3 FOREWORD The Annual Statistical Review is an important source of information about the current and past economic and social conditions on Prince Edward Island. I am pleased to present the 2000 Annual Statistical Review, which is the twenty-seventh edition. The review contains the more frequently consulted socio-economic information on the Province and is an indispensable reference on the Prince Edward Island economy and its people. Statistical tables provide historical and current data at the provincial level and in some cases at subprovincial levels. The publication also contains a descriptive narrative on the economic performance of the Province over the past year and a short description of the Province, entitled Facts about Prince Edward Island. Additional statistical information can be accessed through the Prince Edward Island government website at In addition to timely general information about Prince Edward Island, the site contains the Quarterly Economic Overview, monthly updates of key economic indicators, population data, as well as an interactive map of Prince Edward Island, which highlights community profiles. 13 ECONOMIC REVIEW 2000 OVERVIEW The Prince Edward Island economy performed well in Estimates of economic growth, as measured by constant dollar Gross Domestic Product (GDP), indicate that the provincial economy expanded by 2.9 per cent, (1) which compares to a national rate of 4.7 per cent. Economic expansion in 2000 reflected increased employment, rising personal incomes and improved export performance. This is the third year of economic growth in the order of 3 per cent on Prince Edward Island. The leading growth sectors in the province were: services to business, retail trade and manufacturing. By contrast, the agricultural sector experienced some economic difficulty as a result of low potato prices and a ban on potato exports to the United States. Consumer prices were on the rise in 2000 as the price of international crude oil increased steadily. The average annual increase in the national All-Items Consumer Price Index (CPI) was 2.7 per cent. This compares with an average consumer price index increase for Prince Edward Island of 4.1 per cent. The difference between the national and provincial rates is the result of the larger dependency on oil on Prince Edward Island. Island employment grew by 5.2 per cent during 2000, easily the fastest rate in the country. Total employment averaged 64,500 people and the unemployment rate dropped from 14.4 per cent in 1999 to 12 per cent in These vigorous employment gains translated into equally strong total labour income growth of 8.6 per cent during The value of manufacturing shipments expanded by 6.6 per cent, totalling $1,183 million. Food shipments increased by 10.8 per cent, while shipments of transportation and equipment were off by 24.2 per cent in The economic performance of Prince Edward Island is discussed in further detail after a brief consideration of the national economy in Provincial Treasury estimate. 14 THE CANADIAN ECONOMY The Canadian economy ended Diagram 1 GROSS DOMESTIC PRODUCT GROWTH the millennium with an Canada upsurge in economic performance. The 2000 expansion, measured in constant dollars, was the highest since 1994 and was led by gross fixed capital formation (up 11.2 per cent), followed by exports of goods and services (up 9.6 per cent), and consumer spending (up 4.4 per cent). Government spending was up 2.4 per cent in 2000, and the Government of Canada for the fifth consecutive year recorded a surplus of revenue over spending and debt servicing. 3% 2% 1% 0% -1% -2% Diagram 2 EMPLOYMENT GROWTH, CANADA As Diagram 2 illustrates, 2000 marked the fourth consecutive year of strong employment growth, with 378,500 new jobs created during the year. 15 Most job creation occurred in the following sectors: management, administrative and other support services (up 7.6 per cent); health and social services (up 5.7 per cent); construction industry (up 5.4 per cent); and transportation and warehousing services (up 4.9 per cent). Employment decreased in agriculture (down 8.6 per cent), public administration (down 1.6 per cent), and educational services (down 0.7 per cent). The headline inflation rate in Diagram 3 Canada averaged 2.7 per cent ANNUAL CHANGE CONSUMER PRICE INDEX Canada in 2000, 1 percentage point 7 higher than a year ago. As can be seen, consumer spending on durable consumer goods, such as automobiles and appliances, is more variable than expenditures on non-durables and services. Sources: Statistics Canada 3

16 In 2000, overall consumer spending in constant dollars was up by 4.4 per cent. Personal expenditure on durables increased by 7.8 per cent, while spending on non-durable goods and services was up by 2.1 per cent and 3.7 per cent, respectively. Consumer spending in 2000 measured in current dollars totalled $591 million, up 5.8 per cent from Retail sales in current dollars in Canada rose 6.2 per cent to value $277 billion, while sales of new motor vehicles increased 3.5 per cent to total $46.9 billion. Manufacturing shipments increased by 9.2 per cent in 2000 compared to 1999, led by chemical products, fabricated metal products, and machinery. Canadian exports in 2000, valued at $388.8 billion and up 16.3 per cent from 1999, were a prime driving force for the economy. Diagram 5 shows annual growth rates for the provincial economy between 1991 and 2000, which, on average, were 2.6 per cent. This compares to an average national rate of growth of 2.7 per cent during the same period. 4

Thus, job growth outpaced both population and labour force growth. The number of unemployed persons declined by 15 per cent, from 10,300 persons in 1999 to 8,800 in This drop was a result of buoyant economic conditions The workforce, as measured by the participation rate, reached a record high of 66.9 per cent in This compares to a national rate of 65.9 per cent that year. 5

18 INCOME Total personal income for Prince Edward Islanders increased from $2.8 billion in 1999 to $2.9 billion in 2000, an increase of 5.1 per cent. The major contributor to this growth was labour income, resulting from the buoyant economy. By contrast, government transfers to persons were not a significant growth factor. 19 The Island s ten-year growth rate compares well with those in the other Atlantic provinces. Between 1991 and 2000, the populations of Nova Scotia and New Brunswick increased by 2.8 per cent and 1.5 per cent, respectively, while Newfoundland experienced a decline of 7 per cent. Diagram 10 illustrates the change in population distribution for Prince Edward Island in 1976 and 2000 and the Provincial Treasury projected distribution for In 1976, 28 per cent of the population was between 0 and 14 years of age. POPULATION DISTRIBUTION The age group 15 to 64 years made up 61 per cent of the Island population in Twentyfive years later the share of this group had risen to 67 per cent. It is expected to increase further to 69 per cent in The senior population of Prince Edward Island, those individuals 65 years and older, made up 11 per cent of the 1976 population. This included $491.3 million in food products, $80.6 million in machinery and equipment, and $16.3 million in forestry products. As is evident in Diagram 11, food products continue to play an important role in exports. MANUFACTURING It is estimated that Prince Edward Island s manufacturing sector in 2000 accounted for 10 per cent of provincial GDP. The wholesale/retail trade sector continues to be the largest private sector employer in the province with 9,900 people employed in Since 1992 employment in this sector has grown by more than 25 per cent. in $ millions TOURISM Prince Edward Island continues to be a premier tourist destination attracting a large number of visitors. As Diagram 14 indicates, the number of pleasure tourists who visited the Island since the opening of the Confederation Bridge in 1997 has greatly increased. 22 Canadians accounted for 70 per cent of all visits to Prince Edward Island, while 28 per cent of visits originated in the United States. During the 2000 tourist season, 24 per cent of all visitors came from Ontario, 17 per cent from Nova Scotia, and 11 per cent from New Brunswick. The number of visitors from the United States was 77 per cent higher in 2000 than in AGRICULTURE As Diagram 15 illustrates, Diagram 15 potato receipts were the most FARM CASH RECEIPTS variable component of farm Prince Edward Island $400 cash receipts during the last ten years.
