2 TATA INSTITUTE OF FUNDAMENTAL RESEARCH Ref.: TFR/PD/CA16-155/PUB Technical Specifications Liquid Chromatography High Resolution Mass Spectrometer System is required for identification, confirmation and quantification of small and large known and unknown target molecules. Core Specifications Item Specifications Description 1 One Vendor Solution Both the Liquid Chromatograph and HRMS must be manufactured, supplied and installed by a single vendor to provide a seamless integration between the LC and MS. 2 Service and Support Both the Liquid Chromatograph and Mass Spectrometer must be fully supported by the supplier to provide a seamless instrument diagnostics between the LC and mass spec. At least 10 years spares support need to be provided. MS Specifications Item Specifications 1 Ion Source Must have dual ESI source to spray reference standard along with sample introduction and facility of changing source without interrupting vacuum. 2 Mass Range 100-6,000 amu or better 3 Analyzer Type Suitable analyzer geometry capable of providing resolution >20,000FWHM Page 2 of 11

3 4 Mass Accuracy Minimum mass accuracy in MS and MSMS mode must be 3ppm for internal and external standards across the entire mass range 5 Mass acquisition mode Must be capable to do all analysis including MS, MSMS together in single analysis. The system should have a quadrupole prior to high resolution analyzer to do targeted proteomics and other targeted high sensitive quantitative analysis. It also needs to have option of fast polarity switching to do complete scanning in single run. Option of direct injection (syringe pump) should be provided along with the instrument. 6 Sensitivity Sensitivity should be in the level of picogram to detect trace level compounds 7 Linear Dynamic Range Must have 5 orders of linear dynamic range 8 Temperature Stability Operating temperature 16-30deg centigrade or better 9 Spectral Acquisition rate Must be 10 spectra/sec or better in MS and MSMS mode 10 Vacuum System Highly efficient vacuum systems consist of Turbo molecular pumps followed by rotary mechanical pumps must be provided Liquid Chromatograph Specifications Item Specification Description 1 Pump Must be quaternary gradient pump or binary pump capable of high pressure mixing and delivering solvents at a min psi pressure Page 3 of 11

Must be having cooler to control till 4deg centigrade 8 Column Oven Column oven should go till 80deg 9 Column Analytical columns of the following specifications should be provided with the instrument: C3, 4.6 x 150 mm, 5 micron (5 Nos) C8, 4.6 x 150 mm, 3.5 micron (2 Nos) Polymer column, 4.6 x 150 mm, 300 angstrom, 5 micron (1 No) Polymer column, 4.6 x 150 mm, 100 angstrom, 3 micron (1 No) 10 Detector (DAD/PDA) nm wavelength range Data Management System Item Specifications with Description 1 Required Computer to be supplied along with instrument. 2 Integrated software to control MS and LC together The Software should be capable to generate chemical formula and structure of unknown compounds. Software for peptide mapping needs to be quoted. Software to be quoted for Proteomics and Metabolomics application and also for confirmation of known proteins and peptides. Software for protein deconvolution need to be quoted. A separate database and software for unknown protein identification need to be quoted as optional. Page 4 of 11

5 3 The Software shall be capable of Auto calibration and all quantitative work flow. 4 All necessary gases including nitrogen generator need to be supplied with the instrument. 5 UPS 10KVA with built and capable to take load for 1hr to be supplied 6 Warranty 1Year warranty is required and additional 2 years warranty should be quoted as optional. PART A (Technical Bid) consisting of Technical Bid & Commercial Terms and PART B (Price Bid) consisting of only Price shall be submitted in separate sealed envelopes duly super scribed with the tender enquiry number, and the due date in bold letters, addressed to the Admn. Officer (Purchase), Tata Institute of Fundamental Research, Homi Bhabha Road, Colaba, Mumbai The envelopes should be clearly marked on top as either PART I or PART II. The two sealed covers should be further put in a master cover super scribed with the Tender Enquiry No., Due Date in bold letters, addressed to the Admn. Officer (Purchase), Tata Institute of Fundamental Research, Homi Bhabha Road, Colaba, Mumbai The sealed master envelop has to be delivered by hand/courier at the security Gate Officer of TIFR on or before hrs on the due date specified. The technical bid will be opened in the presence of attending tenderers at hrs on the due date at Purchase Section, TIFR Mumbai. Tenders submitted after hrs. on due date will not be considered. 2. In case the PART A and Part B bids are not sealed in separate envelopes the tender will be rejected. 3. The technical bid should not contain any indication of the price. 4. After scrutiny of Technical Bids, Price bids of only those bidders who are shortlisted on technical basis will be opened at on later date. The opening date, time and venue will be intimated to the technically successful bidder. 5. Tender Document Fee: Tender fee Rs. 700/- (Non-refundable) in the form of D.D. in favour of " Registrar, Tata Institute of Fundamental Research" payable at Mumbai" to be enclosed with the Technical Bid (Part - I) 6. EMD: Earnest Money (EMD) Rs. 2,70,000/- in the form of D.D. drawn on a nationalized bank in favour of "Registrar, Tata Institute of Fundamental Research" payable at Mumbai to be enclosed along with the Technical Bid (Part - A). Tenders which are not accompanied with Earnest Money Deposit are liable to be rejected. The earnest money will be refunded to the unsuccessful bidders on finalization of the contract. The EMD will not carry any interest and it will be interest free deposit to TIFR. 7. Bidders who have not accepted the job/order awarded to them or withdrawn from the tender process OR whose EMD/Security deposit has been forfeited in the past their bids will not be considered and treated as ineligible / disqualified. Quotation must be valid for a period of 180 days from the due date. 10. Tenders containing correction, overwriting will not be considered. Late or delayed/unsolicited quotations/offers shall not be considered at all. These will be returned to the firms as it is. Post tender revisions/corrections shall also not be considered. 11. Tenderer should sign on all the pages of the technical bid and the price bid. 12. In case of any interpretational issues in this tender, the interpretational decision of the TIFR shall be Final & binding on the bidder. 13. TIFR reserve the right to ask for or to provide any clarification, changes after the release of this tender. 14. TIFR reserve the right to cancel the tender even after the receipt of tender, and in such case the EMD would be refunded without any interest to the bidding parties. 15. The offer for Import item should indicate separately the price on CIF, FOB & Ex-works basis (duly packed airworthy / seaworthy and of international standard). For local item /supply, offer should be on FOR basis (i.e. total landed cost for delivery at TCIS, Tata Institute of Fundamental Research, Hyderabad). 16. If equipment offered is to be imported, arrangements for import will be made by us. 17. Tenders who do not comply with any of the conditions are liable to be rejected. 18. The Institute shall be under no obligation to accept the lowest or any other tender received in response to this tender notice and shall be entitled to reject any tender without assigning any reason whatsoever. 19. TIFR exempted from paying of Custom duty under the notification No.51/96 dated , Excise duty under the notification No.10/97 dated for all procurements/supply meant exclusively for Educational, scientific and research purpose. Whenever the exemption certificate not honoured by the authorities, the applicable duty will have to be paid. Hence Excise & Custom duties and Service tax, if any, should be shown separately. 8 20. TIFR reserves the right to place the order for part/reduced quantity than what is specified in the tender 21. The Supplier shall arrange to deliver the ordered materials within the mutually agreed delivery period mentioned in the order unless extended with / without penalty. a) In case of delay in supply on the part of the supplier, a 0.5% per week of order value will be charged for delayed period subject to maximum of 10% of order value. b) The same rate of penalty shall be applicable for late installation of the equipment / instrument also. 22. Payment terms: For Local Orders: The payment will be made only after delivery of the supply, satisfactory installation, commissioning, acceptance and performance of the item/equipment at TIFR Mumbai and after certification by our technical expert/ Authorized officer and on submission of Performance Bank Guarantee drawn on nationalised bank equivalent to 10% of Purchase Order value. The PBG shall be valid for a period of 60 days beyond the date of warranty period. For Import Orders: 80% payment shall be made through irrevocable L/C on presentation of complete and clear shipping documents and balance 20% of the amount shall be released after the receipt, installation, commissioning and acceptance of the equipment and on submission of "Performance Bank Guarantee" or "Standby Letter of Credit" for an amount equivalent to 10% of the Purchase Order Value. The PBG or "Standby Letter of Credit" shall be valid for a period of 60 days beyond the date of warranty period. 23. For Import cases: No Agency commission will be paid as per Govt. of India rules. 24. We are exempted from payment of Excise Duty under notification number 10/97 dated and Customs Duty under notification No.51/96 dated for all procurements/supply meant exclusively for scientific and research purpose. Whenever the exemption certificate not honoured by the authorities, the applicable excise duty will have to be paid. Hence Excise Duty and Customs Duty, if any, should be shown separately. No other charges than those mentioned clearly in the quotation will be paid. 25. Sales Tax: TIFR does not have any exemption/concession on payment of Sales Tax/VAT and we are not authorized to issue any Sales Tax Form C & D 26. The delivery period should be specifically stated and earlier delivery may be preferred. 27. COMMENCEMENT OF WARRANTY PERIOD: The warranty period of an item shall commence from the date of receipt of the item in good working condition and satisfactory installation/commissioning/demonstration at the project site. The warranty period and validity of Performance Guarantee shall be extended for the period of delay in satisfactory installation and delay in warranty services Page 8 of 11

9 28. ANNUAL MAINTENANCE CHARGES: The party must mention in the quotation, the rate/amount of annual maintenance charges, if we opt for maintenance contract after expiry of the warranty period. This is mandatory to mention. This clause is however not applicable for office/lab furniture items. 29. Specifications are basic essence of the product. It must be ensured that the offers must be strictly as per our specifications. At the same time it must be kept in mind that merely copying our specifications in the quotation shall not make the parties eligible for consideration of the quotation. A quotation has to be supported with the printed technical leaflet/literature of the quoted model of the item by the quoting party/manufacturer. 30. Price must be quoted in the "Price Bid" format attached herewith at Page No. 10 for local item and another "Price Bid" format at Page No. 11 for Imported Item. 31. Bidder who have not accepted the order / job awarded to them or withdrawn from the tender process OR whose EMD / Security Deposite has been forfeited in the past, their bid will not be considered and treated as ineligible/disqualified.
