1 To: Members working under the Western and Central Washington Area Master Agreement RE: Tentative Agreement On behalf of your Bargaining Committee, we are pleased to announce that a second Tentative Agreement has been reached with the AGC of Washington, concerning the terms, conditions, wages and benefits for the Western and Central Washington Area Master Agreement. Your Bargaining Team Strongly Recommends a YES vote. The Western and Central Washington Area Master Agreement influences other agreements, such as Millwrights working under the Eastern Washington and North Idaho Area Master Agreement, the Millwright Employers Association Agreement (MEA), Western Washington Scaffold Erectors, Western Washington Trade Show workers, as well as Divers working in Oregon and Southwest Washington under the AGC of Oregon Columbia Chapter, and the General Concrete Contractors Association (GCCA) Agreements. The complete Tentative Agreement is attached; here are the highlights: 3-Year agreement with a total package increase (wages and benefits) over the life of the agreement of 12.75%. o 5% total package increase which equates to $2.86 in year 1 leaving $2.02 on the check. o 4% total package increase which equates to $2.40 in year 2 leaving $2.02 on the check. o 3.25% total package increase which equates to $2.03 in year 3 leaving $1.70 on the check. o Over the life of the agreement we funded benefits as follows: $0.30 increase to Health and Welfare for maintenance of Benefits. $1.15 increase to the Defined Benefit Pension fund (SIP Benefit) for a 23% increase in benefit accrual. $0.10 increase to the Apprenticeship and Training fund to support our Apprenticeship. Zone pay of $1.00 per hour for members working in Downtown Seattle, which when added to the 5% increase in year one, allows for over a 7% total package increase. Modification to Pay Day procedures to clarify Direct Deposit pay-off. Increased Welder pay for all classifications from $0.50 per hour to 2.5% of Journeyman wage. Modified Travel pay to be calculated from City Hall instead of City Center. Removed the exclusion of Lopez Island to assure that you receive subsistence when working there. Added a New Article to address issues when you are required to drive in company vehicles under direction of your employer. Addressed major modifications and improvements to the Hyperbaric language of the Divers Addendum. During our Tele-Town-Hall meeting and after multiple discussions at local meetings, informational meetings and during routine jobsite visits we have been approached with a variety of questions about the Western Washington Pension and Health and Welfare funds. We believe that the following notes help to answer those questions. Additionally, please feel free to contact the Trust Administrator or a Trustee for more information. The estimated funding ratio of the Carpenters Trust of Western Washington pension fund as of January 1, 2018 for the legacy benefits and the Sustainable Income Benefit (SIB) portion of the plans are as follows: Market Value of Legacy plan is 82.3% funded, SIP Benefit 115.2% funded for a total funding ratio of 83.6% funded. If our current projections are met we will reach a 100% funded ratio in Your SIP Benefit will increase by 6% on January 1, 2019 due to the excessive interest earnings over 4% during plan year The 2017 interest earnings will also further fund the stabilization reserve.
2 The Health and Security plan is currently building reserves and the $0.30 increase will assist in maintaining benefits.
