2 Ukraine Context Ukraine is a lower middle income country and a food surplus nation CBT makes sense yet not feasible in non-government controlled areas; Prolonged conflict has impacted physical and economic access to food; The situation remains fluid, challenging and unpredictable operational flexibility is vital

8 Challenges & Lessons Learned Lack of WFP accreditation in Ukraine - not able to open bank account, directly sign bank/retailer agreements CBT not always feasible or fast to set-up ex. NGCA; Gov of UKR with high risk banks. Fluid prices, markets, high inflation FLAs: long procedure; tight funding deadlines; Flexibility in modalities is key; Limited capacity of CPs: not familiar with WFP/CBT in emergencies: gradual scale-up/trainings to both WFP national staff and of the CPs Lack of CPs operational in Ukraine with access in NGCA; politicised environment Cumbersome bank procedures / Ukrainian legislation /taxations system: Partners hesitant to do CBT Security and Protection concerns

9 WAY FORWARD SCOPE roll-out in Dec (potential for one common platform and complementary projects with other organizations) Discussions with UNICEF to utilize WFP e-vouchers (as one card platform/e-voucher) for delivering of both food assistance and hygiene items CBT still not feasible in NGCA continues CBT feasibility and market assessments are key to assess/evaluate risks, feasibility etc. Forge complementary partnerships; tap into government s safety nets

10 Alexandra and her husband moved in with their only daughter Elena, 55, whose small house is located in the same town, and she is taking care of them with the small means she has. The couple are among 5 million people who are affected by the conflict in eastern Ukraine. It has left them homeless, and completely dependent on their daughter and a small pension that does not cover their basic needs. They receive World Food Programme (WFP) vouchers, which frees up some of what little money they have so they can buy the medicines they need. Aleksandra Yakovchuk, 77 yo. living in Mironovskiy town in Donetsk oblast, 5 km from the frontline She was sleeping in the kitchen, the warmest place in her house, when she woke up to a very loud bang. That was the sound of shelling. The shelling that night left its mark on Aleksandra: a serious foot injury that kept her in hospital for two months. She is still in pain, and it prevents her from walking normally. The profound pain I still feel in my foot reminds me every day of that dreadful night, she says.
