The other members of the team were ICAB Vice President Mostafa Kamal FCA, Past President & Council Members M Farhad Hussain FCA & Kamrul Abedin FCA, Secretary Major General Mohammad Imrul Quayes (Retd) and Director (Technical) Mahbub Ahmed Siddique FCA. They discussed various professional matters, future course of actions and structural formation of newly formed Financial Reporting Council(FRC), etc. The FRC Chairman requested ICAB team for necessary cooperation for smooth functioning of the oversight body. The office of the FRC, is temporarily located in Dhaka's Kakrail area. Mr Ahmed, along with a few high officials of the finance division, joined the FRC office few months back. The Chairman informed that he has a plan to arrange the maiden meeting of the Council very soon and it may undertake some major decisions on dealing with things on this important front. He also requested that ICAB would come up in the meeting with proposals and guidelines for functioning of the FRC. He said that FRC wants to develop good partnership with the members of the ICAB so that it could work for the best audit practices in the country. The law of the watchdog organisation, passed in Parliament sometime in 2015, provides for promoting the highest standards among auditors, enhancing credibility of financial reporting and improving quality of accounting and audit services. Representatives at the Institute of Chartered Accountants of Bangladesh (ICAB) welcomed the new chairman and said they would work together for development of the accounting practices in the country. 2 FROM THE DESK OF CHAIRMAN EDITORIAL BOARD Dear Fellow Members and Friends, Assalamu alaikum and greetings to you all. ICAB has achieved significant successes in many areas, and I hope certainly it is on the route to achieve excellence. It has made eventful progress in education, training, setting standards, quality assurance, IT, infrastructure, management, professional conduct and in other relevant areas. We have also identified untapped areas where ICAB needs to concentrate immediately. This includes the need to attract high-quality graduates to this profession. And considering that as the most coveted area of concentration, ICAB has taken various initiatives to attract the high quality students of reputed universities and professionals of different professional institutes in the CA Profession. Accordingly, ICAB has developed Credit for Prior Learning (CPL) policy; under this policy it has signed MOU with two universities and working on this issue with several others. ICAB is also going to organize some grand programs in near future to uphold the image of CA Profession and attract brilliant students. ICAB has entered into the era of Financial Reporting Council (FRC). Now we should focus on a functional and effective FRC and mutually collaborative role of all the stakeholders to achieve the intended results. Moreover, it appears that to function properly, the newly formed FRC would have to be in close contact with ICAB for its years long experience and skills. Very recently the President-ICAB and his team made a courtesy visit to the office of Mr. C. Q. K. Mustak Ahmed, Chairman, FRC. There was discussion on various issues like future course of actions, structural formation of the newly formed Council, etc. The ICAB team assured him of our cooperation. ICAB is always ready to work with them, and the combined effort will ensure the development of the profession and the nation at large. We are entrusted ourselves for inspiring business confidence in Bangladesh. ICAB is always in favor of any rational and implementable positive changes for the greater benefit of the nation and the profession, and it would continue to do so always. Dr. Jamshed S A Choudhury FCA ICAB Delegates Participated in Meeting with World Bank re Closure of IDF Project Delegates from ICAB participated in a meeting with the World Bank at its Dhaka Office on 13. The ICAB delegation was comprised of Vice Presidents Mostafa Kamal FCA & Mahamud Hosain FCA, Council Members Dewan Nurul Islam FCA, Md. Shahadat Hossain FCA, Mahmudul Hasan Khusru FCA, Secretary Maj Gen Muhammad Imrul Quayes (Retd.), Project Director & former Secretary AKM Rahmatullah FCA, Project Consultant & Fellow Member Burhanuddin Ahmed FCA, Director (Technical) Mahbub Ahmed Siddique FCA, Senior Deputy Director Md. Saiful Islam FCA, Deputy Directors Yesmin Hosna FCA & Ayesha Rahman FCA and Database System Manager Mohammad Delowar Hossain. From the WB, Lead Financial Management Specialist Suraiya Zannath Khan FCA and Financial Management Specialist Mohammad Atikuzzaman FCA were present in the meeting. The meeting was convened for formal closure of Investment Development Fund (IDF) project Strengthening Online CPD Programme Online CPD Programme is one of the important features of ICAB ERP Project, it enables members to participate and earn credit hours through online especially who can t be present in member conference physically. During the last couple of months of year three (03) member conferences were held and three Online CPD Programmes were conducted following those member conferences. Significant number of members attended in online CPD Programme successfully and earned credit hours. Online CPD module of ERP Financial Reporting Framework and Audit Practice. The meeting expressed full satisfaction over successful implementation of the project by ICAB which was started from July Earlier in a programme at Hotel Pan Pacific Sonargaon, Project Advisor Burhanuddin Ahmed FCA made a presentation on the outcome of the project and it was highly appraised by the audience. The World Bank had emphasized on the E-Learning, which was one of the component of the project. Under this project, ICAB introduced E-learning in its academic campus. As a result, students do not require to be present in classroom physically. They can learn their lessons from the remote areas through ICAB E-learning system. Upon satisfactory implementation of the project, Suraiya Zannath Khan FCA advised that ICAB should dig out the areas where ICAB and WB could work under a new project specially on improvement of audit practices in the country and the matters connected therewith. project is functioning smoothly, steps for participating in online CPD are mentioned below: Step-1: Please log in using your enrollment no and password (default password is , you can change the password) Step-2: After login you will have a dashboard and a menu at left side with Upcoming CPD tab. Step -3: Then you will have a list of CPD Programme available to participate as online CPD. 2

3 Clicking on View you will have the resources like presentation, keynote papers, audio-video etc. to gather knowledge on respective CPD topic. Clicking on Apply you will be registered for this CPD program. Step-4: After clicking on Apply a message will appear showing you registered for this CPD Program Step -5: Again clicking on View button you will have a quiz (Go for Quiz) Step-5: After clicking on Go for Quiz you will enter into the quiz process showing some instruction about the quiz. After clicking on Strat Quiz, quiz will be started. Members from Chittagong Regional Committee are participating in Online CPD Seminar. Step-6: You will have to select correct answer and submit for each question then next question will appear. Step-7: After completing the quiz, you will get an notification having a certificate for successful participation. Teleconference between ICAB and CA Worldwide Ateleconference between ICAB and CA Worldwide (CAW) on induction with ICAB relating to its membership was held on 12. Ruth Hidalgo, Senior Manager, CA Worldwide and ICAB President Adeeb Hossain Khan FCA were representing their respective organizations. Besides, ICAB Secretary Maj Gen Mohammad Imrul Quayes (Retd) and Director (Technical) Mahbub Ahmed Siddique FCA were also present during the conference. Mr. Hidalgo welcomed ICAB team and briefed about the background of CA Worldwide including business plan 2017, CAW branding, its membership and associates strategies and objectives, key meetings & events like board meeting, CEO meeting, benefits and individual membership of CAW, etc. CAW also focused on ICAB s participation in upcoming event; CEO meeting in August in Mumbai hosted by The Institute of Chartered Accountants of India(ICAI). Adeeb Hossain Khan FCA briefed about the Institute. He emphasized on the common areas where ICAB and CAW could work together in coming days to build awareness among chartered accountants wherever they are around the world as the chartered accountant designation is globally recognized in accountancy, finance and business arena. 3

4 President s Communication Dear Fellow Members, Assalamu Alaikum and greetings to you all. My dear colleagues and fellow members of the Institute, I have passed seven months of my presidency and they have been quite eventful. Only when one sites in this "Chair does one realise the amount of effort office bearers and executive team have to put in just keep everyday operations going. My heartfelt gratitude to the members of the Council and the executive team for their support and tireless efforts. Let me update you on the important activities in the month of July. A teleconference between ICAB and CA Worldwide (CAW) was held on 12 July 2017 where Ms. Ruth Hidalgo, Senior Manager, CA Worldwide and I had a conversation on various professional issues. ICAB Secretary Maj Gen Mohammad Imrul Quayes (Retd) and Director (Technical) Mahbub Ahmed Siddique FCA were also present during the conference. Ms. Hidalgo briefed about the background of CA Worldwide including business plan 2017, branding of CAW, its membership & associates strategies and objectives, key meetings & events like board meeting, CEO meeting, benefits and individual membership of CAW, etc. She also focused on ICAB s participation in upcoming event like CEO meeting in August in Mumbai hosted by The Institute of Chartered Accountants of India (ICAI). I briefed about ICAB and put emphasis on the common avenues for working together in coming days. I believe our collaboration with CAW will take ICAB to greater heights in the years to come. Meetings of Council and Standing & Non-standing Committees and Sub-committees The following meetings of the Council, Standing and Non-standing Committees and Sub-committees of ICAB were held during the month of : Standing Committees: - 7th Meeting of the Investigation & Disciplinary Committee (IDC) was held on 15 at 11:00 am. - 3rd Meeting of the Human Resource (HR) Committee was held on 17 July 2017 at 5:30 pm. - 11th Meeting of the Council was held on 25 at 4:00 pm. - 2nd Meeting of the Technical Research Committee (TRC) was held on 26 at 5:30 pm. Non-standing Committee: - 4th Meeting of the Information & Communication Technology Committee (ICTC) was held on 12 at 5:30 pm. Standing and Non-standing Sub-committees: - 1st Meeting of the Working Group regarding Public Sector & Corporate and Business Houses and liaison with different Ministries, Govt and Chamber Bodies of Professional Development Committee (PDC) was held on 11 at 5:30 p.m. - 2nd Meeting of the Working Group on Professional issues related to Non-Government Organization (NGOs) and MFIs of Professional Development Committee (PDC) was held on 12 at 6:00 pm. - 5th Meeting of Renovation Committee was held on 13 at 3:00 pm. - 1st Meeting of the Working Group on Professional issues related to Banks and Financial Institutions of Professional Development Committee (PDC) was held on 17 at 6:00 pm. - 2nd Meeting of the ERP Project Steering Committee of Information & Communication Technology Committee (ICTC) was held on 19 at 6:00 pm. - 3rd Meeting of the Working Group on exploring job opportunity for professionals and combating/addressing professional threats of Professional Development Committee (PDC) was held on 26 at 6:00 pm. - 1st Meeting of NGO Sub-committee of Review Committee for Published Accounts & Reports (RCPAR) was held on 30 at 5:30 pm. - 1st Meeting of Information & Communication Technology Committee (ICTC) was held on 31 at 3:30 pm. 6 ICAB Academic Campus News The Pre-examination Classes for Professional Stage-Knowledge Level (16th Batch, Sections: A-H) which were started from 12 June 2017, for Examination Session: November- December 2017 at ICAB Academic Campus, will now be concluded on 31 August There are 472 students joining with 113 teachers for the Class Session: June-August As a result, the cumulative number of participated students of ICAB under new curriculum has arisen at 13,433, till July 31, The regular classes for the students of Professional Stage-Application Level (15th Batch) & Advanced Stage (14th Batch) would commence from Sunday, 03 September 2017 at ICAB Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka A Notice has already issued in this regard and all the concerned students are advised to enroll the classes by 29 August 2017 at Campus and adhere the session accordingly. On the other hand, day time classes for Knowledge Level (2nd Batch) are going to be held from Thursday, 10 August 2017 at ICAB Academic Campus. By issuing a-special notice, all practicing members of the Institute entitled to train articled students have requested to kindly notify their students to enroll the classes by 08 August 2017, and permission to the students to present at the day shift classes within delimited schedule in the interest of the CA profession. Within the month of, the Vice President (Education and Training) of the Instyitute, Mr. Mostafa Kamal FCA has visited the ICAB Academic Campus on 03, 08, 14, 22 & 25, during the class-hour in the evening shift and Fridays' day time session. He met with the students and faculty members, to know about the areas needed to improve with a view to make the campus environment, services and activities more congenial for study. He advised all the concerned for proper implementation of the outcomes of his visits as well. 8 CRC-ICAB Organized CPD Seminar on Basic Concepts of Leadership Chittagong Regional Committee (CRC) of ICAB organized a CPD Seminar on Basic Concepts of Leadership on 8 at the Ichamati Hall at Hotel Agrabad, Chittagong. Major Md Saimon Sikder, Instructor, East Bengal Regimental Centre of Bangladesh Army presented the key note paper. Moize Hossain, Group Advisor, BSRM Group of Companies and former senior vice president of Bank of America, USA was the Special Guest of the seminar. Showkat Hossain FCA, Partner, Hoda Vasi Chowdhury & Co., Chartered Accountants conducted the session as Session Chairman. A panel discussion was held thereafter. Council Member Md. Shahadat Hossain in a Meeting with the Prime Minister National Wages and Productivity Commission 2015 submitted its report to hon ble Prime Minister Sheikh Hasina on 4. State Minister for Labour and Employment Mujibul Haque Chunnu, MP, Commission Chief N I Khan and Member Md. Shahadat Hossain FCA, among others were present in the meeting with the Prime Minister in her office. After seven months the National Wages and Productivity Commission submitted the reports. In completion of the report the contribution of Mr. Hossain was highly appraised by the commission chief. The Prime Minister said it would ensure the labour rights in Bangladesh. News from IFAC Website IIA elects a former PwC auditor as chair to its global board of directors The Institute of Internal Auditors (IIA) has elected Michael Peppers as chairman of the global board of directors for a one year term. Peppers is currently overseeing the internal audit functions of the University of Texas System. Prior to his work in internal audit, he was a senior auditor at PwC. CPA Ireland collaborates with IIPA CPA Ireland has announced that its members have voted to adopt the admittance and regulation of members from the Institute of Incorporated Public Accountants (IIPA) in a Constitution between the institutes. Ninety percent of the CPA Ireland members voted in favour of the motion and 95% of IIPA members voted in favour. The transfer date has been set for 1 September 2017 where members of the IIPA will be formally admitted into the new FIPA/AIPA categories of membership of CPA Ireland. 10 News from IFAC Website New International Public Sector Financial Accountability Index to Stimulate PFM Reform At the Chartered Institute of Public Finance and Accountancy (CIPFA) s 2017 Conference in Manchester, UK, the International Federation of Accountants (IFAC) and CIPFA announced the launch of the Public Sector Financial Accountability Index. Developed jointly by IFAC, as part of its Accountability. Now. initiative, and CIPFA, with the Zurich University of Applied Sciences as knowledge partner, the index will be the first of its kind to provide an accurate global picture of public sector financial reporting quality. In particular, the index will provide a picture of the extent of accrual accounting and adoption of International Public Sector Accounting Standards. It will also aim to provide a better understanding of accounting and budgeting reform plans, and help stimulate public financial management (PFM) reforms. The main output will be a regularly updated country-by-country public database. It will initially focus on central government, and expand over time to include state/provincial and local government. The index will initially be populated with research data on individual countries and regions, collected by various international institutions. National standard setters will be invited to review, comment upon, and supplement the information, after which the first set of data will be made available in November The Public Sector Financial Accountability Index will provide better insight into the extent of global public financial reporting reform, and stimulate further reform, said Fayez Choudhury, IFAC Chief Executive Officer. High-quality accrual-based information that captures the entire picture of a government s finances and its funding commitments, both now and in the future, is the foundation for strong public financial management, said Rob Whiteman, CIPFA CEO. 11 Accountancy Age Reports PwC fined $1m over Merrill Lynch audit The Public Company Accounting Oversight Board (PCAOB) has fined PwC $1m ( 760,000) over its 2014 audit of Merrill Lynch. The US-based watchdog levied this fine following PwC s failure to observe rules relating to customer protection when auditing Merrill-Lynch. The Security and Exchange Commission (SEC) s customer protection rules require broker-dealers such as Merrill-Lynch to hold certain customer securities in a segregated account free of liens, which is aimed at protecting customer securities from claims by creditors. PwC sued by NHBC for 35m in tax dispute The National House Building Council (NHBC) is suing its auditor PwC for 35m, over allegations the Big 4 firm failed to disclose that the council was overpaying corporation tax. NHBC alleges that PwC did not inform them of a change in law in 2005, which meant the council was no longer required to pay tax for increases in the value of substantial investments in index-linked, gilt-edged securities. The council, which is a provider of insurance for new homes, says it overpaid corporation tax by 41.46m over a decade, until PwC alerted them of their overpayments in March Although the council has been able to reclaim 13.8m from HMRC, a large chunk of the overpaid taxes cannot be claimed as the four-year claim period for tax errors has expired. The case has been brought to the Commercial Court, with NHBC aiming to reclaim the outstanding 27.6m and 7.3m in interest. This legal action is the latest blow to the Big 4 firm, who have recently been dropped as Wetherspoon s auditor and had their bank auditing rights revoked in Ukraine. FRP Advisory announces merger with BWC FRP Advisory, business advisory firm, has announced a merger into the partnership of BWC, a firm of independent corporate recovery and insolvency specialists based in Yorkshire and Teeside. The merger bolsters FRP Advisory s presence in the north by creating a power-house of independent restructuring advisors, and also adds a new office in Teeside for the firm. FRC launches investigation into Deloitte s audits of Mitie The Financial Reporting Council (FRC) has launched an investigation into Deloitte s auditing of FTSE 250 company Mitie s accounts. The FRC confirmed they were looking into whether there had been any breaches of relevant requirements in relation to the statutory audits for the full years If the FRC finds wrongdoing, Deloitte could face an unlimited fine. Wetherspoons to replace PwC as auditor J D Wetherspoon will replace PwC as its auditor, terminating a 34 year relationship. The pub chain confirmed that after a competitive tender process it is recommending Grant Thornton, top 5 firm, to its shareholders as replacement auditor. PwC will continue auditing Wetherspoons until 31. European audit reform legislation that came into effect last year requires companies to put their audit out to tender every 10 years. PwC did not put a tender offer in following Wetherspoon s decision to enforce mandatory audit rotation. HMRC appoints new director generals HMRC has appointed Penny Ciniewicz as director general of customer compliance, moving from her current role of chief executive of the Valuation Office Agency (VOA) that she held for eight years. Ciniewicz takes over from interim director general David Richardson, who took on the role following the departure of Jennie Granger last month. Melissa Tatton, currently director for HMRC s individuals and small business compliance, will replace Ciniewicz as chief executive for the VOA. Both Ciniewicz and Tatton will be commencing their new roles on 4 September. Meanwhile Angela MacDonald will take on a new role overseeing the customer services group, leaving her current role of operational excellence director in HMRC. MacDonald replaces Ruth Owen, who stepped down last month. MacDonald will take up the role on 7 August. 11

MOODLE is Australia based open source LMS and worldwide Moodle community is contributing for the improvement of this LMS platform. After successful implementation of Moodle ICAB education system will get a new dimension, students will be able to attend in classes virtually when they are in client sites in remoter areas, they will be able to get learning resources from anywhere whenever convenient for them. Meetings of Sub-Committees of RCPAR In the evaluation process of Annual Reports of public and private sectors organizations, Review Committee for Published Accounts & Reports (RCPAR) formed sub-committees for various sectors to evaluate the reports as per SAFA evaluation criteria. The evaluation of the reports is carried out by the members of these sub-committees and the summary of the evaluation reports were reviewed by concerned sub-committees for finalization. The summary of those disciplinary actions is as follows: Case # 1: Cases Shafiq Basak & Co Chartered Accountants regarding the audit of Alltex Industries Limited for the year ended 30 June Case # 02 Shafiq Basak & Co Chartered Accountants regarding the audit of Prime Textile Spinning Mills Ltd. for the year ended 30 June Basis of Investigation Complain of Bangladesh Securities & Exchanges Commission (BSEC) Complain of Bangladesh Securities & Exchanges Commission (BSEC) Summary of Findings The management of Alltex Industries Limited prepared the Audited Financial Statements for the year ended 30 June 2015 without complying with the applicable reporting framework in the following cases whereas the auditor failed to: a. address the materially understatement of financial charges in Audited Financial Statements (AFS) as well as the disclosure of understated amount of contingent liabilities despite of the qualified audit opinion of the last year s auditor on the same issue; b. address the issues regarding non-disclosure on the percentage of Shareholding position under Para 16 b (ii) & (iii) and c of BAS 27; c. address the issue regarding defective accounting policy on charging of depreciation of Property, Plant and Equipment of the Company as the policy was not in compliance with the Para 55 of BAS 16; and d. address the issues on the foreign exchange gain/loss as the Company did not recognize any loss/ gain on foreign currency transaction whereas Alltex Industries Limited is a 100% export oriented Company. The auditors also failed to discharge their responsibilities with regard to: a. express any audit opinion on the Property Valuation Report in compliance with BSEC Notification # SEC/CMRRCD/ /150- /Admin/51 dated 18 August 2013 as well as on the non-submission of valuation report with the Audited FS; b. apply appropriate audit procedures and to obtain sufficient information and evidence to warrant the expression of the audit opinion in case of interest expenses on the loan liability of Sonali Bank; and c. take into cognizance the qualified audit opinion of the last year auditors in conducting audit. In addition to the above, the auditor formed audit opinion on the Audited Financial Statements (FS) erroneously which was not in line with the Bangladesh Standards on Auditing (BSA). The management of Prime Textile Spinning Mills Ltd. prepared the Audited Financial Statements for the year ended 30 June 2014 without complying with the applicable reporting framework in the following cases whereas the auditor issued an unqualified audit opinion and failed to discharge their responsibilities with regard to: a. address the materially understated amount of depreciation expenses on revalued Disciplinary Actions Decisions-1: The Council-ICAB imposed monetary penalty of Tk. 500,000 (Five lac) upon Mr. Md.
