5 4 - Working results.substantial participation in the European discussion process:» Integration of renewable energy sources in Europe without a strong infrastructure is an illusion» An efficient European energy infrastructure will not possible without a functioning European market model» The European energy policy must initiate a paradigm shift: Targets until 2020 are defined (vision until 2050) Tools to implement the targets must be developed Competence of the European Union (Art. 194 of the Treaty) must be fully used Contradictions in the European sustainability strategies must be removed 5

8 4.2 Regulatory issues & Financial aspects.offshore grid development is a multinational project and regulators must react accordingly.transparency in national decisions is absolutly necessary.substantial investment (offshore and onshore) will require the right regulatory framework.regulatory decisions must better reflect the developments of the financial markets 8

9 4.3 Planning & Authorisation procedures.offshore grid in the Northern Seas makes sense if integrated with the onshore grid and connected to storage facilities.faster and more transparent authorisation procedures.european environmental law has to be adapted to the offshore conditions.european sustainable energy development policy must be harmonized» Infrastructure development» Environmental constrains 9

11 4.4 Setting Technical Standard.HVDC standardization to increase the interoperability (voltage level and control)» European approach is essential.modular development of a DC grid with multiterminal HVDC systems» European pilot project necessary.partial underground cable versus overhead lines» A case by case project solution 11

12 4.5 Regional potentials.regional potentials are great opportunities for the energy industry value chain.regional potentials are not geographically identical with national boundaries.regional potentials use requires willingness to act at European level 12
