2 Quantity : 3500 Standard Cubic Meters of Helium Gas as and when needed by the Institute. Installments : Installments of supply shall be from 300 to 900 Standard Cubic Meters. The supply may have to be either in Institute quads or in the supplier s quads. In case, the supply is in the supplier s quads, the gas shall normally be decanted in about three weeks time. Rental or detention charges for the quad are not envisaged for the above period. The offer may mention the quad flushing charges whenever we request for purging of our Institute s cylinders with pure helium gas. Transport and Handling : The supply is to be made at the Institute s Colaba premises in the installments mentioned above. The Institute will not provide facilities of handling and transport. Transportation on both ways plus loading and unloading at the Institute has to be arranged by the suppliers at their own cost and risk. This is an essential and integral requirement. A signed purity certificate or analysis report must accompany with each and every supply of helium gas with the certification of hydrogen content being less than 1 ppmv. Method of determining the quantity of gas supplied must be indicated. For example, please mention chargeable quantity for the typical cylinder of 50 liters WC, with 200 Bars at 27 degree C. A part from basic price, please mention all the applicable taxes and duties, preferably the total landing cost per cubic meter of helium gas inclusive of all taxes, duties, transportation, handling etc. Note : Vendor confirming the delivery within 30 days of order placement will be given preference.

The quotation shall be submitted in a sealed envelopes duly superscribed with the tender enquiry number, and the due date in bold letters, addressed to the Admn. Officer (Purchase), Tata Institute of Fundamental Research, Homi Bhabha Road, Colaba, Mumbai The envelopes should be clearly marked on top as the Tender Enquiry No., Due Date in bold letters. The sealed envelope has to be delivered by hand/courier at the Security Gate Officer of TIFR on or before 1300 hrs. on the due date specified. Tenders submitted after 1300 hrs. on due date will not be considered. Tenders will be opened on the same day at 1400 hrs. 2. In case the quotation are not sealed in the envelopes the tender will be rejected. 3. Quotation must be valid for a period of 180 days from the due date. 4. Tenders containing correction, overwriting will not be considered. Late or delayed/unsolicited quotations/offers shall not be considered at all. These will be returned to the firms as it is. Post tender revisions/corrections shall also not be considered. 5. Tenderer should sign on all the pages of the technical bid and the price bid. 6. For Import items, offer should be on the basis of Ex-works, duly packed airworthy / seaworthy and of international standard whereas for local item/supply, offer should be the total landed cost including delivery at TIFR, Mumbai 7. If equipment offered is to be imported, arrangements for import will be made by us. 8. Tenders who do not comply with any of the conditions are liable to be rejected. 9. The Institute shall be under no obligation to accept the lowest or any other tender received in response to this tender notice and shall be entitled to reject any tender without assigning any reason whatsoever.

4 10. TIFR reserves the right to place the order for part/reduced quantity than what is specified in the tender.\ 11. Our standard Payment terms are as follows: The payment will be made only after delivery of the supply, satisfactory installation, commissioning and performance of the item/equipment at TIFR,Mumbai and after certification by our technical expert/ Authorized officer. 12. No Advance payment will be made to any local supplier except in case of furnishing valid Bank Guarantee from any nationalized / scheduled bank and the B.G. shall be valid till the complete delivery is made at the site. 13. For Import cases : No Agency commission will be paid as per Govt. of India rules. 14. We are exempted from payment of Excise Duty under notification number 10/97 dated and Customs Duty under notification No.51/96 dated for all procurements/supply meant exclusively for scientific and research purpose. Whenever the exemption certificate not honored by the authorities, the applicable excise duty will have to be paid. Hence Excise Duty and Customs Duty, if any, should be shown separately. No other charges than those mentioned clearly in the quotation will be paid. 15. Sales Tax: TIFR does not have any exemption / concession on payment of Sales Tax/VAT and We are not authorized to issue any Sales Tax Form C & D 16. The delivery period should be specifically stated and earlier delivery may be preferred. 17. Specifications are basic essence of the product. It must be ensured that the offers must be strictly as per our specifications. At the same time it must be kept in mind that merely copying our specifications in the quotation shall not make the parties eligible for consideration of the quotation. A quotation has to be supported with the printed technical leaflet/literature of the quoted model of the item by the quoting party/manufacturer. 18. OBSERVANCE OF LOCAL LAWS: Wherever applicable, the vendor /contractor shall comply with all law, statutory rules & regulations etc. The vendor/ contractor shall obtain all necessary permits / approval from the local Governing Body, Police, and other concerned Authorities as may be required under law. The vendor /contractor shall pay all types of taxes, fees, license charges, deposits, duties, tolls, royalty or other charges that may be leviable on account of any the operations connected with the execution of this work/ contract.
