3 One: Basic Principles and the Value of Asset Management To understand what asset management is and why it is important to you and your community. In order to achieve this we will: 75 minutes This session provides an understanding of the basic principles of prudent asset management, by reviewing the role of the elected members as stewards of the council s significant investment in infrastructure. In particular they will be able to: Identify the when undertaking asset management Introduce the concept of lifecycle management Understand the drivers behind asset management in Local Government Gain an appreciation of the real value of asset management to you as a councillor. 4 Two: Elected Members As Decision Makers To gain an understanding of where asset management fits into the business of Local Government. 90 minutes Most councils spend large amounts of money on buying and building, operating and maintaining assets which are expected to provide service for many years. Elected officials will be better able to understand the significance of asset decisions on the organisation as a whole, including on the long term viability of the council. The focus is on ensuring councillors understand: The LTCCP and asset planning Asset management plans Financial budgeting and reporting Management of risk, and Performance reporting. 5 Three: Looking in more Detail At Key Elements Of Asset Management To explore some elements of asset management in more detail. 120 minutes The focus of this session is to gain a better understanding of the elements in asset management, that councillors will frequently come into contact with as decision makers, including: Identifying where each element fits into the asset lifecycle Appreciating the importance of the element in the overall management of community infrastructure assets, and Identifying the key councillor considerations for each of the elements. 6 Four: Key Asset Life Cycle Strategies To gain an understanding of the key lifecycle strategies asset managers use to manage assets on behalf of their council. 60 minutes Knowledge of key asset life cycle strategies is designed to assist elected members to better understand the basis of the asset decisions they are being asked to make on behalf of their community. This session includes topics on: Growth and future demand forecasting Condition and performance Risk management Maintenance analysis. Local Government New Zealand August 2011 V2 Page 6 of 7

7 Five: Summary, Evaluation and Wrap-up To reflect on today s learning 15 minutes This activity requires the facilitator to wrap-up the day, including: Tying up any loose ends that have remained parked from earlier in the day Reviewing expectations and concerns Asking participants to complete their evaluation forms.
