5 INTRODUCTION As of April, there are 7 designated CSBG entities in Texas. Of these, 6 responded to the Wage Comparability Survey distributed in March. 6 The following results provide an overview to the responses received by TACAA for a survey distributed in March. Whenever possible, all responses were included; however, some surveys were only partially completed. Of the 6 respondents, the following percentages are based upon complete answers to the questions, and as a result, not all figures will add up to %. PROFILE OF RESPONDENTS respondents are private, non profit agencies; are public agencies. 7 (9%) respondents represent metro regions (population, and above) (8%) represent urban regions (population between 8, and,) 9 (%) represent rural regions (population of 8, or less) Overall agency budgets range from a low of $6, to a high of $78,,. The average budget is $7,97, and the median budget is $,7,. Paid Employee Profiles The average number of paid employees reported is 97 and the median is. The highest number of paid employees is 98, and the lowest is. The average number of full-time employees is 6 with a median of 89. The highest amount is 9 and the lowest is 6. The average number of part-time workers is 9 with a median of. The high is 79 and the low for those that employ part-time workers is. The average number of temporary employees utilized by respondents is 8. The highest number of temporary workers reported is 6, and the lowest, for those that employ temporary employees, is. Other Labor Sources Twenty-six respondents (7%) report using other labor sources including volunteers and subsidized labor. The average number of employees garnered from these sources is 66. The highest number reported is,8 and the lowest for those agencies that utilize other labor sources is. The average number of volunteers reported is 76. The highest number reported is,8, and the lowest number for those agencies using volunteers is. The average number of subsidized laborers per agency is. The highest is 9, and the lowest number reported by agencies using subsidized labor is.

7 Employee Classification The average respondent employs 8 persons in positions classified as exempt. The highest number reported is 76, lowest is, and median is. The average respondent employs 9 persons in positions classified as non-exempt. The highest number reported is 8, lowest is 8, and the median is 98. Raises Sixty-seven percent of respondents report offering employees salary increases as a reward for good job performance. Flexible Time Twelve Community Action Agencies (%) report allowing their employees to have flexible time schedules. Educational Opportunities Twelve respondents (%) provide employees with educational opportunities. Holidays and Leave The average number of holidays reported by respondents is. The highest is 6, the lowest is, and the median is. Thirteen agencies (6%) allow employees at least one day off of personal leave per year. Thirteen agencies (6%) responded that they allow employees to take their birthday off. Nine agencies (%) responded that they allow their employees emergency leave. Twenty-seven agencies (7%) provide leave when a death occurs. The average duration of this leave is days. Twenty-four agencies (67%) report allowing military leave. Thirty-two agencies (89%) report providing leave for jury duty. Twelve agencies (%) respondents report offering administrative leave with pay to employees. Fourteen agencies (9%) offer administrative leave without pay. Other types of leave reported included: Civic Service Duty / Voting Educational Family Medical Leave Act Acts of God 6

8 Leave Policies Sick Leave: Sick leave is accrued at the average rate of.6 hours per month based on full-time employment. The lowest number of hours earned per month is, and the highest is hours per month of sick leave. Five agencies reported using Paid/Personal Time Off (PTO) in which the employee earns approximately ten (more or less based on longevity) hours per month to be used either for vacation or sick leave. The average carryover allowed on an annual basis of accrued sick leave is hours. Outside of the agencies imposing no restrictions on carryover and those disallowing any carryover, the lowest amount of carryover reported is hours and the highest is hours. Trial Period The average length of trial time for new employees is days and the median is 9 days. The lowest length of time for a trial period reported is 6 days and the highest is 8. Travel 77% of respondents report reimbursing employees for use of their personal vehicle for job related duties in-city. 97% of respondents report reimbursing employees for use of their personal vehicle for job related travel outside of the city. 7

The highest is 8% and the lowest is.%. Use of Consultants Twenty-six agencies (7%) report using consultants. Accountant - Seven agencies (9%) report contracting with a bookkeeper. Auditor - Fifteen agencies (%) report contracting the services of an auditor. Attorney - Eleven agencies (%) report hiring an attorney on a contractual basis. Physician - Two agencies (%) report contracting with a physician. Computer/Technology - Ten agencies (8%) contract the use of a computer consultant. 8

10 Grant Writer Two agencies (%) reported using contracted grant writing or development services. Other - Six agencies report utilizing consultants other than those listed above, including: mental health, human resources counselor, dentist, software training, nutrition, and federal application process. 9

11 WAGE COMPARISON REPORT In this portion of the report, wages for identified positions are broken down into various categories so that wages can be compared with similar agencies. Categories include: Agency Type, Designation, and Total Budget. When salaries were indicated as part-time, they were increased to reflect a full-time, year-round position. Unless the survey responses indicated otherwise, it was presumed that the salary reported was for a full-time, year-round position. Due to the fact that many agencies house programs requiring seasonal employees, it would be misleading to convert the salary figures into their annual equivalent. Therefore, all figures represent monthly wages.
