In order to minimize the sampling error, it was calculated that 500 usable returns per NUTS 1 Zone would be required. Some NUTS 1 Zones were adjusted to make the sizes of each NUTS 1 Zone within the country were more equal. For example, in Portugal the main continent had 9 Million population and the other 2 NUTS 1 Zones (Madeira and Acores) only had between them. There were also similar adjustments made in Denmark, Finland, France, and Sweden. Population figures were obtained from Eurostat. However, concern was raised regarding larger zones (in terms of geographical area, population, and economic importance) were receiving a disproportionate number of returns, and so an alternative method of calculating the sample sizes for each NUTS 1 Zone were sought. In order to keep the total number of usable returns at 60000, the average number of returns per Zone is 735. Therefore, country totals equals 735 multiplied by number of NUTS 1 Zone in country (e.g. Germany has 16 NUTS 1 zones, which equates to useable returns). The country totals must be distributed amongst the NUTS 1 Zones, but to retain the minimum sampling error, the minimum number of usable returns per NUTS 1 zone must be 500. A maximum return of no more than 1000 was chosen, so as not to oversample any NUTS 1 zone. Many suggestions were made for dividing the total sample sizes for each country into the individual NUTS 1 Zones. GDP and car ownership was discounted as it was thought that the survey would become biased towards smaller urban NUTS 1 Zones. The number of NUTS 5 Zones per NUTS 1 Zones was discounted, as the data was not easily obtained for all 15 countries in the survey without a large financial cost. It was decided to use population, as this was the most acceptable to all members of the working group and ensured that there was a reasonable distribution over all NUTS 1 Zones. Consequently, the distribution per NUTS 1 Zone is based upon the variance of the population of the NUTS 1 Zone from the lowest populated NUTS 1 zone and multiplied by a coefficient to ensure that the correct total number of returns for the country is achieved. These figures have been rounded to nearest 5 returns whilst retaining country returns purely for practical reasons. Two NUT 1 Zones had to be further adjusted as the calculations resulted in Denmark West having 490 and Nordrhein-Westfalen in Germany 1156 returns. The remaining NUTS 1 Zones in Denmark were adjusted to ensure that the total number for the countries remains at the determined level. It was also decided that the total number of returns for Luxembourg should be restricted to 500 as it has by far the lowest population (and only 1 NUTS 1 Zone).
