President Md. Zillur Rahman urged the professional chartered accountants to play a responsible role in ensuring transparency and accountability of institutions for greater interest of the government and the countrymen. Its my belief that you (accountants) yourself will show transparency and patriotism. Chartered Accountants are the most vital force in driving the economy of the country to achieve budgetary goals of the government, says President Md. Zillur Rahman while inaugurating the International Conference of Chartered Accountants in Dhaka. The Institute of Chartered Accountants of Bangladesh (ICAB) organized the daylong conference on 9th August The theme of the Md Zillur Rahman Honourable President conference was "Role of Chartered Accountants in the Mobilizing of National Resources" in which Nobel Laureate Professor Muhammad Yunus attended as special guest. Governor of Bangladesh Bank Dr. Atiur Rahman presented the key note paper on the theme of the conference. Speaking at the inaugural session, the President described the role of professional accountants as very important in ensuring the fair financial management of the national budget, which is greatly contributing to the government and non government sectors. The government mostly depends on direct and indirect taxes to meet budget expenditure but many individuals or institutions for

2 avoiding the tax amounts prepare their annual balance-sheets in ways which do not reflect the real accounts, he warned the professional accountants. Honourable President mentioned that the ICAB has been relentlessly working to produce skilled and professional chartered accountants in the country and those professionals have been acquiring fame and dignity in their activities at home and abroad. It s the demand of time to make the country s financial management more beautiful and disciplined in line with the competitive world, he said. The President expressed his satisfaction over the role of the Chartered Accountants who are providing input of transparency, accountability and good governance in the financial statements of entities of the country. Expressing his belief, the President said all participants would be more benefited through the conference by sharing their latest knowledge and experience. Dr. Jamaluddin Ahmed FCA, President, ICAB said that Jamaluddin Ahmed FCA President-ICAB accountancy plays a key role to ensure c o r p o r a t e governance, transparency, accountability and professional ethics in financial reporting and the Chartered Accountants are now directly linked with banking and non-banking financial institutions, insurance companies, capital market institutions and listed, non-listed companies and entities of all varieties and dimensions who can generate resources to the national exchequer to finance the development and non development expenditure of the Government. The country is seriously in need of investment in the Power, Gas, Electricity and other infrastructure for rapid economic Press Conference Immediately before the International Conference for Chartered Accountants 2010, the Public Relation Sub Committee of the Conference organized a Press Conference at Pan Pacific Sonargaon Hotel on 8th August Presided over by Dr. Jamaluddin Ahmed FCA, President, ICAB other members of Public Relation Sub Committee, Council Members participated in the Press Conference. The importance of International Conference for Chartered Accountants 2010 was explained in the Conference in the context of today s scenario in South Asian Region. The theme of the Conference was Role of Chartered Accountants in the Mobilizing of National Resources. The Press Conference ended with the vote of thanks to the media for their cooperation. development which needs huge resources. The professional expertise of the chartered accountants can play a very sound role in the process of the mobilization of resources for the government to finance the development activities of the country. Nobel Laureate Prof. Muhammad Yunus, Managing Director of the Grameen Bank also expressed hopes about the role of the c h a r t e r e d accountants in Dr Muhammad Yunus shaping the MD, Grameen Bank economy of the country. Professor Muhammad Yunus commented that chartered accountants are the most vital players in preparing transparent financial statements of the entities and their cautious supervision of audit work and providing opinion thereon help the entities to rectify their roadmap. Governor Dr. Atiur Rahman in his keynote presentation said the accountants and the auditors could play important roles in accumulating the government s tax Dr. Atiur Rahman from the households Governor, Bangladesh Bank and business enterprises. The present tax-gdp ratio is 9.2 percent compared to 8.9 percent of tax GDP ratio during last fiscal year, he said, adding that the government has stated a five year plan with a target of ensuring the tax-gdp ratio of 12.9 percent by Dr. Atiur Rahman informed that the government has been considering enactment of a law for the professional accountants. Around 500 professional accountants from home and 45 foreign professionals from the SAARC countries took part in the daylong conference. 3 Two Technical Sessions held Dr Jamaluddin Ahmed FCA, President-ICAB presenting his paper in Technical Session-I. In the afternoon two technical sessions were held on the topics, Perspective plan and the Resource Mobilization Strategy of the Government of Bangladesh and Value Added Taxes in Bangladesh-An Effective way of Internal Resource Mobilization. The papers were presented by Dr. Jamaluddin Ahmed FCA, President, ICAB and Mr. M A Baree FCA, former President, ICAB of the organization respectively. Bangladesh Government is preparing a perspective plan. Government has a mission that by 2021 Bangladesh will be middle income country. If we want to go there we have to recast our collecting system, saying Dr Jamaluddin Ahmed FCA, President, ICAB while presenting paper on Perspective plan and the Resource Mobilization Strategy of the Government of Bangladesh in the Technical Session-I of the International Conference of Chartered Accountants Dr. Jamal said that accountants help to collect revenue for government, valuation tax. Valuation tax is an internal resource. It is an important area. He mentioned the NBR source and said that in the current year the collection was almost 2% or more of total revenue. The other areas are directors, corporate tax and the reduction of the source. It is other important area where authority collects tax. In these areas accountants can help to collect money for government. At the same time when accountants certify the balance sheets and income statements in the report, they calculate the profit and liability around the people. They follow the rules and regulations of the Government applicable to Bangladesh from revenue department to make provision for tax. They assist their clients in preparing their tax return. These are the areas where accountants can help. Dr. Muhammad Farashuddin, President, Board of Directors, East West University moderated the session. In Technical Session-II Mr. Baree exposed that the government should step up measures to enhance the tax collection system. Speakers at the conference also stressed the need to better the tax-gdp ratio of the country. Although the country s tax-gdp ratio is gradually increasing, still it is lowest among the South Asian countries, said M A Baree FCA, former president of ICAB. One of the main reasons behind such a low ratio is that our government provides tax exemption facilities to many sectors. For example, the transport sector accounts for more that 11 percent of our GDP, but contributes only 1 per cent to the GDP, he said. So it s time for the government to take serious measures, such as improving the tax collection system and make it more pragmatic to increase the ratio. Baree was speaking on the topic Value Added Tax in Bangladesh: An Effective Way of Internal Resource Mobilization. Also many taxable areas enjoy exemptions, he said, citing example of tax break in income tax, zero rate and other special exemptions for imports and truncated base for VAT. He suggested the government take separate strategies for different revenue resources, including income tax, VAT and import duty. VAT is an important revenue source for the government. So the collection target must be made on the basis of the potential in each sector instead of setting a typical target comparing with the previous year, said Mr. Baree. He called upon the government to limit the Statutory Regulatory Orders (SRO), notices and circulars to a manageable level. The National Board of Revenue should take services from the chartered accountants to cope with the skill dearth at the board, said Mr. Baree. He also stressed revising the VAT regulations and making those users friendlier to increase tax collection. Mr. Zahir Uddin Ahmed FCA, former President of ICAB moderated the session. 5 Ensure Transparency in Financial Management Commerce Minister calls upon CAs Mr. Muhammad Faruk Khan, MP, Honourable Minister for Commerce, GoB was the Chief Guest of the Valedictory Session of International Conference. Commerce Minister Muhammad Faruk Khan called upon the chartered accountants to maintain international standards in their profession and ensure transparency and accountability in the financial management. Addressing the Valedictory Session of the International Conference of Chartered Accountants 2010 at a local hotel on 9th August Mr. Faruk Khan said chartered accountants could have alerted people before the recent global economic recession. However, he said, Bangladesh has successfully overcome the recession when many rich countries have suffered a lot. The 4.11 percent growth in export in the last 4 years has proved that the recession did not harm Bangladesh that much. He praised the important contributions of CAs in this regard. The Commerce Minister said chartered accountants have more responsibility towards social welfare as they are from the affluent section of the society. He called upon them to come forward in the well being of the poor and marginalized people of the society. Mr. Faruk Khan mentioned various steps taken by the government to improve power situation and traffic management, construction of Padma Bridge and elevated expressway in the capital. He said 10,000 MW power will be generated by About 500 chartered accountants including 45 from SAARC countries attended the conference organized by the Institute of A section of participants at Valeditory Session. 6 The 8th Board Meeting of the South Asian Federation of Accountants (SAFA), an apex body of SAARC held on 8th August 2010 at Pan Pacific Sonargaon Hotel, Dhaka at 2.00 pm under the Chairmanship of Mr. Komal Bahadur Chitracar, President SAFA. Office bearers of SAFA, Board Members & Technical Advisors of SAFA member bodies attended the meeting. SAFA Board Meeting decided the following matters: SAFA Summit is scheduled to be held on 11-12th December 2010 at Kathmandu. ICAN shall provide all the logistic support and undertake financial responsibility as the host body. A five member working group coordinated by SAFA Vice President Mr. A. N. Rahman was formed to review and finalize the sub-themes within end of August st SAFA Assembly Meeting was held in the evening of the same day under the chairmanship of Mr. Komal Bahadur Chitracar, President SAFA. Mr. A N Raman, Vice President SAFA, Mr. Sheikh A. Hafiz, Advisor SAFA, Mr. T. Karthikeyan, Permanent Secretary SAFA, Mr. Paramananda Adhikari, Executive Secretary SAFA and Heads of Member Bodies & other delegates of all SAFA member bodies participated in the 71st SAFA Assembly Meeting. In this Assembly meeting, revised constitution has been passed as proposed by the Board. The meeting also decided that next Assembly meeting will be held at Chennai, India on 05 January 2010 In the morning of 08 August st SAFA Assembly, 14th SAFA Board, Task Force and Different Committee meetings held Mr. Komal Chitracar, President SAFA is presiding over the 14th SAFA Board Meeting. following Task Force and SAFA Committee meetings were held: a. Task Force to develop Broad Guidelines for Organizing SAFA Summit b. SAFA Committee for Improvement in Transparency, Accountability and Governance (ITAG); c. 7 Mr. Apurba Kanchan Dasgupta FCA (Enrl No. 233) died on 18 August He was 66. He left behind his wife, daughters and sons. A virtuous person and dedicated professionals, late Mr. Kanchan was loved and respected by all. Mr. Kanchan qualified as Chartered Accountant from the Institute of Chartered Accountants of Bangladesh (ICAB) in the year September He was involved with Habib Sarwar & Co. Apurba Kanchan Dasgupta was a noble soul and was always held in high esteem by his relatives, friends and admirers. The participants in a prayer of late Kanchan to almighty Allah, the merciful, for salvation of the departed soul and give the bereaved family the strength and courage to bear his irreparable loss. The members of the Institute expressed deep sorrow at the sad demise of Mr. Apurba Kanchan Dasgupta. 8 IFAC News Two IFAC Nominees Selected as Members of IFRS SME Implementation Group Robin Jarvis and Ricardo Rodil to Join SME IG The International Federation of Accountants (IFAC), the global organization for the accountancy profession, welcomes the announcement by the International Financial Reporting Standards (IFRS) Foundation of the membership of the newly created SME Implementation Group (SME IG). IFAC is pleased to note the appointment to the SME IG of two of its nominees Robin Jarvis and Ricardo Rodil. The group s mission is to support the adoption and implementation of the IFRS for Small and Medium-sized Entities (IFRS for SMEs) around the world. As such, it will develop non-mandatory guidance for implementing the IFRS for SMEs in the form of questions and answers that will be made publicly available on a timely basis and make recommendations to the International Accounting Standards Board if and when needed regarding amendments to the IFRS for SMEs. The members of the group will serve a renewable term of two years from July The full list of members is available here. We are gratified that two of our nominees were selected to join the SME IG, said Ian Ball, CEO of IFAC. Both small- and mediumsized practices (SMPs) and SMEs are vital parts of the global economy. IFAC provides support to SMPs, in collaboration with our member bodies, so that they can provide high-quality services to their SME clients. We also support professional accountants in business, many of whom work in SMEs and will use the IFRS for SMEs. Providing input into international standardsetting including auditing and assurance, ethics, and accounting standards to help ensure that they are relevant to SMPs and SMEs is a key part of our work. Robin and Ricardo will help the SME IG fulfill its mandate by bringing invaluable insights from their professional experience, along with that drawn from their experience with IFAC s Small and Medium Practices Committee. IAESB Releases 2010 Handbook of International Education Pronouncements The International Accounting Education Standards Board (IAESB) has released the 2010 edition of its Handbook of International Education Pronouncements. The 2010 Education Handbook contains the IAESB s suite of eight International Education Standards (IESs), including the Framework for International Education Standards for Professional Accountants (the Framework), as well as three International Education Practice Statements. The handbook has been updated to include the new Framework document, a revised glossary that includes new terms from the Framework, and minor editorial corrections. The new Framework, which uses a more concise and simplified structure so that firsttime readers can readily understand the content, sets out the underlying educational concepts that the IAESB uses in its publications. These concepts will promote greater consistency in IAESB publications and help make the standard-setting process more efficient and effective. The new Framework replaces the previously existing Framework for International Education Pronouncements and the Introduction to the International Education Standards documents, which were published in October Translations of Clarified ISAs Approved in several European languages The Directorate General Translations (DGT) of the European Commission (EC) has approved for publishing the translation of the International Auditing and Assurance Standards Board (IAASB) Clarity Standards in the following six official European Union languages: Finnish, Lithuanian, Romanian, Slovakian, Slovenian, and Swedish. The DGT is currently reviewing translations of the standards in an additional 14 languages. The translations include all 36 of the IAASB s clarified International Standards on Auditing (ISAs) and the International Standard on Quality Control (ISQC 1) as approved in February These translations are a vital part of the EC s ongoing consideration of the adoption of the IAASB Clarity Standards throughout the European Union. Ethics Code Translations underway Since the release of the revised Code of Ethics for Professional Accountants (the Code) in July 2009, IFAC has received formal permission requests and proposals for translation of the Code into 23 languages. The majority of these languages are European, but they also include other official languages of the United Nations (UN), such as Arabic and Chinese. Member bodies and other stakeholders in the accounting profession are encouraged to translate the pronouncements published by IFAC in order to make them more widely accessible to members of the profession in their native languages. Increasing the accessibility of the pronouncements through translations is a priority for IFAC in promoting their adoption and implementation. Russian is the only official UN language for which a translation of the Code is not currently being performed. A Russian translation proposal would be welcome by IFAC to fill this gap. Open Consultations and Exposure drafts IFAC Consults: Changing Roles and Employer Expectations of Professional Accountants in Business The Professional Accountants in Business (PAIB) Committee of IFAC recently released for comment the Consultation Paper, Competent and Versatile: How Professional Accountants in Business Drive Sustainable Organizational Success, that highlights how employer expectations of professional accountants in business are expected to change in light of global trends and evolving organizational needs. The paper analyzes these expectations in relation to eight drivers of sustainable organizational success what companies need to do to achieve and sustain success in the changing global economic landscape. The drivers were defined based on an analysis of three long-term trends influencing organizations: globalization, complexity, and technology. The drivers provide the framework for key activities that professional accountants will be expected to perform. These activities are highlighted under the following four roles that form the cornerstones of the services provided by professional accountants: creators, enablers, preservers, and reporters of sustainable value. 8
