3 HIGHLIGHTS 1 ST Quarter As of March 31, 2014, 197,610 households were served by Cuyahoga Job and Family Services benefit programs according to the state CRISE system. This number does not include individuals enrolled in the new state Medicaid system. An estimated 12,000 households have been added as a result of local implementation of the Affordable Care Act. In the first quarter of 2014, $62,520,680 in total child support dollars was collected. In March 2014, the support order establishment rate was 83.8% up 4.5 percentage points from one year ago and above the goal of 78%. In the first quarter of 2014, the Office of Child Support s Contact Center handled a total of 19,735 calls, facilitated 1,580 bold charts, and processed 309 data requests. Child Support Services The Federal Office of Child Support Enforcement (OCSE) measures each State s effectiveness by looking at the following performance indicators; Paternity Establishment, Support Order Establishment, Current Support Collections, and Arrears Collections. In March, the Paternity Establishment rate was 89.21% and the Support Order rate was 83.78% % of current obligations have been collected through March 2014 and the Arrears Collection Rate is at 46.87%. Medicaid and Food Assistance Enrollment As of March 31, the state CRISE system reflected 289,039 Medicaid recipients in Cuyahoga County. As a result of implementation of the Affordable Care Act and Medicaid expansion, the Medicaid caseload continues to expand. An estimated 16,000 individuals have been added to the Medicaid rolls through OIES, the new state benefits system. 142,858 households were participating in the Food Assistance program as of March Of these households, 33,576 or 23.5% had earned income. The Food Assistance caseload has experienced an overall decrease in the first quarter of 2014, likely due to individuals opting out of receiving these benefits due to the implementation of work activity requirements. OWF Cash Assistance The number of OWF households in March 2014 was 7,918, a decrease of 9% from one year ago. Of these households, 5,236 were child only households. The caseload has decreased by 25% over the past two years due to initiatives put in place to educate applicants about program requirements as well as offering alternative sources of income and employment opportunities. Child Care and PRC In addition to providing medical, cash, and food assistance, CJFS provides subsidized child care and emergency cash assistance (PRC program) to help clients obtain and retain employment. In March 2014, 21,069 children received child care, so that their parents could maintain employment, or engage in postsecondary education or vocational training that will lead to better employment. In the 1 st quarter of 2014, there were 641 PRC issuances totaling $280, Approximately 85% of all PRC usage is for utility assistance. Employment and Participation Rate Data CJFS maintains data on performance measures, including the number of clients obtaining employment and the federally mandated All-Family and Two-Parent participation rates for OWF recipients. The Performance Report is posted on a quarterly basis on the Cuyahoga Job and Family Services website at 3
4 Child Support Federal Performance Indicators Federal performance indicators for child support are tracked on a Federal Fiscal Year cycle, beginning October 1, 2013 and ending September 30, Paternity Establishment In March 2014, paternity establishment was 89.21%. The FFY14 target is 94.26%. The 2014 Federal Fiscal Year began on October 1, Support Order Establishment In March 2014, the order establishment rate was 83.78%. The FFY14 goal is 85.51%. 5 Current Support Collection Rate In March 2014, $25,509,653 in support was collected, representing 61.3% of total current obligations. The FFY14 goal is 63.83%. The decrease in calls handled is likely attributed to promotion of automated systems to collect payments and obtain case information. Project Verify, an initiative taken on to ensure updated and accurate records, increased call times, necessitating more time spent with customers. In addition to call volume, customer service facilitated 1,580 bold chats and processed 309 data requests this quarter. 6

Eventually, all recipients will be captured in the new system. Approximately 44% of children receive their health insurance through the county. 7

Of these households, 5,236 were child only households, which are not subject to work requirements or time-limits. In the first quarter, 159 households were in receipt of either good cause or hardship extension of OWF benefits and 96 cases closed due to exhausting 36 months of OWF benefits. 8
9 Nursing Home and Waiver Benefits Recipients As of March 31 st, 21,596 individuals were receiving Medicaid services and other benefits through the Specialized Medicaid Benefits Center (SMBC). The SBMC is responsible for benefits and services to individuals who have a home health aide coming to their home to provide care, receive waiver services for assisted living, or reside in a long-term care facility. The SMBC has caseworkers stationed at MetroHealth hospital providing onsite access to Medicaid benefits. These workers are focused on the pregnant mothers, newborns (including the Neo-Natal Intensive Care Unit), disability determination applications, and spend-down releases. Initial eligibility for subsidized child care is 125% of the federal poverty level. Families remain eligible for ongoing benefits up to 200% of the FPL. 9
10 PRC Vouchers and Expenditures (in thousands) Apr' 13 May '13 June '13 July '13 Aug '13 Sept '13 Oct '13 Nov '13 Dec '13 Jan '14 Feb '14 Mar '14 In the first quarter of 2014, there were 641 PRC issuances totaling $280, Issuance peaks during late summer and into the fall are attributed to the HEAP cycle, which runs November through April. PRC usage tends to decrease in the winter months when customers are able to access utility assistance and weatherization programs such as HEAP. Approximately 85% of all PRC usage is for utility assistance. Employment and Participation Rate Data Contracted Employment-Related Services and Outcomes The above chart looks at job placements and employment retention for OWF clients served through contracted employment services. In the first quarter of 2014, 81 clients were placed in employment and 77 maintained employment for at least 3 months. 10

For the month of March, the All Family participation rate was 47.22%, the highest ever for Cuyahoga County and the Two Parent rate was 44.51%. The All Family rate is within less than 3% of the goal of 50%. The All-Family participation goal is 50% and the 2-Parent participation goal is 90%. 11
12 3-Year Caseload Comparisons Medicaid Recipients Approximately 16,000 individuals have been added to the Medicaid caseload since January 1, 2014; not reflected in the numbers above. The number of children in receipt of Medicaid has remained constant. Approximately 44% of children under the age of 19 receive health insurance through the county. Food Assistance Recipients The number of Food Assistance recipients has declined over the past few months. Implementation of work activity requirements for some food assistance recipients has some individuals opting out of receiving these benefits. 22.5% of Cuyahoga County residents are receiving Food Assistance and 38% of Food Assistance recipients reside in the suburbs. 12
