, beams etc., 10 exterior and 5 fier was with K.B. bricks, 5 thick K.B. bricks compound wa, are avaiabe with existing infrastructure ike road, externa eectrification, water suppy etc. in the scheme. The houses wi be auctioned on as is where is basis. EMD wi be adjusted against bid vaue for the successfu bidder. In addition to the successfu bid vaue, the buyer has to pay other statutory dues ike VAT, tax, stamp charges as appicabe from time to time. Appication Procedure : i. Brochure containing reevant information, terms and conditions with prescribed Appication Form wi be avaiabe at OSHB Head Office on payment of Rs.300/- (Non-refundabe) by cash in the Cash Counter of Accounts Section, OSHB Head Office, Sachivaaya Marg, Bhubaneswar during working hours from 12/09/2016 to 03/10/2016. ii. iii. Persons intending to avai brochure with Appication Form by post are required to send Demand Draft of Rs.450/- (Non-refundabe) in favour Orissa Housing Board Fund payabe at Bhubaneswar aong with their etter of request to the Chief Accounts Officer with compete posta address from 12/09/2016 to 24/09/2016. Appication Forms can aso be downoaded from OSHB Website and cost of brochure wi have to be paid with the EMD.

4 iv. Foowing document shoud be furnished aong with the fied in appication. a. The Earnest money of the MIG house (EMD) and Non-refundabe Processing Fee of Rs.2000/- and Service Tax with Cess of Rs.300/-, i.e. a tota of Rs.2,300/- is to be deposited in shape of Bank Draft/Pay Order/Banker s Cheque drawn on any Commercia Bank in favour of Orissa Housing Board Fund payabe at Bhubaneswar or by cash at Vijaya Bank, Odisha Griha Nirman Bhawan Branch, Bhubaneswar. b. Origina money receipt in support of purchase of Appication Form. c. Origina Affidavit sworn in before Executive Magistrate/Notary Pubic in the prescribed Format. d. Recent passport size photograph duy sef attested and affixed on the Appication Form. e. Copy of Voter ID/ PAN Card/ Driving Licence/ Aadhaar Card as proof of identity and copy of Teephone Bi/ Eectricity Bi / Bank Pass Book in support of Residentia proof. f. Two nos. of sef addressed enveope (12 cm. x 26 cm.). g. Any other document as fet necessary. v. Submission of Competed fied-in Appication Form : Seaed bids (fied-in appication indicating the bid vaue in seaed cover / enveope) can be dropped at the Drop Box kept in the office room of Asst. Administrative Officer (Urban) or sent by registered post/ speed post to Housing Commissioner-cum-Secretary with required documents and deposits within 03/10/2016. Bids received beyond 03/10/2016 wi not be entertained and OSHB sha not be responsibe for any posta deay. In case of appication by Post, appicants shoud ceary mention Appication for house at Kaarahanga Housing scheme, Bhubaneswar on the top of the enveope. vi. Appications received without fu particuars, EMD, Processing Fee with Service tax & Cess, origina Money receipt and other documents sha be rejected summariy. vi. Joint appication is ony permitted within famiy members. For the purpose, Famiy comprises of husband, wife and minor chidren. Terms & Conditions of Aotment : Eigibiity The appicant must be a citizen of India. He/she must be a major. In case of minor chid, the natura parents, de facto guardian or guardians appointed by the competent Court sha be eigibe to appy. One famiy sha be eigibe for ony one aotment under one housing scheme in the same ocaity. For the purpose, Famiy comprises of husband, wife and minor chidren.

5 He/ She or his/her famiy members shoud not own/ have been aotted any residentia pot/ house/ fat/scr by Odisha State Housing Board or any other Govt. Agency in the ocaity where the Housing Scheme exists. Any famiy purchasing a residentia pot/ house/ fat/ SCR under any scheme foated by Odisha State Housing Board or any other Govt. Agency in the ocaity where the Housing Scheme exists, under third party transfer, sha be deemed as aottees under the scheme and sha not be eigibe to appy in this scheme foated by OSHB. In case of transfer of aotment of a residentia pot/ house/ fat/ SCR made by Odisha State Housing Board or any other Govt. Agency in the ocaity where the Housing Scheme exists, it sha not entite the famiy for further aotment in this scheme foated by OSHB. Any aotment made but canceed due to non-payment of dues / suppression of facts/ vioation of any other term & conditions of aotment / Agreement with OSHB or any other reasons, it sha not entite the famiy for any further aotment under this scheme. Locaity refers to the area covered under Bhubaneswar Deveopment Authority. The income eigibiity criteria : Famiy income shoud be above Rs.3,60,001/- per annum. A the units on offer for sae through auction are avaiabe in Genera category ony. Aotment : Conditions of Sae : a) The Houses wi be auctioned on as is where is basis with existing infrastructure in the scheme. b) Intending bidders are required to bid for specific House Number in prescribed appication form and submit the same in seaed cover. c) One famiy is entited to appy for one unit ony. d) Bid vaue must not be ess than the upset sae price and any such offer beow the upset price wi be summariy rejected and EMD wi be refunded after deduction of nonrefundabe processing fee and Service tax & Cess on it. e) The bids wi be opened on 04/10/2016 at A.M in the Conference Ha of OSHB. The Appicants/ their authorised representatives may remain present during opening of the bid. f) Highest bidder for specific house having a required documents wi get seected for Aotment. g) Service tax, Cess, VAT and other statutory Govt. dues as appicabe wi be over and above the bid vaue. h) The highest bidder wi have to pay baance of the bid vaue (Bid Vaue EMD) in one instament, within 45 days from date of aotment.

6 i) If the highest bidder fais to pay the baance money within 45 days from date of aotment, the EMD wi be forfeited. No extension of time or withdrawa after seection / aotment is aowed. In case of withdrawa after seection, EMD wi be forefeited. Refund : (a) The EMD of the unsuccessfu appicants wi be refunded without interest by Account Payee cheque/neft in favour of the appicant within three months from the date of auction. (b) Processing Fee is non-refundabe in a cases. Deivery of Possession : a) An aottee is required to execute the agreement for the house as & when intimated by OSHB. If the aottee fais to execute the agreement in time, watch and ward Rs.3,000/- per month wi be evied and beyond 6 months of intimation, the aotment wi be canceed and the deposited amount sha be refunded after due deduction as per Board s guideine. b) Whie taking deivery of the house, the aottee has to give an undertaking in shape of an Affidavit, to be submitted before taking over possession of the house that, he/she is taking possession on as is where is basis and that he/she sha not raise any objection thereafter. c) An aottee is required to take possession of the aotted house within the stipuated date after execution of agreement/deed containing the terms and conditions of aotment. Beyond the said stipuated date and within a maximum period of six months, possession can be given on payment of watch and ward Rs.3,000/- per month. If the aottee fais to take possession within six months from the stipuated date, the aotment made sha be canceed and the deposited amount sha be refunded after due deduction as per Board s guideine. d) The aottee must occupy the house after competing the baance work within one year of taking over possession, faiing which the aotment wi be iabe for canceation. Execution of Lease Deed : Stamp duty, Registration charges and other misceaneous dues wi be borne by the aottees as per prevaiing rate. The ease deed wi be made after competion of necessary formaities with Govt. Other Detais : a) A taxes, duties, and other evies, if any, sha be soey borne by the aottee. b) In case of any dispute regarding the meaning of any words(s), cause(s) in this brochure, the decision of Chairman, OSHB by way of carification is fina.

7 c) In case of revision of and premium by Govt. at any ater stage, the aottee has to pay the differentia amount, if any, before execution of ease deed. The Authority reserves the right to cance the offer at any stage without assigning any reason thereof. OSHB reserves the right to withdraw from or add to its offer of number of units / change certain conditions in the Brochure, which sha be binding on the parties. Any ega dispute, if arises, wi be within jurisdiction of Bhubaneswar ony.
