Tender Availability: Tender document can be downloaded from Central Public Procurement Portal Website:- Bidder meeting the eligibility criteria of the Tender document may, at their option, download the Tender document from the website and submit their offer along with prescribed Tender Fee of Rs. Submission of Bid The tender shall be submitted online in one part, viz., technical bid and price bid. 4 Bidders are advised to go through instructions provided at Annexure-A regarding Instructions for online Bid Submission. 2) Tenderers can access tender documents on the website, fill them with all relevant information and submit the completed tender document into electronic tender on the website 3) Tenders and supporting documents should be uploaded through e- procurement. Hard copy of the tender documents will not be accepted. 4) The intending bidder must read the terms and condition carefully. He should only submit his bid if he considers himself eligible and he is in possession of all the document required. 5) Information and Instructions for bidders posted on website shall form of bid document. 6) The bid document consisting of plans, specifications, the schedule of the quantities of various types of items to be executed and the set of terms and conditions of the contract to be complied with and other necessary documents can be seen and downloaded from website free of cost. 7) But the bid can only be submitted online after uploading the mandatory scanned documents such as Demand Draft/Pay order/bankers Cheque, RTGS and other documents as specified. 8) Those contractors not registered on the website mentioned above, are required to get registered beforehand. 9) The intending bidder must have valid digital signature with signing certificate to submit the bid. 10) On opening date, the contractor can login and see the bid opening process. After opening of bids he will receive the competitor bid sheet. 11) Contractor can upload document in the form of JPG format and PDF format 12) Contractor must ensure to quote rate of each item. 13) In addition to this, while selecting any of the cells a warning appears that if any cell is left blank the same shall be treated as 0. Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall be treated as 0 (ZERO). 14) The technical bid shall be opened online first on due date and time as mentioned above. After evaluation of technical bids the financial bid of the technically qualified contractors shall be opened on due date and time as mentioned above. 15) Tender documents downloaded from Central Public Procurement Portal Website ( )on payment of a sum of Rs % VAT in the form of Demand Draft in favour of Director, ARIES, Nainital, Payble at Nainital drawn on any Scheduled Bank (Non-refundable). 5 not accompanied by Earnest Money in the prescribed form shall be summarily rejected. 16) ARIES will not enter into any negotiations even with the Lowest Tenderer. 17) Completed Tenders containing two online covers of technical bid and price bid 18) Online Bids are received only on CPP Portal website in the Office of The Director, Aryabhatta Research Institute of Observational Sciences, Manora Peak, Nainital , Uttarakhand at the fixed time and the date indicated in the NIT. The Tenderer will be at liberty to be present either in person or through an authorized representative at the time of opening of the Technical Bid with the Bid Acknowledgement Receipt or they can view the bid opening event online at their remote end. Price Bids of only those tenders shall be opened whose technical bids qualify, at a date, time and place as mentioned above. The Tenderer technically qualified will be at liberty to be present either in person or through an authorized representative at the time of opening of the Price Bids with the Bid Acknowledgement Receipt or they can view the bid opening event online at their remote end. 19) ARIES reserves the rights to accept any tender or reject any or all tenders 20) The detailed Tender Notice can be seen / down loaded on our website and 21) Contractor shall be liable to pay Liquidated damage at the rate of 0.5% of the total contract price for every week of delay or part thereof. The penalty will be maximum 10% of the final contract price will be charged, if the item(s) is/are not delivered within the stipulated time frame. 22) Delivery period should be 90 days after issuing of the purchase order. 23) Bid validity should be 180 days from the opening date of financial bid. 6. "Technical Bid " shall Contain: 1) Bidder Information Form; (Technical Bid 2) Bid security as specified in the NIT; (Technical Bid); 3) Specifications and Compliance Statement Form (Technical Bid) Note: To support compliance with the specifications mention in the sheet, bidder has to submit the technical data sheet/test report without any failure. On site training on operation/maintenance of GC to at least two persons should be provided Performance evaluation for performance quantification (PQ) during installation and commissioning Note: 1. The above rates must include freight, insurance and 3 years warranty. 2. No payment other than aforesaid prices shall be payable by ARIES. 3. Prices should be firm and unambiguous. 4. No C form will be issued by ARIES. 5. Lowest quote will be decided by adding all sub heads in the schedule and then comparing among them.
