3 GOVERNMENT OF ODISHA OFFICE OF THE CHIEF DISTRICT VETERINARY OFFICER, NABARANGPUR ******************************************************************** The Chief District Veterinary Officer, Nabarangpur (Here in after read as CDVO, Nabarangpur) invites sealed bids for auction of Poultry Hatchery units(s) on lease basis at least for three years found at Veterinary Hospital campus, Nabarangpur, from Individuals/ Private Entrepreneurs/ NGOs/ SHGs/ Firms /Companies/ Partnership firms of State of Odisha having experience of running chick rearing units/ poultry units at least for a period of one year during preceding five years. In response to experience the bidders have to produce necessary certificate from VAS / Addl. VAS of concerned locality. The selected bidder has to run the hatchery unit mainly to produce and market day old chicks suitable for backyard poultry under low input technology. SALE OF BID DOCUMENTS The details are mentioned in the bid documents, which can be downloaded from District website The amount towards cost of bid documents can be submitted in shape of Bank Draft of Rs.600/- and i.e. Rs.30/- on it (Total Rs.630/-) drawn in favour of Chief District Veterinary Officer, Nabarangpur payable at SBI main Branch, Nabarangpur. The Bid Document can also be obtained by post on sending Bank Draft of Rs.600/- + i.e. Rs.30/- (Total Rs.630/-) in the manner as prescribed above along with request in plane paper and self addressed envelope of 9 X 12 size affixed with postage stamp of Rs.50/-. The request by post must be made at least 10 days before the last date of receipt of bid(s). Undersigned will not be responsible for any delay in this regard. Bid documents can be obtained from the office of undersigned on payment of Rs.600/- + 5% i.e. Rs.30/- on it (Total Rs.630/-) by cash during office working hours as per schedule date & time mentioned below. The cost of Bid documents is compulsory and non refundable and payment particular towards cost of Bid documents in shape of money receipt or bank draft must be enclosed in original with Bid Documents. The undersigned reserves the right to reject / cancel any or all the bid(s) received without assigning any reason thereof. Any legal dispute is subject to Cuttack Jurisdiction only. 4 OBJECTIVE Bidder has 1. To lease out the Poultry Hatchery including building, hatchery equipments machineries located at Veterinary hospital, campus, Nabarangpur for 03(three) years. 2. To manage the poultry hatchery to produce low input technology dual purpose day old chicks to promote Backyard poultry farming. 3. To produce day old chicks, to sale and market the same, as per suitable price fixed by the authorized committee. 4. To procure hatching eggs for production day old chicks only of the birds suitable for Back yard Poultry Development from the approved area approved list of low input Technology birds by the Govt. of India such as (a) Krisipriya (b) Vanaraja (c) Carigold (d) Nirbheek (e) Hitcari (f) Gramapriya (k) Cari Debendra (l) Kuroiler (m) Swamadhara (n) Gramashree (o) Rainbow Rooster (p) Kaveri (q) Upcari ( r) Nandanam 99 (t) Gramalaxmi (U) Rajasri (v) Satpurda-desi. In case of unavailability of hatching eggs of commercial broiler / commercial layer breeds can be made for production of day old chicks. In such a case he has to obtain a certificate from CDVO, Nabarangpur regarding non availability of low input technology bird. 5. To run the hatchery by arranging working capital from his own source, by using own man power and to earn appropriate profit on sale of day old chicks. Terms and conditions 1. Lease shall be for a period of 3 (three) years from the date of signing the lease agreement subject to satisfactory performance. 2. Each bidder must have experience of running chick rearing units / poultry units at least for a period of one year during preceding 5 years. In support of this, he will be required to produce necessary certificate from VAS/ Addl. VAS of the concerned locality along with the bid. Year wise details experience in this regard is to be submitted. In case of tie, bidder having more experience will be given preference. Bids will not be considered without experience certificate from the VAS / Addl. VAS. 3. Each bidder has to submit the money receipt / Bank Draft towards cost of bid documents and EMD as mentioned, without which bids will not be considered. 4. The minimum upset price of each District Hatchery units is fixed at Rs.30000/- per annum. 5. The Bid shall not be accepted if amount offered is less than the upset price notified.

5 6. The bidder who has offered highest price among the participant bidders for each hatchery unit and Over and above the minimum upset price shall be accepted as highest bidder (hear-in after called as H-I bidder or H-I) 7. Since the hatcheries will be leased for a period of three years, the highest bidder (H-I) has to pay 15% more of highest bid money for subsequent two years along with bid money of the 1st year at a time before execution of lease agreement. For example if the highest bid money comes to Rs40000/-, the bidder will pay (Rs.40000/- + Rs.6000/ - (15% more) =Rs.46,000/- for 2 nd year and Rs.46000/- +Rs.6900/- (15% more) = Rs.52,9000/- for 3rd year along with highest bid money of the 1st year. 8.The highest bidder will only hatch low input technology birds in the hatchery for supply to beneficiaries. 9.The highest bidder will be allowed only to procure hatching eggs of commercial broiler/ layer birds, if low input technology birds or are not available. In such a case the bidder has to obtain a certificate from Chief District Veterinary Officer, Nabarangpur regarding non availability of low technology bird. 10.The lessee can use the existing movable & immovable assets as found in each hatchery during the lease period without causing any damage to the assets. The Asset Verifying Committee of the Directorate, AH & VS, Odisha, Cuttack/ CDVO, Nabarangpur shall verify the assets at regular interval of six months & furnish performance valuation certificate for continuance of the lease. 11.The lease hatchery shall be used only for producing day old chicks and it is the sole responsibility of the bidder to sale & market the day old chicks. 12. The bidder shall pay electric charges, water supply charges and any other charges payable for the purpose of running he hatchery unit during lease period. 13. The bidder shall be required to maintain the building & machinery of the hatchery unit in good condition during the lease period. 14.The bidder will be held responsible for any loss or damage of assets including machinery & equipments found in the hatchery and in such a case the lease agreement shall be cancelled Forthwith and the amounts deposited including security money shall be forfeited to the Govt. Govt. will have right to initiate any legal action as deemed proper. 15. The lease will be terminated if the bidder will sublet the hatchery to any other person/ organization or remove/ dismantle the machinery, capital assets, equipments and movable assets found in the hatchery. 16. The bidder has to allow and provide necessary co-operation to the authorized officer who will visit to inspect the functioning of hatchery unit at any time. 17. The bidder shall not pollute the environment by accumulating unnecessary wastes / garbages. He has to follow the bio security norms as per rules.

The Individuals/ Private Entrepreneurs/ NGOs/ SHGs/ Firms / Companies/ Partnership firms can apply for one or more hatchery unit(s) not exceeding three but he has to purchase/ download separate bid documents & apply separately for each separate hatchery unit submitting cost of bid documents separately for each different unit subject to deposit of EMD separately for each unit. One bid carrying offer for more than one hatchery unit will not be considered. 19. No bidder shall be allowed to bid for more than three hatcheries in his name or in the name of any family members and will be required to submit affidavit to this effect. 20. DEPOSIT of EMD (i) The participant bidder has to deposit Rs.2000/- (two thousand only) towards Earnest Money Deposit (EMD) for each hatchery unit in shape of National Savings Certificate (NSC), Post office savings Accounts, A/c payee demand draft of any Nationalized Bank, fixed deposit receipt at any Nationalized Bank, which is to be duly pledged in favour of the Chief District Veterinary Officer, Nabarangpur (ii) EMD of successful bidders shall be adjusted against the performance 5% of the leased value finalized iii) The EMD of unsuccessful bidders shall be returned within seven days of the date of opening of the bid documents being approved by the CDVO. (iv)the EMD will be forfeited if the bidder withdraws the bid or not accept the quoted price after the bid is open or disobey the terms & conditions of bid or show unwillingness to sign lease agreement. 21. PERFORMANCE SECURITY : The successful bidders shall be required to deposit the performance 5% of three years lease value / which is over and above Rs.3.00 lakh of security deposit mentioned below. The performance security shall be deposit in shape of demand draft. 22. SECURITY DEPOSIT:- The highest bidder of each hatchery unit has to deposit Rs.3.00 lakh (Three lakhs) in addition to performance security at the rate of 5% of lease value, towards security deposit as a guarantee against capital assets along with full bid money of three years after adjustment of payment made on the date of finalization of bid within 10 days of acceptance of bid after which lease agreement will be executed. In case the highest bidder fails to deposit the balance bid money along with Performance security deposit together within 10 days of acceptance of the bid the EMD & 25% of deposited bid money by the bidder shall be forfeited and 2nd bidder shall be negotiated immediately by Director. Both security deposit & Performance of lease value has to be submitted in shape of National Savings Certificate (NSC), Postal Savings Bank Account, Fixed Deposit Receipt in any nationalized Bank, Which to be duly pledged in favour of the Director, Animal Husbandry & Veterinary Services, Odisha, Cuttack. The security money will be released & returned back to the successful bidder after 60 days of successful completion of lease period is over. The security deposit shall be forfeited if any violation is made in any terms and condition of lease agreement. 23. DEPOSITION OF LEASE VALUE : The highest bidder (H1) has to deposit 25% of lease value on the same day in cash / demand draft & balance amount shall be deposited within 10 days or on the date of the execution of agreement whichever is earlier. In case of H1 fails to deposit the 25 % on the same day the second highest bidder (H-II) shall be negotiated and EMD of H-I bidder shall be forfeited to Govt. (the demand draft will be made in favour of Chief District Veterinary Officer, Nabarangpur.) The lease value comprises the bid money of 1st year, 2nd year and 3rd year. In this regard the participant bidder if selected have to ready to deposit 25% of the lease value of all the three years together on the day of finalization of bid. 24. The bids will be opened as per date and time schedule in presence of the Committee formed by the CDVO, Nabarangpur in presence of bidders only. Each bidder has to present in day of opening of the bid up-to finalization of bid. No person shall be allowed to present on behalf of any other person unless he/she holds proper authorization from original bidder.

7 25. The letter of conformation regarding H-I bidder will be issued to successful bidder on behalf of the Director, within two days of finalization of bid. 26. The interested bidders can visit the hatchery unit during opening hour of the hatchery units on or before last date of sale of bid documents and such visit should be made with due permission of concerned officer in-charge of hatchery units. 27. The bidder shall not be entitled to any claim cost, charges, expenses etc. incurred by him or incidental there to in connection with submission of the bid document and during & before or after the lease contract period. 28. The highest bidder has to acknowledge receipt of inventory of both movable and immovable assets of the hatchery. 29. The CDVO, Nabarangpur reserve the right to reject/ cancel any or all the tenders received without assigning any reason thereof. 30. Any dispute arises out of the contract shall be settled amicably. However, the decision of Director, in this regard shall be treated as final. 31. All disputes are subject to Nabarangpur Jurisdiction only. 32. The CDVO, Nabarangpur shall not be responsible for loss of bid documents dispatched by post and also for any delay in delivering to the addressee. 33. If the due date so mentioned be a holy day or declared as a holiday by the Govt. of Odisha the last date and time for submission and opening of bids shall respectively be on next working day. Guidelines for filling up the Tender Papers. 1. The Bid documents shall be filled in English only. 2. CAPITAL Letters shall be used to fill up the Bid documents. 3. The form should be filled in blue / black ball pen in GOOD HAND WRITING / NEATLY TYPED / COMPUTERISED PRINTING. 4. To avoid question of alternation / mismatching, the bidder has to put his/ her signature in each page of bid documents(s). 5. All corrections, alternations and additions in the bid documents (s) should be avoided. However, if any corrections / alternations made should be authenticated by initial/ signature of the bidder. 6. The authorized person or head of the Individual/ Private Entrepreneur/ NGO/SHG/ firm / Company/ Partnership firms should sign in the appropriate place with date & seal as instructed. The designation of the said individual should be mentioned. 7. The signature must be similar at each page of bid documents.

8 8. To avoid complicacy, the bidder has to go through the instructions, terms and conditions provided along with bid documents thoroughly and then fill up the bid documents carefully. 9. The mentioning of quoted price must be in Indian currency only. MANNER OF SUBMISSION OF BID DOCUMENTS :- 1. The BID documents containing the annexure must be kept in a properly sealed envelope and cover must be super scribed with BID FOR AUCTION OF DIST. POULTRY HATCHERY UNIT ON LEASE BASIS LOCATED AT NABARANGPUR) & being addressed to CHIEF DISTRICT VETERINARY OFFICER, NABARANGPUR and submitted either dropping it in the prescribed box at CDVO, Nabarangpur office or send by post in the manner prescribed below. (a) SUBMISSION AT CDVO Office:- The sealed envelope carrying tender papers can be dropped in specific TENDER BOX placed at Chief District Veterinary Officer, Nabarangpur on or before last date & time mentioned. The bidder have to drop the envelope informing authorized person who is in charge of tender box. (b) SUBMISSION BY REGISTERED POST / SPEED POST The bidder can submit the bid document in sealed envelope prepared in prescribed manner by registered post / speed post which must be reach on or before the date / time specified the bidding authority will not be responsible for any delay in this regard.
