Absence from representatives from DCA Bhutan was regretted. Meeting agenda is attached in annex 2. SUMMARY 1. Outcomes of the first meeting: To satisfy the request of the SARI 21 WG members formulated during the 2 nd SARI 21 WG meeting it was agreed during the third meeting to focus on Subpart B and Subpart J (DOA) and support the meeting with a workshop on CS 25 (Cabin Safety and Environmental System only). The workshop part of the meeting was led by an Airbus expert. The SARI 21 WG Terms of Reference (TOR) dated 8 February 2013 have not been approved yet. 2 before the fourth meeting. (Action: SARI Member States to formally approve the TOR) The EC regulation reference on which should be based SARI Part 21 has not been formally agreed. Given the difficulties that may create the latest EC regulation (748/2012) EASA recommended to rather use EC regulation The industry from pointed out that they are already following 748/2012 which introduces the concept of Standard Changes and Repairs and they would prefer to stay as close as possible to the current EASA requirement. However the M indicated post meeting they would not use the provision of standard charges and repairs provided by 748/2012. The regulation reference will be agreed during the 4 th meeting. (Action: WG to agree on the EASA regulation reference during the 4 th meeting) 2. Workshop on Subpart B & Subpart J: Extensive information on the concept of Design Assurance and the respective role of Compliance Verification Engineers and Design Airworthiness Engineers was provided. The workshop also emphasised the definition of modification, repair and design change. It pointed out the role of Design Approved Organisation that is to approve Design Data, in the framework of a type certification (TC) process of a product or for the development of a Supplemental Type Certificate (STC). The workshop insisted on the link between DOA under Part 21, CAMO under Part M and AMO under Part 145 and their respective responsibilities in the framework of aircraft maintenance in an EASA environment: Part 21 Subpart J DOA released approved data Part M Subpart G CAMO obtained approved data from a Part 21 Subpart J DOA Part 145 AMO performed maintenance in accordance with approved data provided by CAMO Regarding Cabin safety & Environmental Systems the workshop use as a reference EASA CS 25 Amendment 13 as well as to the operational requirements laid down in EU-OPS (EC 859/2008). The workshop was supported by study cases. 2.1 Development of Part 21 Section A: Draft SARI Part 21 dated 30 May 2013 was used as a reference to continue the development of SARI Part 21. The comments provided by DGCA India in their dated 17 June 2013 were reviewed. These comments when acceptable will be taken into account. The foreword will be revised to reflect the content of Part 21 and not M as it is the case today. It was agreed to keep the concept of STC. It was agreed not to include Restricted TC and STC in SARI Part 21. It was agreed to use the STSO terminology in lieu of ETSO. The definition of STSO will need to be investigated further. 3 21.A.1 item 6 will be amended to take into account the definitions contained in EASA Part 21 such as product and components. 21.A.1: definition of non-complex power aircraft may be added for consistency with other Parts. This will be confirmed during the 4 th meeting. 21.A.23: delete paragraph 21.A.35: EASA to provide information on the 2722kg weight limit 21.A.109: delete EPA 21.A.112B(b): reserved 21.A.118A: delete EPA. General SARI policy to be considered regarding marking. Confirmation to delete Subpart F. Development / deletion of Subpart G to be considered later. Development / deletion of Subpart H to be considered later. Development / deletion of Subpart I to be considered later. 21.A.258(Findings): may be relocated in Section B for consistency with other Subparts. This will be reviewed when developing Section B. 21.A.259 (Duration and continued validity): for consistency with the other Parts the approval may be issued for a limited duration. To be confirmed during the 4th meeting. 21.A.432(B): a common position should be established during the 4 th meeting. 21.A.439: to be reviewed during 4 th meeting A consolidated version of SARI Part 21 will be released before the end of August (Action: SARI Coordinator to build and release the consolidated version). Note: SARI 21 currently address domestic product (TC, STC or change / repair to TC or STC). It does not cover imported products. It was agreed to address also imported product under SARI Part 21. Regulation paragraphs will be drafted accordingly and presented during the 4 th meeting. JAR 21 and MCAR 21 may be considered as reference to develop the relevant paragraphs. 3. Next meeting: Review the open items of the 3 rd meeting. Review the consolidated draft issued after 3 rd meeting and additional paragraphs for imported products.
