Roundtable introduction All partners have presented themselves in roundtable format. 2. Review of last action points The following points of the previous Shelter Cluster Meeting were briefly discussed: o Partners to fill out 5W form o Shelter Clusters to share link to Dropbox for uploading PDM and for accessing them online (DONE) o Partners to share PDM results and suppliers mapping (ongoing) o Shelter Cluster to meet with Donetsk Oblast for implementing partnership on winterization (DONE) 3. Updates from National Cluster (JIPs Profiling Working Group and follow up, Contingency Planning) JIPs Profiling Working Group and follow up JIPs had recently done a scoping mission in Ukraine that aimed to explore the possibility of providing support to the Shelter and Protection Clusters and other relevant partners, including national and regional authorities, in the development of the objectives, methodology, and data collection methods and forms of the profiling, while ensuring a collaborative and durable solution oriented approach throughout the process. o One of the activities that JIPs did, was a visit a Collective Center in Kiev in order develop mainstreaming guidelines for permament solution for IDPs in Collective Centers SOS Kramatorsk expressed concerns that it would be challenging to collect and verify information on potential IDP beneficiaries SOS Kramatorsk emphasized large winterization needs in Collective Centres, e.g. Svyatye Gory and Troyanda o At the moment only Luxemburg Red Cross had been supporting Collective Centres with NFIs distribution, no specific plans for fuel distribution o UNHCR decided not to extend assistance for Collective Centres this year Ukraine 2
3 o Currently ICRC, PIN, Arche Nova made no plans to support IDPs residing in Collective Centres Subnational Coordinator highlighted existing need to advocate for assistance to Collective Centers, as there had been observed a huge gap for winterization assistance What Assistance to Collective Centres Action Point Partners to consider possibility of assistance to residents of Collective Centres Damage database updates Subnational Coordinator briefly updated partners on the damage database which at the moment contained addresses in both regions Donetsk and Luhansk o By September damage database will be send back to the local authorities for reconciliation o Shelter Cluster continued to cooperate with Health and Education Clusters on adding healthcare and education facilities to the database o Currently 3000 addresses of schools from Donetsk GCA and NGCA were submitted to the database thanks to Education Cluster and relevant stakeholders, partners contributions would be welcomed- Partners were encouraged to look at these addresses and provide updates as to whether they had worked on the schools. o Shelter Cluster planned a meeting with Health Cluster next week to discuss inclusion of damaged healthcare facilities to the database Winterization and Partnership Updates Subnational Coordinator presented updates of a recent meeting with Donetsk Oblast Authorities o Shelter Cluster and local authorities discussed durable shelter solutions for residents of collective centers. Collective Centers remained a priority; however, this year less assistance would be available due to decreased funding as donors did not see Collective Centers as a sustainable solution o Similarly, there was a need to prioritize targeted assistance, and Donetsk Oblast Authorities were contacting relevant departments in order to prepare lists with locations of concerns Subnational Coordinator mentioned the increasing prices of utilities services and its negative consequences on vulnerable population. While subsidies would be provided, it was important to raise awareness among affected population and IDPs that they would be eligible to receive subsidies. It was suggested that SC could support the authorities in developing a factsheet or mainstreaming communication programming in partner projects on available subsidies for IDPs and local affected population which could be distributed along with winterization assistance. The purpose of the factsheet would be to present information in accessible manner. Subnational Coordinator updated partners on Donetsk utilities subsidy program Ukraine 3
4 Sub-national Cluster also compared this information with the data that had been collected from 507 IDPs and 579 non-displaced persons in Donetsk Oblast by the REACH initiative. Partners asked whether this included heating and it was further investigated that this excluded heating. Subnational Coordinator asked Housing and Utilities Department what were selection criteria for utilities subsidies Housing and Utilities Department responded by saying that Department of Social Protection was in charge of subsidies accounting Shelter Cluster to follow up with the Department of Social Protection on selection criteria for utility subsidies Ukraine 4
5 Housing and utilities also shared that they could provide updated data on winterization process for communal services in Donetsk Oblast with latest figures from July What Developing of subsidies factsheet Update of locations of concern Clarification of utilities subsidies criteria Analysis of Utilities Data provided by REACH Action Point Shelter Cluster to support a factsheet on utilities subsidies to mainstream accountability to affected populations Donetsk Regional Authorities to contact relevant departments in order to prepare lists with locations of concerns Shelter Cluster to follow up with the Department of Social Protection on utilities subsidies eligibility criteria Shelter Cluster to follow up with REACH on partner feedback Subnational referrals updates Subnational Coordinator briefed partners on the latest received referrals o Recently Shelter Cluster had received some referrals for shelter repairs from remote areas with security risks that partners had not been able to cover. However, following the discussion with OSCE that had continued monitoring visits to such locations, OSCE suggested to accompany shelter actors to perform such acute emergency repairs. This service was available on request of individual agencies, and had been used by ICRC to provide acute repairs in front line communities on previous occasion. Partners update on locations of concerns NGO Plich o Plich pointed out large needs in Mayorsk with a population of 600 people. Ukraine 5
6 o The settlement consisted of private shelter and a dozen of apartment buildings, which sustained the following damage: - leaking roofs (from artillery damage - cracked double-glazed windows; - destroyed centralized heating system; - prior to the conflict the settlement had gas supply, and at the moment the pipeline had been destroyed, and all the houses had gas boilers installed, therefore fuel provision remained an open question. Last year ICRC assisted the residents with bottled gas distribution - also the issue of water supply in apartment buildings had not been resolved o The Majority of residents had moved to Nikitovka, Gorlovka due to poor living conditions in Mayorsk o UNHCR had been looking into the option of distribution of electrical radiators, but the power supply was too low Subnational Coordinator recommended acute emergency repairs (plastic sheeting intervention) for Mayorsk, also asked partners to think if they could include Mayorsk in winterization planning though noted that one had to think carefully how to proceed as many NGOs had security policies that would not permit them to work in the area due to high risk of shelling ICRC had received requests for plywood for damaged/destroyed windows, as installing new windows would be unsustainable due to high likelihood of shelling NGO Proliska introduced itself as an implementing partner of UNHCR. The agency monitored locations of concern that include the following: Opytnoe the village with population of 50 people is cut off from water, gas and electricity supply Vodyanoe Nevitskoe Solnechnoe last year PIN assisted beneficiaries with fuel for burjuikas Vostochnoe Zhovanka residents were not able to collect wood due to trip wire, preferable modality would be direct fuel distribution It was also noted that: Mayorsk had not have administrative subordination to the Ukrainian government, Zhovanka meaning that these locations did not have the appointed village councils Bahmutka Peski Opytnoe NGO voiced concerns that village councils of certain locations (Novoluhanskoe e.g.) did not cooperate with UNHCR and did not provide beneficiariy lists, leaving vulnerable population without required winterization assistance. Also in some villages, e.g. Semigorye local residents stepped on trip wire, while collecting wood in a forest NGO Plich o Plich mentioned they had experience organizing a team of volunteers to do some repairs, as they had already done in Mironovskoe with Save the children for roof repairs o Partners were informed that there was a factory producing solid fuel boilers in Artemovsk. If necessary it would be possible to negotiate a discount for bulk purchase o According to the latest news, Zaicevo checkpoint would be transferred to Mayorsk, therefore utility services (gas, water) would be fixed, however the security situation remained unclear Subnational Coordinator noted that while most of the agencies had been focusing on frontline locations, IDPs in Kramatorsk, Sloviansk and other locations further away from frontline also needed assistance Ukraine 6
7 o e.g. In Luhansk, Mercy Corps planned to implement small cash grants for shelter repairs (to non-conflict in poor condition houses) for IDPs living in poor conditions further away from the contact line Arche Nova raised a question of repairing abandoned houses for IDPs that had not planned to return to the place of origin R2P responded that the issue of shelter donating was complex as there was no legislation in place. The question should be addressed to Technical Inventory Bureau PIN Livelihoods PM inquired whether partners had previously considered purchasing old houses to accommodate IDPs. Livelihoods Department was considering doing such project It was suggested Livelihoods Department contacted Arche Nova, because the agency had information on old houses that could be sold Sub-national coordinator reminded participants of the question of documentation in these cases and relevant cases in question should be referred to legal teams like the Housing and Land Property Working Group What Locations of concern Referrals of legal cases related to HLP Action Point Partners to take into consideration locations of concerns for winterization assistance Partners were reminded to refer cases of HLP to NCRC HLP Working Group and ICLA team Updates from partners ADRA (UNHCR funded project) had no concrete plans on winterization at the moment ADRA (German Funded project) planned to partially repair and insulate wall, currently the agency had no plans on fuel assistance PIN would implement cash for clothing vouchers, coal for fuel. PIN was still testing alternative eco-friendly solutions to verify their efficiency and burning rate Arche Nova planned to implement assistance with fuel, most likely coal as it was a preferred by beneficiaries o The agency had not decided yet on the content of winterization NFI kits o Arche Nova had recently done a field visit to Kirovo with R2P and Volnovaha, where DRC had previously distributed construction materials, however not every household was able to do the repairs themselves, therefore Arche Nova was considering to cover labor expenses in the location o The agency had observed that residents from Toretskoe had moved to Kurdyumovka due to the severity of damage and inability to do the repairs themselves Subnational Coordinator reminded partners about a column in damage database where information about unfinished repair work should be recorded- Several cases of donation of materials with repairs not being completed had been raised, so it was important for partners to follow up with post distribution monitoring. If partners were unable to provide support to households who needed extra assistance with the materials, it could be referred to other partners. R2P told partners about Collective Center in Druzhkovka that managed to find shelter for handicapped IDPs, but it had been quite challenging Ukraine 7
8 o The issue of appropriate shelter for handicapped beneficiaries remained important. Most of landowners refused to rent out an apartment/room to a handicapped person, because they believed they would not be able to cover the expenses due to the suspension of social benefits and they did not want to take on a burden SOS Kramatorsk mentioned a handicapped female beneficiary that was trying to find accommodation in Kramatorsk, she was temporary placed in a facility repaired by UNDP NGO Proliska mentioned that it had been suggested to relocate IDPs from a Collective Center to a sanatorium for TB patients in a village named Ostryi What Referrals of shelter needs for handicapped beneficiaries Action Point Shelter Cluster to refer cases of accommodation of handicapped beneficiaries to Age and Disability Working group Winterization Guidelines Updates Subnational Coordinator reminded partners that winterization guidelines would be updated by August 15 th, so it was vital to integrate lessons learned on winterization and encouraged partners to share the results of PDMs Ukraine 8
9 SOS Kramatorsk pointed out that infrastructure will not be repaired in front line location in the nearest future, therefore electric radiators, burzhuikas stoves would be a good fuel solution. The idea of a solar battery was also proposed especially as not all households had access to gas/electricity. Subnational Coordinator mentioned that NRC had a project with pellets distribution (7.5 tons of pellets for 4 months) and that PIN was looking at biofuel and coal pressed pellets as had been mentioned earlier. SOS Kramatorsk underlined that pellets required specific boilers, but reequipping would be costly- Sub-national Coordinator mentioned that fuel type had to be assessed according to the type of household s heating system. Subnational Coordinator said that coal was the easiest to ship, use and store for contingency stock NGO Proliska mentioned that beneficiaries would have some winterization from last year, e.g. clothing, so partners would need to take that in consideration Subnational Coordinator briefed partners on preliminary results of REACH assessment on winterization According to the assessment the majority of beneficiaries would need coal, wood and bottled gas. Also beneficiaries required kerosene, though it was unclear if it were used for lamps or as a fuel. It was noted that the breakdown between already have, do not need, will have and will not have was not yet clear to Sub-national Cluster, so further consultation on this issue would have to be done with REACH. Insulation and heating Subnational Coordinator brought up the issue of insulation for water leakage and walls. Shelter repairs seeking to insulate the house or at least one enclosed area would be a sustainable solution especially as winterization assistance might be dwindling in the future. PIN for example in NGCA was prioritizing glazing for affected households rather than distribution of NFIs. Ukraine 9
