6 What s new for 2014 Blue Cross and Blue Shield of Illinois (BCBSIL) replaces UnitedHealthcare (UHC) in St. Louis metropolitan area Beginning Jan. 1, 2014, BCBSIL will be the new service representative for the following plans in the St. Louis metropolitan area: Advantage+ health plan. Traditional Medical Plan. UnitedHealthcare Choice HMO (the new name of this plan will be Select Network Plan). BCBSIL was selected for these and other Boeing-sponsored health care plans based on quality and value. If you enroll in a BCBSIL plan, you ll receive more information in December. Boeing also contracts with other service representatives for certain benefits as follows: Express Scripts prescription drug coverage ( ). VSP vision coverage ( ). ValueOptions mental health and substance abuse treatment ( ). New federal rules may affect the taxes you pay on health care coverage for a samesex spouse. These rules were recently issued and Boeing, like other U.S. employers, is evaluating how to implement them. If you have questions about the impact on your Boeing benefits, please contact TotalAccess. If you re in the Advantage+ health plan or the Traditional Medical Plan, these are the same service representatives you have today with UHC. Your dental service representative also will remain the same. If you re in the Select Network Plan (formerly UnitedHealthcare Choice HMO), VSP and ValueOptions will be new service representatives for you, and the provider networks will differ (find details by clicking the links above). Express Scripts will continue to be the service representative for prescription drugs. For the Advantage+ health plan and the Traditional Medical Plan, having a new service representative will not change your benefits. However, some benefit changes will occur for the Select Network Plan (formerly UnitedHealthcare Choice HMO) due to this transition. Read pages 6 9 to learn about other changes, including those required by health care reform. 6

7 What s new for 2014 continued Important points about this change Doctors and hospitals: All of the hospitals and nearly all of the doctors in the UHC network in the St. Louis area are available through the BCBSIL network. In addition, the BCBSIL network includes other providers currently not covered through UHC. Because the networks are different, take some time to find out which providers are covered (visit the websites listed on page 6 or access the Search for Doctors tool on Your Benefits Resources). If you are in the middle of treatment and your current doctor is out of BCBSIL s network, you will still be covered at the network level for a certain period. After that, you must use a BCBSIL network doctor to receive the network level of benefits. Contact BCBSIL for details. Note: For mental health and substance abuse treatment, ValueOptions has its own network of providers. Call ValueOptions at to discuss your transition of care. Customer/member services: BCBSIL is the service representative for medical coverage; they pay claims and handle customer service for the plan. For more information, visit their website at or call ID cards: Look for a new medical plan ID card from BCBSIL in December. Be sure to present your new ID card to your provider during your first visit in Please continue to use your current ID cards when seeking care before Jan. 1. Note: You will not receive a new ID card from Express Scripts. For VSP and ValueOptions, just present your medical plan ID card. Pharmacy network change We continually work with service representatives to contain expenses, which sometimes leads to changes in network providers. As a result, Walgreens retail pharmacies will no longer be part of the Express Scripts pharmacy network for the following plans: Advantage+ health plan. Traditional Medical Plan. Aetna HMO (Arizona, Washington D.C., Maryland, Pennsylvania, Texas). CIGNA HealthCare HMO (Arizona). Select Network Plan (Washington). Selections Plus CCP (Oregon). UnitedHealthcare Choice HMO (new name will be Select Network Plan in St. Louis metropolitan area). 7

8 What s new for 2014 continued If you currently receive prescription medications from a Walgreens pharmacy: 1. Find a new pharmacy Visit Express Scripts ( and click Locate a pharmacy from the right side of the screen. 2. Have your prescription transferred: Visit or call the new pharmacy; ask them to contact your current pharmacy for your prescription information, or If you ve recently used a Walgreens retail pharmacy, look for a separate letter from Express Scripts with more details in November. Ask your doctor to call the new pharmacy with your prescription information. Health care reform at Boeing The Patient Protection and Affordable Care Act was established to improve access to affordable health care you may also have heard this referred to as health care reform. This legislation is complex, and is being implemented gradually. Starting Jan. 1, 2014, it requires almost everyone to have medical coverage. (Any employee or dependent enrolled in a Boeing-sponsored medical plan meets that requirement.) In addition, health care reform will require a variety of changes to our plans, as described in this section. One other health care reform issue has received a great deal of press coverage: the opportunity to purchase health insurance in new state marketplaces (also called exchanges ). For almost all Boeing employees, Boeing-sponsored plans are expected to deliver more generous and affordable coverage than plans that are offered in the new marketplaces. In late September, Boeing sent legally required notices to all employees about marketplaces; please refer to that notice for more information. Tobacco-use verification Boeing has added a new component to the Step by Step program for 2013 support and incentives for quitting tobacco. An additional monthly paycheck contribution for 2014 medical coverage will apply if you (or your covered spouse or eligible domestic partner) use tobacco and don t meet one of the alternative requirements. The tobacco-use contribution (an amount in addition to the screening and health assessment contribution already in place) will be as follows: $50 a month if you use tobacco. $50 a month if your covered spouse or eligible domestic partner uses tobacco. $100 a month if you both use tobacco. Boeing defines tobacco use as the use of tobacco products during the last six months, including but not limited to cigarettes, cigars, pipes, e-cigarettes, snuff, chew, snus, orbs, sticks, strips, lozenges or tablets. The rare (once per month or less, on average) use of a tobacco product (such as a celebratory cigar) does not constitute tobacco use. 8

9 What s new for 2014 continued Alternative requirements Avoid the additional contribution by meeting any of these alternative requirements: 1. Verify you have not used tobacco products in the past six months. 2. Enroll in the Quit For Life Program (visit for more information). 3. Apply for a waiver by submitting the Tobacco-use Exception Form. A waiver will be granted if your personal physician indicates it is medically inappropriate at this time for you, your covered spouse or your eligible domestic partner to quit using tobacco or participate in the Quit For Life Program. If the above options cannot be met due to health status, other waiver opportunities may be available based on a physician s recommendation. Contact TotalAccess at , say, Tobacco Attestation and a health care plan representative will explain the details and assist in finding an appropriate option. Other changes in your area In addition to the changes listed in this section, there may be changes specific to where you live. At home, use your TotalAccess password and BEMSID to log on to Find the lowest-cost plan for your situation: Use the Medical Expense Estimator Review your out-of-pocket costs: Use the Health Care Cost Summary Compare your benefit options side by side: Use the Health Plan Comparison Chart Generate a bottom-line comparison of what each plan might cost you in Note that claims data from the last calendar year (2012) will automatically populate for most employees, or you can enter your own assumptions about how much medical care you might use in See a summary of your personal health care costs as of Aug. 31, 2013, including what you spent on medical, dental and prescription drug expenses, as well as annual premium contributions. (On Nov. 15, the claims data will refresh to include your personal health care costs as of Sept. 30, 2013.) Learn benefits, copayments and coinsurance for different plans. Find services and supplies that you use often. Compare these all side by side to see how each plan covers them. New this year, to clarify costs, this tool will show the portion you pay (instead of what the plan pays). Boeing requires its Well Being service providers to sign contracts including terms and conditions that require administrative, technical and physical controls to address privacy, security and data protection for employee personal medical information. Boeing receives de-identified aggregated information about health issues faced by all health care plan participants to administer and pay claims and drive decisions about health care plan changes. 10

11 Learn about the Advantage+ health plan Boeing offers a variety of affordable medical plan options. They all provide comprehensive coverage, but the difference is the cost to you (and in some cases, provider networks are different). Before you enroll, compare your options carefully. You may find that the Advantage+ health plan is your most cost-effective option for To help you compare the plans side by side, use the Health Plan Comparison Chart on Your Benefits Resources. Comprehensive coverage Like all Boeing-sponsored health care plans, the Advantage+ health plan offers comprehensive medical and prescription drug coverage. The plan generally covers the same services and supplies as the Traditional Medical Plan such as preventive care benefits, office visits, hospitalization, prescription drugs and routine vision care. Plus, Blue Cross and Blue Shield of Illinois uses the same network for this plan that it uses for the Traditional Medical Plan today. If you re working on international assignment or live in Hawaii, the Advantage+ health plan is not available to you. Lower paycheck contributions The Advantage+ health plan has a higher deductible than other options, but it also has the separate Health Savings Account and lower paycheck contributions. For many employees, this plan can amount to real savings throughout the year. Company-funded Health Savings Account (HSA) A unique feature of this option is the HSA, a separate tax-advantaged account. You can use the HSA to pay for eligible health care expenses using pretax dollars now and in the future. You can even use the HSA after you retire. Boeing contributes to the HSA enough to pay almost half the deductible. (If you choose, you can contribute additional dollars of your own.) Turn to page 12 for more information about the HSA. To receive Boeing s contributions to your HSA, you must enroll in both the Advantage+ health plan and the HSA. (To contribute your own money to the HSA, you must actively make an election; your contribution election doesn t roll over from one year to the next.) To qualify for an HSA, you must meet certain eligibility requirements for example, you cannot be enrolled in Medicare or TRICARE or covered by another health care plan (such as your spouse s Health Care Flexible Spending Account (FSA) or medical plan that is not also a high-deductible health plan). See the Straight Facts and FAQs on the Online Learning Center at Administered by BCBSIL The Advantage+ health plan is administered by Blue Cross and Blue Shield of Illinois ( (If you live in the St. Louis metropolitan area, this will be a change for 2014.) Prescription drug benefits are administered by Express Scripts ( vision benefits by Vision Service Plan ( and mental health and substance abuse benefits by ValueOptions ( 11

For 2014, the allowed catch-up contribution will be $1,000. Should I choose a Health Care FSA and an HSA? You can choose a Health Care FSA no matter which health care plan you select. Because of federal rules, you can set up an HSA only if you enroll in the Advantage+ health plan, and you meet federal HSA eligibility requirements for example, you generally can t be covered by another medical plan, including Medicare or TRICARE, and you can t be covered by a spouse s health care plan (including a spouse s Health Care FSA) unless certain conditions are met. If you participate in the Advantage+ health plan and choose to contribute to both its HSA and the Health Care FSA, you can use the money in your FSA (called a Limited FSA) to get reimbursed for eligible dental, vision, certain preventive and post-deductible medical expenses. Expenses must be incurred Jan. 1 Dec. 31, 2014 (although you have until April 30, 2015, for the service representative to receive your reimbursement request). Other eligible health care expenses may be paid using money in your HSA. Why might you want both an FSA and an HSA? If you re planning to make the maximum contribution to your HSA, you can get an additional tax advantage by making FSA contributions just remember the rules for using the FSA when you have both accounts. 16 Enroll Enroll continued If you don t take action If you don t complete certain Step by Step program activities, an additional monthly paycheck contribution for 2014 medical coverage will apply. If you re in the Advantage+ health plan today, you ll remain in that plan, with any new 2014 paycheck contributions (if applicable). If you re currently enrolled in the HSA, your HSA will continue and you ll automatically receive the company contributions in early January. However, if you want to contribute some of your own money to the HSA, you must actively make an election (your contribution election does not automatically roll over from one year to the next). The CIGNA HealthCare HMO will no longer be offered in 2014 in Colorado, Georgia, Illinois and Texas (it remains in place for Arizona). If you re currently in this plan and it will no longer be offered, you need to enroll in another option during the enrollment period. Otherwise, you and your covered dependents will automatically be enrolled in the Advantage+ health plan. For details, see the Update that was recently mailed to your home. If you re in any other Boeing-sponsored medical plan, you ll remain in your current plan, with any new paycheck contributions that apply for You must re-enroll in health care and dependent care flexible spending accounts to have them for If you take no other action during annual enrollment, be sure to review and update your dependent information for accuracy and drop any dependents from your Boeing coverage who are no longer eligible as of Jan. 1, Questions? 17 Health care terms glossary Annual deductible: The amount you or a covered family member pays for covered care each year before the plan pays benefits. The deductible does not apply to certain types of medical care, such as preventive care. Annual out-of-pocket maximum: The accumulated amount you or a covered family member pays toward deductibles and coinsurance, and certain copayments in a benefit year. In the Traditional Medical Plan, this maximum includes deductible amounts, network copayments and coinsurance but excludes copayments and coinsurance for prescription drug and vision benefits. Coinsurance: A percentage you or a covered family member pays for covered services if your plan requires coinsurance, after any annual deductible has been satisfied. Copayment: A fixed dollar amount you or a covered family member pays for covered services at the time of service. Beginning January 1, 2014, network copayments, excluding prescription drug copayments, will accumulate toward the plan s network annual out-of-pocket maximum. Flexible spending account (FSA): An employer-sponsored account that you can fund with pretax payroll deductions to help save taxes on the amounts you pay for eligible health care expenses. Unused amounts are forfeited after year end. If you enroll in the Advantage+ health plan, and choose both an HSA and FSA, you can only use the FSA (called a Limited FSA) to pay prescription drug coinsurance for prescription drugs on the preventive drug list, and any eligible dental and vision expenses. You can use it for eligible medical and prescription drug expenses after you have satisfied the annual deductible. Health assessment: A guided questionnaire that asks about current health conditions, behaviors, risks, your readiness to make health changes, and your compliance with recommended screenings. After completing it, you ll receive a health score based on your responses that summarizes any health risk areas and prioritizes next steps to manage those risks. Health Savings Account (HSA): The HSA is a separate, tax-advantaged account you can open through HealthEquity, the account administrator, to pay for eligible health care expenses now, in the future and even after you retire. (View the list of eligible health care expenses by visiting IRS publication 502 at Boeing contributes annually to your HSA, and you can too although you must enroll in the Advantage+ health plan and meet HSA eligibility requirements to make or receive HSA contributions. (More detail regarding HSA eligibility rules can be found by visiting IRS publication 969 at Your HSA is an interest bearing account. You also can invest your account balance in mutual funds after you reach a minimum balance of $1,000. The HSA is not part of the Advantage+ health plan nor is it covered by ERISA. Network provider: A doctor, hospital or provider that agrees to participate in a plan s network and charge reduced fees to plan members. The plan pays a higher level of benefits for eligible expenses received from network providers. 17

18 Health care terms glossary continued Paycheck contribution: Your cost to participate in a medical plan, deducted from your first two paychecks each month. The contribution covers a portion of the total coverage cost; Boeing pays most of the cost. Preventive care benefits and prescription drugs: Coverage for certain health screenings, such as routine physicals, well-baby care, mammograms and other early detection testing, are covered at 100 percent without the deductible requirement when you use network providers (subject to certain ageappropriate and frequency guidelines). Certain prescription drugs classified as preventive (e.g., certain contraceptives) are covered at 100 percent in all plans. In the Advantage+ health plan, certain other prescription drugs classified as preventive are covered without having to meet the deductible (but are subject to coinsurance). These are drugs used to prevent conditions such as high blood pressure, high cholesterol, diabetes, asthma and others. Screening: Routine tests that indicate personal health measures to help detect various conditions early, when the odds for successful treatment are greatest. You can get a screening in one of four ways: on-site in a face-to-face session with a licensed nurse (U.S. employees only), by your physician or health care provider, by completing it yourself using an at-home screening kit, or by visiting a location within BioIQ s network of laboratories. Working spouse contribution: If your spouse or eligible domestic partner doesn t enroll in a medical plan available through his or her employer and enrolls in your plan, you must pay an additional monthly contribution of $100 called the working spouse contribution.
