10 2) Excel Spreadsheet Survey Job No.: Survey Job Title: Police Officer (Step 1) Police Officer (Step 1) Benefits and Comparable City Base Pay Under the general supervision of a Sergeant, performs a wide variety of police and law enforcement activities. Provides a multiplicity of police protection and other services necessary to enforce the laws and ordinances of the City and safeguards the lives, property, and constitutional rights of its citizens. Duties include an element of personal danger, i.e., exposure to life-threatening circumstances, apprehending criminals, and transporting prisoners. 14 Leave There were 2 different types of leave banks reported: traditional (separate vacation and sick leave accrual) and PTO (combined vacation and sick leave into a single pool of time off). Cape Coral: The City of Cape Coral utilizes paid time off (PTO). Comparable Cities: All of the 4 comparable cities are using a traditional leave bank. For the traditional leave banks, both vacation and sick leave were combined to display the number of leave hours available to employees per year. 25 Academic Incentive ALL municipalities are governed by an unfunded State Mandate (Statute ) which requires monthly payment to law enforcement sworn personnel of $50 for a Bachelor s Degree, $30 for an Associates Degree and $20 per 80-hour block of authorized training, to a maximum of $130/month. 33 POLICE PENSION SURVEY ANALYSIS Cape Coral Newly hired officers at Cape Coral participate in a defined benefit pension plan where 10 years of service are required to receive any DB benefits (10 yr cliff) combined with a minimum of age 52 OR have 27 years of service with no age minimum. These describe the Cape Coral police normal retirement parameters. Employees contribute 10% of their full paycheck to help fund the plan and experience a 3.25% multiplier. The City contributes 16.91% of employee payroll to the required annual funded portion. The City offers a five year DROP program. Comparable cities All four of the comparable cities offer a defined benefit pension as well. All include a 10 Year Cliff Vesting Schedule with a similar Normal Retirement structure.
